SPECIAL MEETING
A. CALL TO ORDER
Mayor Trevino called the special meeting to order August 12, 2021 at 7:06 p.m.

A.1 INVOCATION
Council member Rodriguez gave the invocation.
A.2 PLEDGE
Council member Rodriguez led the Pledge of Allegiance to the United States and Texas
flags.
A.3 CITIZENS PRESENTATION
Mr. Daniel J. Bennett, 408 Pemberton Street, White Settlement, Texas discussed his
displeasure with the Tarrant Appraisal District Board.
A.4 PUBLIC COMMENTS
There were no requests to speak from the public.

B.1 PUBLIC HEARING ON THE FISCAL YEAR 2020/2021 REVISED BUDGET AND
THE FISCAL YEAR 2021/2022 PROPOSED BUDGET.
Mayor Trevino opened the public hearing and called on Director of Budget and Research
Robert Myers to introduce the item.
Mr. Myers informed City Council the item before them this evening is to conduct a public
hearing to receive comments on the fiscal year 2020/2021 revised budget and the fiscal
year 2021/2022 proposed budget. In accordance with state law and City Charter, the
notice of the public hearing was published in the Fort Worth Star Telegram, the city's
website and through the city's program channel Citicable.
Mr. Meyers provided an overview of the fiscal year 2020/2021 revised annual operating
budget and fiscal year 2021/2022 proposed operating budget. He also provided an
overview of the 2021/2022 proposed capital improvements budget.
Mayor Trevino asked the City Secretary to call on those who completed a public meeting
appearance form to speak during the public hearing. There being no forms submitted,
Mayor Trevino asked if there was anyone in the audience wishing to speak on the item to
come forward. There being no one wishing to speak, Mayor Trevino closed the public
hearing.
Mayor Trevino announced no further action is needed by Council.
B.2 PUBLIC HEARING ON THE TAX YEAR 2021 (FISCAL YEAR 2021/2022)
PROPOSED TAX RATE.
Mayor Trevino opened the public hearing and called on Director of Budget and Research
Robert Myers to introduce the item.
Mr. Myers informed City Council the item before them this evening is to conduct a public
hearing on the Tax Year 2021 (fiscal year 2021/2022). The proposed tax rate is
$0.572184 per $100 of valuation. State law requires the city conduct a public hearing on
the proposed property tax rate if the rate exceeds the lower of the no-new revenue tax
rate or the voter-approval tax rate. Mr. Myers stated that this year's proposed tax rate
exceeds the no-new-revenue tax rate, but not the voter-approval tax rate.
Tax year 2021 proposed tax rate - $0.572184 per$100 valuation;
Tax year 2021 no-new-revenue tax rate - $0.560888 per$100 valuation;
Tax year 2021 voter-approval tax rate - $0.572184 per$100 valuation
The proposed tax rate will be considered by the City Council at their August 16, 2021

meeting at 7:00 p.m.
Mayor Trevino asked the City Secretary to call on those who completed a public meeting
appearance form to speak during the public hearing. There being no forms submitted,
Mayor Trevino asked if there was anyone in the audience wishing to speak on the item to
come forward. There being no one wishing to speak, Mayor Trevino closed the public
hearing.
Mayor Trevino announced no further action is needed by Council. He announced that
Council would take action on the proposed tax rate at their August 16, 2021 meeting.

Mayor Trevino announced that City Council did not convene into Executive Session.

Mayor Trevino adjourned the meeting at 7:35 p.m.
