McGinnis City Attorney A.1 INVOCATION Associate Mayor Pro Tern Wright Oujesky gave the invocation. A.2 PLEDGE Associate Mayor Pro Tern Wright Oujesky led the Pledge of Allegiance to the United States and Texas flags. A.3 CITIZENS PRESENTATION There were no requests to speak from the public. GENERAL ITEMS August 16, 2021 City Council Meeting Minutes Page 1 of 4 B.1 CONSIDER ORDINANCE NO. 3706, ADOPTING THE TAX RATE FOR TAX YEAR 2021. APPROVED Director of Budget and Research Robert Myers presented the item. The City Council is requested to consider adopting Ordinance No. 3706, setting the maintenance and operations ("M&O") tax rate for tax year 2021 at $0.348864 and the interest and sinking fund ("I&S") tax rate at $0.223320, for a combined total tax rate of $0.572184 per $100 of valuation. Mr. Myers stated that the proposed tax rate exceeds the no-new-revenue tax rate of$0.5560888, but does not exceed the voter-approval tax rate of$0.572184. Mr. Myers stated that pursuant to state law, if the ordinance setting the tax rate imposes an amount of taxes for maintenance and operations ("M&O") that will exceed the taxes imposed for the same purpose in the preceding year then the governing body is required to adopt such ordinance with specific language. If the adopted tax rate exceeds the no-new revenue tax rate, state law requires the vote adopting the tax rate be approved by at least 60% of the governing body. Mr. Myers reviewed the three motions required by City Council. A MOTION WAS MADE BY MAYOR PRO TEM ORR, SECONDED BY DEPUTY MAYOR PRO TEM COMPTON TO MOVE THAT THE PROPERTY TAX RATE FOR MAINTENANCE AND OPERATIONS BE SET AT 34.8864 CENTS PER $100 OF VALUATION. MOTION TO APPROVE CARRIED 7-0. APPROVED A MOTION WAS MADE BY ASSOCIATE MAYOR PRO TEM WRIGHT OUJESKY, SECONDED BY COUNCIL MEMBER FARAM TO MOVE THAT THE PROPERTY TAX RATE FOR INTEREST AND SINKING BE SET AT 22.3320 CENTS PER $100 OF VALUATION. MOTION TO APPROVE CARRIED 7-0. APPROVED August 16, 2021 City Council Meeting Minutes Page 2 of 4 A MOTION WAS MADE BY DEPUTY MAYOR PRO TEM COMPTON, SECONDED BY COUNCIL MEMBER RODRIGUEZ TO MOVE THAT THE PROPERTY TAX RATE BE INCREASED BY THE ADOPTION OF A TAX RATE OF 57.2184 CENTS, WHICH IS EFFECTIVELY A 2.01 PERCENT INCREASE IN THE TAX RATE, AND APPROVE ORDINANCE NO. 3706. MOTION TO APPROVE CARRIED 7-0. B.2 CONSIDER ORDINANCE NO. 3707, ADOPTING THE FISCAL YEAR 2020/2021 REVISED BUDGET AND THE FISCAL YEAR 2021/2022 PROPOSED BUDGET. APPROVED Director of Budget and Research Robert Myers stated the item for consideration tonight is to approve Ordinance No. 3707, adopting the fiscal year 2020/2021 revised budget and fiscal year 2021/2022 proposed budget. The proposed budget for fiscal year 2021/2022 was filed with the City Secretary's Office and made available at the NRH Public Library and on the city's website. The City Council conducted a public hearing on Thursday, August 12, 2021 to receive public comments. A MOTION WAS MADE BY COUNCIL MEMBER RODRIGUEZ, SECONDED BY COUNCIL MEMBER DEUPREE TO APPROVE ORDINANCE NO. 3707, ADOPTING THE FISCAL YEAR 2020/2021 REVISED OPERATING BUDGET, ADOPTING THE FISCAL YEAR 2021/2022 PROPOSED OPERATING BUDGET, AMENDING THE FISCAL YEAR 2020/2021 CAPITAL PROJECTS BUDGET, AND ADOPTING THE FISCAL YEAR 2021/2022 CAPITAL PROJECTS BUDGET. MOTION TO APPROVE CARRIED 7-0. B.3 CONSIDER RATIFYING AN INCREASE IN PROPERTY TAX REVENUES REFLECTED IN THE FISCAL YEAR 2021/2022 ADOPTED BUDGET. APPROVED Director of Budget and Research Robert Myers stated that state law requires a separate vote of the governing body to ratify the property tax revenue increase in the adopted budget. This additional vote is required when a municipality adopts a budget that will raise more revenue from property taxes than in the previous year. August 16, 2021 City Council Meeting Minutes Page 3 of 4 A MOTION WAS MADE BY COUNCIL MEMBER TURNAGE, SECONDED BY MAYOR PRO TEM ORR TO RATIFY THE INCREASE IN PROPERTY TAX REVENUES IN THE ADOPTED FISCAL YEAR 2021/2022 BUDGET. MOTION TO APPROVE CARRIED 7-0. B.4 CONSIDER RESOLUTION NO. 2021-029, APPROVING THE CERTIFIED TAX ROLL FOR TAX YEAR 2021. APPROVED Director of Budget and Research Robert Myers presented the item. State law requires the governing body to approve the Certified Tax Roll as a separate action item. The city received the 2021 Certified Tax Roll from the Tarrant Appraisal District on July 22, 2021. The 2021 Certified Tax Roll reflects an estimated net taxable value in the amount of $6,851,156,847. A MOTION WAS MADE BY COUNCIL MEMBER DEUPREE, SECONDED BY ASSOCIATE MAYOR PRO TEM WRIGHT OUJESKY TO APPROVE RESOLUTION NO. 2021-029,APPROVING THE CERTIFIED TAX ROLL FOR TAX YEAR 2021. MOTION TO APPROVE CARRIED 7-0. EXECUTIVE SESSION C. EXECUTIVE SESSION ITEMS - CITY COUNCIL MAY TAKE ACTION ON ANY ITEM DISCUSSED IN EXECUTIVE SESSION LISTED ON THE AGENDA. Mayor Trevino announced that City Council did not convene into Executive Session. D.
