McGinnis City Attorney CALL TO ORDER Mayor Trevino called the meeting to order at 6:30 p.m. 1. DISCUSS ITEMS FROM REGULAR CITY COUNCIL MEETING. City Council had no questions for staff. EXECUTIVE SESSION 1. SECTION 551.074: PERSONNEL MATTERS TO CONSIDER EXTENSION OF INJURY LEAVE FOR POLICE OFFICER MICHAEL LUTHER. Mayor Trevino announced at 6:31 p.m. that the City Council would adjourn into Executive Session as authorized by Chapter 551, Texas Government Code, Section 551.074: Personnel matters to consider extension of injury leave for police officer Michael Luther. Executive Session began at 6:32 p.m. and concluded at 7:05 p.m. August 23, 2021 City Council Meeting Minutes Page 1 of 6 Mayor Trevino announced at 7:05 p.m. that City Council would convene to the regular City Council meeting. REGULAR MEETING A. A.3 SPECIAL PRESENTATION(S)AND RECOGNITION(S) A.3.1 PRESENTATION OF THE TARRANT COUNTY 2020 CORONAVIRUS PANDEMIC HISTORICAL BOOK - TARRANT COUNTY CLERK MARY LOUISE NICHOLSON Mayor Trevino announced that this item would be moved to later in the agenda to allow time for Mary Louise Nicholson to arrive at the meeting. CONSIDER APPROVAL OF CONSENT AGENDA ITEMS APPROVED A MOTION WAS MADE BY COUNCIL MEMBER RODRIGUEZ, SECONDED BY MAYOR PRO TEM ORR TO APPROVE THE CONSENT AGENDA. MOTION TO APPROVE CARRIED 7-0. B.1 APPROVE MINUTES OF THE AUGUST 2, 2021 SPECIAL CITY COUNCIL MEETING. B.2 APPROVE THE MINUTES OF THE AUGUST 9, 2021 REGULAR CITY COUNCIL MEETING. C. GENERAL ITEMS August 23, 2021 City Council Meeting Minutes Page 3 of 6 F.1 CONSIDER AUTHORIZING THE CITY MANAGER TO EXECUTE AN INTERLOCAL AGREEMENT BETWEEN THE CITIES OF NORTH RICHLAND HILLS, HALTOM CITY, WATAUGA AND RICHLAND HILLS FOR COMBINED PUBLIC SAFETY DISPATCHING AND JAIL SERVICES APPROVED Director of Public Safety Jimmy Perdue presented item. A MOTION WAS MADE BY ASSOCIATE MAYOR PRO TEM WRIGHT OUJESKY, SECONDED BY COUNCIL MEMBER TURNAGE TO AUTHORIZE THE CITY MANAGER TO EXECUTE AN INTERLOCAL AGREEMENT BETWEEN THE CITIES OF NORTH RICHLAND HILLS, HALTOM CITY, WATAUGA AND RICHLAND HILLS FOR COMBINED PUBLIC SAFETY DISPATCHING AND JAIL SERVICES. MOTION TO APPROVE CARRIED 7-0. A.3.1 PRESENTATION OF THE TARRANT COUNTY 2020 CORONAVIRUS PANDEMIC HISTORICAL BOOK - TARRANT COUNTY CLERK MARY LOUISE NICHOLSON Mayor Trevino announced that City Council would move to item A.3.1 to receive a presentation from Tarrant County Clerk Mary Louise Nicholson. Mayor Trevino asked Director of Library Services Cecilia Barham to join Ms. Nicholson at the podium. Ms. Nicholson thanked City Council for the opportunity to present the "Tarrant County 2020 Coronavirus Pandemic" book to Ms. Barham. Ms. Nicholson mentioned that the book is for sale and that she would leave a few with the city for purchase by the public. F.2 CONSIDER ORDINANCE NO. 3708, AMENDING APPENDIX A OF THE CITY OF NORTH RICHLAND HILLS CODE OF ORDINANCES AND AMENDING THE FEES CHARGED UNDER SECTION 18-424 AND SECTION 18-483, RELATED TO SOLICITOR'S PERMITS AND HANDBILLS, AND ADDING FEES TO APPENDIX A AS ESTABLISHED IN SECTION 18-40 RELATED TO CHILD CARE FACILITY REINSPECTION FEES. APPROVED Director of Finance Mark Mills informed City Council the ordinance is a housekeeping item to update Appendix A, Fee Schedule of the Code of Ordinances to relocate, remove and add previously authorized fees. OF NORTH RICHLAND HILLS CODE OF ORDINANCES AND AMENDING THE FEES CHARGED UNDER SECTION 18-424 AND SECTION 18-483, RELATED TO SOLICITOR'S PERMITS AND HANDBILLS, AND ADDING FEES TO APPENDIX A AS ESTABLISHED IN SECTION 18-40 RELATED TO CHILD CARE FACILITY REINSPECTION FEES. EXECUTIVE SESSION ITEMS - CITY COUNCIL MAY TAKE ACTION ON ANY ITEM DISCUSSED IN EXECUTIVE SESSION LISTED ON WORK SESSION AGENDA APPROVED City Manager Mark Hindman informed City Council the city is in receipt of a request from an employee for an extension of workers' compensation injury leave. A MOTION WAS MADE BY COUNCIL MEMBER TURNAGE, SECONDED BY MAYOR PRO TEM ORR THAT THE CITY COUNCIL EXTEND INJURY LEAVE OF ABSENCE, WITH FULL PAY, FOR POLICE OFFICER MICHAEL LUTHER,THROUGH NOVEMBER 1,2021. MOTION TO APPROVE CARRIED 7-0. H. INFORMATION AND REPORTS - COUNCIL MEMBER RODRIGUEZ H.1 ANNOUNCEMENTS Council member Rodriguez made the following announcements. The NRH Animal Adoption & Rescue Center is participating in the annual Clear the Shelters campaign, which starts today. To encourage adoptions and help more pets find new homes, all pet adoption fees will be waived from August 23 through September 9. Please visit the city's website or call the Animal Adoption & Rescue Center for more information. City Hall and other non-emergency City offices will be closed on Monday, September 6, for the Labor Day Holiday. The Animal Adoption & Rescue Center, Library, Tennis Center and Senior Center will also be closed. The NRH Centre, Iron Horse Golf Course and NRH2O will be open. Garbage and recycling will not be collected on Labor Day. Monday collections will shift to Tuesday and Tuesday collections will be picked up on August 23, 2021 City Council Meeting Minutes Page 5 of 6 Wednesday. Kudos Korner - Audrey Cappallo in Neighborhood Services - Several city staff members praised Audrey for her extra effort and help with implementing the city's new online e-services portal. While she was tasked with migrating the Code Compliance Division to the new platform, she became a subject matter expert and provided guidance to staff in other departments as they also worked to convert to the new system. "Without Audrey's amazing commitment, extra hours of work and consistent testing and re-writing of the workflow, the migration would not have been as painless as it has been. We owe Audrey more than just a kudos. She is our rock star," her supervisor said. I.
