REGULAR MEETING
A. CALL TO ORDER
Ms. Adrien Pekurney, Assistant Director of Parks and Recreation, stated that tonighYs Park
and Recreation Board meeting will be conducted using Webex video conference in order to
observe physical distancing to mitigate the spread of COVID-19.
Chair Kusmierski called the meeting to order April 5, 2021 at 6:00 p.m. �,

C.1 APPROVAL OF MINUTES OF THE FEBRUARY 1, 2021 PARKS AND
RECREATION BOARD MEETING.
APPROVED
A MOTION WAS MADE BY BOARD MEMBER MITCHELL, SECONDED BY BOARD �,
MEMBER COPELAND, TO APPROVE THE MINUTES OF THE APRIL 5, 2021 PARKS I
AND RECREATION BOARD MEETING.
MOTION TO APPROVE CARRIED 7-0.
C.2 FORWARD A RECOMMENDATION TO CITY COUNCIL TO READOPT THE
NRH YOUTH PROGRAMS STANDARDS OF CARE ORDINANCE.
APPROVED
A MOTION WAS MADE BY BOARD MEMBER BECK, SECONDED BY BOARD
MEMBER SPRADLING, TO FORWARD THE YOUTH PROGRAMS STANDARD OF
CARE ORDINANCE TO CITY COUNCIL FOR THEIR CONSIDERATION FOR ADOPTION.
MOTION TO APPROVE CARRIED 7-0.
D. PRESENTATION / DISCUSSION ITEMS
D.1 DISCUSSION AND PRESENTATION OF DRAFT OF THE FY2021/22 CAPITAL
IMPROVEMENT PROGRAM BUDGET
Mr. Joe Pack, Senior Park Planner, presented the Proposed FY21/22 Capital
Improvement Program Budget. The following new projects were proposed:
-Adventure World Playground Improvements, which includes irrigation and picnic
pavilions
- City Point Trail Development in Oncor Easement

- Cross Timbers Park Playground Replacement with Shade
- Partial Playground Repiacement at Several Neighborhood Parks
- Park Infrastructure Maintenance 2022
- RTC Infrastructure Maintenance 2022
- Sidewalk Connection from Davis to Northfieid Park
- Trail Connection for John Barfieid Trail at Rumfield Estates
E. DEPARTMENT UPDATES
E.1 NRH2O FAMILY WATER PARK UPDATE
Ms. Chelsea McClain, NRH2O Marketing & Sales Manager, provided an update on
activities at NRH2O Family Water Park. �
- NRH2O is hiring for the new 2021 Season. Training has already begun which will occur
over the next four weeks.
- Sean Murray was hired as an Aquatic Park Maintenance Technician. He transferred
over from the NRH Centre where he worked as a part-time lifeguard lead.
-Andi Bethard is joining the team as the Operations Manager. She began working at the
water park in 2013 and worked her way up to one of their Operations Supervisors. She
went off to finish college and is glad to be back at NRH2O.
- Leadership training is in full swing. "Everything is Connected" is the theme. focusing on
culture, legacy, mentorship and guest service.
- NRH2O was hit hard by the February 2021 freeze as many homes and businesses
were. Repairs are still being completed with the anticipation that everything will be ready
for opening day on May 8, 2021.
E.2 PARKS CAPITAL PROJECTS UPDATE
Mr. Joe Pack, Senior Park Planner, provided an update on Capital Projects.
- Trail and On-Road Safety Projects: The project will be out for bid on April 30, 2021 with

bids due on May 27, 2021. Park Board Member Filis requested and itemized list of trail
enhancements planned.
- Fossil Creek Park Mountain Bike Trails: Shadow Trail Designs is nearing completion of
the mountain bike trails with construction going exceedingly well.
- Linda Spurlock Park Renovation: Construction is complete. Dean Construction and
Dunaway Associates did an exceptional job in all aspects of the project.
E.3 PARKS MAINTENANCE AND OPERATIONS UPDATE
Mr. Gary Bechthold, Senior Parks Superintendent, presented an update on parks
maintenance and operations activities.
- The February freeze resulted in few, but minimal problems for our park facilities and
infrastructure. The most severe damage was at Walker's Creek, Green Valley Parks the
Community Garden and a few drinking fountains. Repairs are ongoing.
- Fort Worth Christian School assisted in completing several park maintenance projects ',
during their spring break. They laid 20+ pallets of sod, spread playground fall zone
material and mulch, and picked up litter on Fossil Creek Mountain Trails. They also
assisted with filling gallon size bags with plastic eggs and candy for the City's Drive-Thru
Egg Hunt.
- Park staff completed a large drainage project at Tipps Canine Hollow Dog Park on the
small dog side.
- Park staff have also been very busy preparing the sports fields for league and
tournament play.
E.4 NRH CENTRE, GRAND HALL, ATHLETICS, SENIOR CENTER, RICHLAND
TENNIS CENTER, PROGRAMS AND SERVICES UPDATE
Ms. Adrien Pekurney, Director of Parks & Recreation, provided an update on activities at
the NRH Centre, Grand Hall, Senior Center, Richland Tennis Center as well as Programs
and Services.
- Membership promotions are ongoing throughout the month of April to celebrate the NRH
Centre's ninth anniversary.
- NRH Centre Aquatics has had a strong start to the year with increased revenues in
January and February.

- Spring Softball Leagues have begun at Northfield Park with Men's and Coed Leagues
playing four nights during the week and additional leagues starting in mid-April.
- Bookings at the Grand Hall have begun to increase in the last two weeks with 13 new
bookings and inquires from Birdville and HEB school districts for year-end banquets.
- Community Partners assisted in the delivery of events at the Senior Center. Green
Valley Healthcare and Woodforest National Bank provided prizes for Horn Honkin' Bingo
in February and March respectively. Stone Creek Senior Living and Mike Bowman
Century 21 were the Drive Thru Luncheon Partner for February and Woodforest National
Bank provided lunch in March.
- Staff is also working through the re-opening plan for the Senior Center.
- Richland Tennis Center's UTR Tournament scheduled for March 13 & 14 was cancelled
due to inclement weather. Despite the cancellation, UTR Tournaments continued to have
a great following with the next UTR Tournament scheduled for April 24 & 25, 2021.
- NRH Drive Thru Egg Hunt was held on Saturday, April 3, 2021. During the
socially-distanced, drive-thru experience, guests were able to participate in a scavenger
hunt, snap a selfie with the Easter Bunny and take home a bag of pre-filled eggs. The
event received great feedback from those that attended.
