EXECUTIVE SESSION
The City Council may enter into closed Executive Session as authorized by

SUBJECT: Discuss the request for proposals for awarding the Iron Horse Golf
Course management contract.

GENERAL DESCRIPTION:
The management services at Iron Horse Golf Course have been provided contractually
since the course opened in 1992. Throughout these years, the services have been
provided by Arcis Golf, although the management company name has changed a few
times during the agreement periods due to change in corporate ownership.
The last management agreement was approved in February 2012 for a term of five (5)
years with two one-year options for an extension. In February 2019, the contract with
Arcis Golf was extended for an additional three (3) years due to the golf course
undergoing extensive renovation to the greens, tees, bunkers and drainage. Staff felt
that it was in the best interest of the city and the golf course to maintain management
services with Arcis during this renovation period. No additional extension options
remain, and the current agreement will expire in March 2022.
In accordance with the city's current agreement and upcoming agreement expiration,
staff is preparing to release a request for proposals (RFP) for the management contract
of Iron Horse Golf Course. The RFP will be released in accordance with the city's Public
Purchase policy and process. The RFP process gives the city the opportunity to request
proposals from golf management firms, select the most competitive firms to interview,
and ultimately choose the most qualified firm to negotiate a contract and present to the
City Council for consideration. The RFP document includes multiple criteria for
evaluation and various questions firms respond to that aide staff in measuring and
comparing a firm's overall competitiveness. The criteria include, but are not limited to,
financial performance, management costs, service standards, revenue development,
overall guest experience mission, and overall course management experience.
The purpose of this work session item is to review the core categories and evaluation
criteria, and receive input from the City Council regarding final evaluation criteria.

Key points included within the Iron Horse RFP are:
• Scope of the Project - The City of North Richland Hills (City) is requesting
competitive sealed proposals from interested golf course management companies
to operate, maintain, and market Iron Horse Golf Course, an 18-hole municipal golf
course for the City of North Richland Hills, Texas. The City is seeking a golf
management firm to provide a high quality golfing experience for North Richland
Hills residents and regional residents consistent with the City's objectives. Through
the application of best practices in public golf management, the City expects to
carry on the tradition of high quality management of the course that is consistent
with the City's commitment to providing overall excellence to our golfing
community.
• Community and project background—Information about the City of North Richland
Hills, the positive effect that the completion of Loop 820 highway construction had
on the course's accessibility, as well improved water flow throughout the course.
• General Description of Iron Horse Golf Course - Information regarding the
significant investment made by the City with the 2019 renovation to improve
irrigation, drainage, playability of the course, as well as clubhouse and clubhouse
grounds.
• City Objectives:
Iron Horse is an amenity to the residents and guests of North Richland Hills. The
course provides a friendly, active, and welcoming environment that promotes
community to golfers, event attendees, visitors, and guests of the restaurant alike.
The following minimum objectives are outlined:
Exceptional customer service, financial stability, quality golf operations,
maintenance standards to preserve the City's investment, quality food and
beverage operations, active promotions and marketing, overall community
commitment, and accurate financial reporting.
Staff is requesting a five (5)year commitment from a partner that shares the
City's vision for Iron Horse Golf Course.
• Evaluation Criteria:
A selection committee will score the competitive sealed proposals to narrow down
a list of up to four (4) firms to interview.
Scores will be determined based on the following criteria, which will be presented
to council during the work session: cost of management fee, workplace culture,
revenue development, quality of references, and comparable experience, ability to
budget and operate within a council approved budget, firm's organization and
formation of management team for Iron Horse, and firm's financial stability.

Comstock to introduce the item.

Mr. Comstock informed City Council the applicant is requesting a special use permit to
authorize an addition to a permanent accessory building on 2.015 acres located at 7504
Bursey Road. The area is designated on the Comprehensive Land Use Plan as low
density residential and the current zoning is R-1 single-family residential. Mr. Comstock
provided site photos of the property.
Applicant Dohrman Wintermute apologized to City Council for not obtaining a permit for
the addition to his existing accessory building. Following the passing of his father, he
inherited a large amount of black walnut lumber, large pieces of woodworking equipment
and utility equipment. His previously approved accessory building was not large enough
to accommodate the items. Mr. Wintermute explained that he was not thinking clearly and
apologized for not applying for a permit like he did with the original accessory building.
He is seeking approval of his request to amend the special use permit to authorize the
additional 300 square foot covered equipment area on the rear (south side) of the
building. He shared that he removed three existing structures from the property.
Mr. Comstock presented staff's report. The existing permanent accessory building was
approved by the City Council on October 2, 2017. The permanent accessory building
has 1,500 square foot of floor area, with 750 square foot being covered parking and the
overall height is 17.5 feet. The applicant is requesting a revised special use permit to
authorize the addition of 300 square foot of covered storage area with an overall height of
10 feet. The building is located near the middle of the lot, with side setbacks of 52 feet
and 94 feet and a rear setback of 104 feet. The addition that was constructed without a
permit is attached to the rear of the previously approved accessory building. The
Planning and Zoning Commission, at their August 19, 2021 meeting, recommended
approval with a vote of 5-0.
Council, staff and applicant discussed methods to shield (screening element) the front of
the existing accessory building so it is obscured from Bursey Road. Mr. Wintermute
stated that he could use the same material (cedar) on his residence with the existing pipe
fence so it complements the house.
Mayor Trevino asked the City Secretary to call on those who completed a public meeting
appearance form to speak during the public hearing. There being no forms submitted,
Mayor Trevino asked if there was anyone in the audience wishing to speak on the item to
come forward. There being no one wishing to speak, Mayor Trevino closed the public
hearing.

IRON FENCE TO COVER THE FRONT OF THE EXISTING ACCESSORY BUILDING WITH
ROUGH CEDAR SO IT CANNOT BE SEEN THROUGH THE FENCE INTO EXISTING

Mayor Trevino opened the public hearing and called on Ms. Manila to introduce the item.
Ms. Manila advised that fiscal year 2021/2022 budget was adopted by City Council at
their August 16, 2021 meeting. Subsequently, staff received clarification regarding debt
service supported by tax collections in a tax increment fund. The enterprise funds may
directly pay a portion of the debt service related to tax-backed bonds issued for these
operations. While the debt service is eligible to paid from property tax funds; it is the
city's practice to have the enterprise funds pay for the debt service associated with the
fund's operations. The proposed amendment will not change the budget for the parks
and recreation facilities development, utility and fleet funds. The proposed amendment
reduces the general fund budget by $2,106,960 and the general debt service fund by
$176597215. The notice of the public hearing was advertised in the Fort Worth Star
Telegram on September 1, 2021.
Mayor Trevino asked the City Secretary to call on those who completed a public meeting
appearance form to speak during the public hearing. There being no forms submitted,
Mayor Trevino asked if there was anyone in the audience wishing to speak on the item to

FA CONSIDER ORDINANCE NO. 3711, APPROVING A NEGOTIATED
SETTLEMENT BETWEEN THE ATMOS CITIES STEERING COMMITTEE
("ACSC") AND ATMOS ENERGY CORP., MID-TEX DIVISION REGARDING
THE COMPANY'S 2021 RATE REVIEW MECHANISM FILING.

Assistant City Manager Karen Manila presented item. She shared this ordinance
approves a negotiated settlement agreement between Atmos Cities Steering Committee
and Atmos Energy Corp., Mid-Tex Division. Beginning December 1, 2021 , North
Richland Hills residents will see a monthly average increase of $1.28 per month and
commercial customers an average increase of$4.03 per month.

Municipal Court Administrator Rebecca Vinson informed City Council the item for their
consideration is a request to approve an interlocal agreement with the cities of Watauga,
Haltom City and Richland Hills for the Teen Court program. If approved, the agreement is
for a one year period with the option to extend for one additional year.

Kudos Korner - Juan Rodriguez and Colby Caudle with the Police Department - Several
residents posted comments of appreciation for Juan and Colby after they were spotted
changing a flat tire for an elderly motorist. "Thank you for being so kind and for working

citizen said. Another wrote, "Well done, men! Thank you for taking care of this lady. This

Grove Road, being 1.02 acres described as Tract 13A, Thomas
Peck Survey, Abstract 1209.

SUMMARY:
Cindy and Lamar Slay are requesting a zoning change from AG (Agricultural) to R-2
(Single-Family Residential) on 1.02 acres located at 8463 Shady Grove Road.
GENERAL DESCRIPTION:
The property is located at the northeast corner of a curve in Shady Grove Road,
immediately west of Fresh Meadows Road. The parcel is currently developed with a
single-family residence.
The applicant is requesting a zoning change to R-2 (Single-
Family Residential) with the intent to plat the property and
construct an 878 square foot addition on the north side of
the existing residence for a new master bedroom suite and
patio. The 44,431-square foot parcel has approximately
420 feet of frontage on Shady Grove Road, with driveway
access on the south side of the property. Water service is
provided to the property, and a connection to the sanitary
sewer will be completed as part of the addition to the house.
LAND USE PLAN: This area is designated on the Land Use Plan as Low Density
Residential. This designation promotes quality neighborhoods of conventional suburban
single-family detached homes. General characteristics of these neighborhoods include a
density of two to six dwelling units per acre and houses of one- and two-stories.
CURRENT ZONING: The property is currently zoned AG (Agricultural). The AG district is
intended to preserve lands best suited for agricultural use from encroachment of
incompatible uses, and to preserve in agricultural use, land suited to eventual
development into other uses pending proper timing for practical economical provisions of
utilities, major streets, schools, and other facilities so that reasonable development will
occur.

PROPOSED ZONING: The proposed zoning is R-2 (Single-Family Residential). This
district is intended to provide areas for low density development of single-family detached
dwelling units which are constructed at an approximate density of 4.0 units per acre.

AN ORDINANCE OF THE CITY OF NORTH RICHLAND
HILLS, TEXAS AMENDING THE ZONING ORDINANCE
OF THE CITY OF NORTH RICHLAND HILLS, AND THE
ZONING MAP OF THE CITY OF NORTH RICHLAND
HILLS, TEXAS BY REZONING A 1.02-ACRE TRACT OF
LAND LOCATED AT 8463 SHADY GROVE ROAD
FROM AG (AGRICULTURAL) TO R-2 (SINGLE-FAMILY
RESIDENTIAL); PROVIDING THAT THIS ORDINANCE
SHALL BE CUMULATIVE OF ALL ORDINANCES;
PROVIDING FOR SEVERABILITY; ESTABLISHING A
PENALTY; PROVIDING FOR SAVINGS; PROVIDING
FOR PUBLICATION; AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the City of North Richland Hills, Texas is a home-rule municipality located
in Tarrant County, Texas acting under its charter adopted by the electorate
pursuant to Article XI, Section 5 of the Texas Constitution and Chapter 9 of
the Local Government Code; and
WHEREAS, the Zoning Ordinance of the City of North Richland Hills regulates and
restricts the location and use of buildings, structures, and land for trade,
industry, residence, and other purposes, and provides for the establishment
of zoning districts of such number, shape, and area as may be best suited
to carry out these regulations; and
WHEREAS, the City Council has previously passed an ordinance adopting the
Vision203O Land Use Plan as the primary document on which to base all
zoning, platting, and other land use decisions; and
WHEREAS, the Vision203O Land Use Plan map provides guidance for future
development in conformance with the adopted Vision203O Land Use Plan;
and
WHEREAS, the owner of the property containing approximately 1.02 acres of land
located at 8463 Shady Grove Road (the "Property") has filed an application
to rezone the Property from its present classification of AG (Agricultural) to
R-2 (Single-Family Residential); and
WHEREAS, the Planning and Zoning Commission of the City of North Richland Hills,
Texas held a public hearing on September 16, 2021, and the City Council
of the City of North Richland Hills, Texas, held a public hearing on
September 27, 2021, with respect to the zoning change described herein;
and

WHEREAS, the City has complied with all requirements of Chapter 211 of the Local
Government Code, the Zoning Ordinance of the City of North Richland Hills,
and all other laws dealing with notice, publication, and procedural
requirements for rezoning the Property; and
WHEREAS, upon review of the application, and after such public hearing, the City
Council finds that granting the request herein furthers the purpose of zoning
as set forth in the Zoning Ordinance of the City of North Richland Hills and
that the zoning change should be granted, subject to the conditions imposed
herein;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF NORTH RICHLAND HILLS, TEXAS:
Section 1: That the Zoning Ordinance of the City of North Richland Hills is hereby
amended by rezoning from AG (Agricultural) to R-2 (Single-Family
Residential) 1.02 acres of property described as Tract 13A, Thomas Peck
Survey, Abstract 1209, commonly referred to as 8463 Shady Grove Road,
as described and shown on Exhibit "A," attached hereto and incorporated
for all purposes.
Section 2: That the official zoning map of the City of North Richland Hills is amended
and the Planning Director is directed to revise the official zoning map to
reflect the approved R-2 (Single-Family Residential) zoning, as set forth
above.
Section 3: The use of the property described above shall be subject to all applicable
regulations contained in the Building and Land Use Regulations and all
other applicable and pertinent ordinances of the City of North Richland Hills.
Section 4: The zoning district as herein established has been made in accordance with
a comprehensive plan for the purpose of promoting the health, safety,
morals and general welfare of the community.
Section 5: This Ordinance shall be cumulative of all provisions of ordinances and of
the Code of Ordinances of the City of North Richland Hills, Texas, as
amended, except when the provisions of this Ordinance are in direct conflict
with the provisions of such ordinances and such code, in which event the
conflicting provisions of such ordinances and such code are hereby
repealed.
Section 6: It is hereby declared to be the intention of the City Council that the sections,
paragraphs, sentences, clauses, and phrases of this Ordinance are
severable, and if any section, paragraph, sentence, clause, or phrase of this
Ordinance No. 3712

Ordinance shall be declared unconstitutional by the valid judgment or
decree of any court of competent jurisdiction, such unconstitutionality shall
not affect any of the remaining sections, paragraphs, sentences, clauses,
and phrases of this Ordinance, since the same would have been enacted
by the City Council without the incorporation in this Ordinance of any such
unconstitutional section, paragraph, sentence, clause or phrase.
Section 7: Any person, firm or corporation violating any provision of the Zoning
Ordinance and the zoning map of the City of North Richland Hills as
amended hereby shall be deemed guilty of a misdemeanor and upon final
conviction thereof fined in an amount not to exceed Two Thousand Dollars
($2,000.00). Each day any such violation shall be allowed to continue shall
constitute a separate violation and punishable hereunder.
Section 8: All rights and remedies of the City of North Richland Hills are expressly
saved as to any and all violations of the provisions of any ordinances
governing zoning that have accrued at the time of the effective date of this
Ordinance; and, as to such accrued violations and all pending litigation, both
civil and criminal, whether pending in court or not, under such ordinances,
same shall not be affected by this Ordinance but may be prosecuted until
final disposition by the courts.
Section 9: The City Secretary is hereby authorized and directed to cause the
publication of the descriptive caption and penalty clause of this ordinance
two times.
Section 10: This ordinance shall be in full force and effect immediately following
publication as required by Section 9 hereof.
AND IT IS SO ORDAINED.

SUMMARY:
On behalf of Vuong Nguyen, Edward Khalil is requesting a zoning change from AG
(Agricultural) to R-1 (Single-Family Residential) on 2.0 acres located at 8312 Shady
Grove Road.
GENERAL DESCRIPTION:
The property is located on the south side of Shady Grove Road immediately east of
Franklin Court. The lot is part of the Thomas Peck Subdivision, which was platted in 1969.
The lot is currently vacant.
The applicant is requesting a zoning change to R-1 (Single-Family Residential) with the
intent to construct a new residence on the property. The 87,120-square foot lot has 103
feet of frontage on Shady Grove Road and is approximately 840 feet deep. While the
property is a platted lot, the owner would be responsible for installing any water and
sanitary sewer taps and associated impact fees. The northern portion of the lot is also
encumbered by floodplain (1% annual chance of flooding).
A property zoned R-1 (Single-Family Residential) and platted prior to 1998 requires a
minimum home size of 2,000 square feet. Because the lot width is greater than 100 feet,
the property would also be permitted to have an open style front yard fence.
LAND USE PLAN: This area is designated on the Land Use Plan as Low Density
Residential. This designation promotes quality neighborhoods of conventional suburban
single-family detached homes. General characteristics of these neighborhoods include a
density of two to six dwelling units per acre and houses of one- and two-stories.
CURRENT ZONING: The property is currently zoned AG (Agricultural). The AG district is
intended to preserve lands best suited for agricultural use from encroachment of
incompatible uses, and to preserve in agricultural use, land suited to eventual
development into other uses pending proper timing for practical economical provisions of
utilities, major streets, schools, and other facilities so that reasonable development will
occur.

PROPOSED ZONING: The proposed zoning is R-1 (Single-Family Residential). This
district is intended to provide areas for very low density development of single-family
detached dwelling units which are constructed at an approximate density of 2.9 units per
acre.

AN ORDINANCE OF THE CITY OF NORTH RICHLAND
HILLS, TEXAS AMENDING THE ZONING ORDINANCE
OF THE CITY OF NORTH RICHLAND HILLS, AND THE
ZONING MAP OF THE CITY OF NORTH RICHLAND
HILLS, TEXAS BY REZONING A 2.0-ACRE TRACT OF
LAND LOCATED AT 8312 SHADY GROVE ROAD
FROM AG (AGRICULTURAL) TO R-1 (SINGLE-FAMILY
RESIDENTIAL); PROVIDING THAT THIS ORDINANCE
SHALL BE CUMULATIVE OF ALL ORDINANCES;
PROVIDING FOR SEVERABILITY; ESTABLISHING A
PENALTY; PROVIDING FOR SAVINGS; PROVIDING
FOR PUBLICATION; AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the City of North Richland Hills, Texas is a home-rule municipality located
in Tarrant County, Texas acting under its charter adopted by the electorate
pursuant to Article XI, Section 5 of the Texas Constitution and Chapter 9 of
the Local Government Code; and
WHEREAS, the Zoning Ordinance of the City of North Richland Hills regulates and
restricts the location and use of buildings, structures, and land for trade,
industry, residence, and other purposes, and provides for the establishment
of zoning districts of such number, shape, and area as may be best suited
to carry out these regulations; and
WHEREAS, the City Council has previously passed an ordinance adopting the
Vision203O Land Use Plan as the primary document on which to base all
zoning, platting, and other land use decisions; and
WHEREAS, the Vision203O Land Use Plan map provides guidance for future
development in conformance with the adopted Vision203O Land Use Plan;
and
WHEREAS, the owner of the property containing approximately 2.0 acres of land located
at 8312 Shady Grove Road (the "Property") has filed an application to
rezone the Property from its present classification of AG (Agricultural) to R-
1 (Single-Family Residential); and
WHEREAS, the Planning and Zoning Commission of the City of North Richland Hills,
Texas held a public hearing on September 16, 2021, and the City Council
of the City of North Richland Hills, Texas, held a public hearing on
September 27, 2021, with respect to the zoning change described herein;
and

WHEREAS, the City has complied with all requirements of Chapter 211 of the Local
Government Code, the Zoning Ordinance of the City of North Richland Hills,
and all other laws dealing with notice, publication, and procedural
requirements for rezoning the Property; and
WHEREAS, upon review of the application, and after such public hearing, the City
Council finds that granting the request herein furthers the purpose of zoning
as set forth in the Zoning Ordinance of the City of North Richland Hills and
that the zoning change should be granted, subject to the conditions imposed
herein;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF NORTH RICHLAND HILLS, TEXAS:
Section 1: That the Zoning Ordinance of the City of North Richland Hills is hereby
amended by rezoning from AG (Agricultural) to R-1 (Single-Family
Residential) 2.0 acres of property described as Lot 3, Thomas Peck
Subdivision, commonly referred to as 8312 Shady Grove Road, as
described and shown on Exhibit "A," attached hereto and incorporated for
all purposes.
Section 2: That the official zoning map of the City of North Richland Hills is amended
and the Planning Director is directed to revise the official zoning map to
reflect the approved R-1 (Single-Family Residential) zoning, as set forth
above.
Section 3: The use of the property described above shall be subject to all applicable
regulations contained in the Building and Land Use Regulations and all
other applicable and pertinent ordinances of the City of North Richland Hills.
Section 4: The zoning district as herein established has been made in accordance with
a comprehensive plan for the purpose of promoting the health, safety,
morals and general welfare of the community.
Section 5: This Ordinance shall be cumulative of all provisions of ordinances and of
the Code of Ordinances of the City of North Richland Hills, Texas, as
amended, except when the provisions of this Ordinance are in direct conflict
with the provisions of such ordinances and such code, in which event the
conflicting provisions of such ordinances and such code are hereby
repealed.
Section 6: It is hereby declared to be the intention of the City Council that the sections,
paragraphs, sentences, clauses, and phrases of this Ordinance are
severable, and if any section, paragraph, sentence, clause, or phrase of this
Ordinance No. 3713

Ordinance shall be declared unconstitutional by the valid judgment or
decree of any court of competent jurisdiction, such unconstitutionality shall
not affect any of the remaining sections, paragraphs, sentences, clauses,
and phrases of this Ordinance, since the same would have been enacted
by the City Council without the incorporation in this Ordinance of any such
unconstitutional section, paragraph, sentence, clause or phrase.
Section 7: Any person, firm or corporation violating any provision of the Zoning
Ordinance and the zoning map of the City of North Richland Hills as
amended hereby shall be deemed guilty of a misdemeanor and upon final
conviction thereof fined in an amount not to exceed Two Thousand Dollars
($2,000.00). Each day any such violation shall be allowed to continue shall
constitute a separate violation and punishable hereunder.
Section 8: All rights and remedies of the City of North Richland Hills are expressly
saved as to any and all violations of the provisions of any ordinances
governing zoning that have accrued at the time of the effective date of this
Ordinance; and, as to such accrued violations and all pending litigation, both
civil and criminal, whether pending in court or not, under such ordinances,
same shall not be affected by this Ordinance but may be prosecuted until
final disposition by the courts.
Section 9: The City Secretary is hereby authorized and directed to cause the
publication of the descriptive caption and penalty clause of this ordinance
two times.
Section 10: This ordinance shall be in full force and effect immediately following
publication as required by Section 9 hereof.
AND IT IS SO ORDAINED.

Chair Welborn introduced the item, opened the public hearing, and called for
Planning Director Clayton Comstock to introduce the request. Mr. Comstock

Vice Chair Tyner and Mr. Khalil discussed drainage and the need for a driveway
culvert.
Chair Welborn called for Mr. Comstock to present the staff report. Mr. Comstock
presented the staff report.
Chair Welborn and Mr. Comstock discussed the allowed fencing for the lot.
Chair Welborn called for anyone wishing to speak for or against the request to come
forward. There being no one else wishing to speak, Chair Welborn closed the public
hearing.

SUBJECT: Approve Resolution No. 2021-030, nominating one or more
individuals as a candidate for the Tarrant Appraisal District Board
of Directors.

SUMMARY:
The City Council is asked to consider the nomination of one or more individuals as a
candidate for the Tarrant Appraisal District Board of Directors.
GENERAL DESCRIPTION:
North Richland Hills has been notified that the terms of service for the five members of
the Tarrant Appraisal District (TAD) Board of Directors ("Board") will expire on December
31, 2021. Later this year, there will be an election to select the next Board. For this
election, North Richland Hills has been allocated 35 of the 5,005 total votes.
The first step in electing a new board is the nomination of candidates. Each voting unit
may nominate one candidate for each of the five positions to be filled. The nominations
must be made in an open meeting of the City Council and submitted to the Chief Appraiser
in the form of a resolution by October 15, 2021 . The nominations provided to the Chief
Appraiser should include each nominee's name, address, and a current resume. In order
to be eligible to serve as a director, the nominees must have resided in Tarrant County
for at least two years immediately preceding January 1, 2022.
The Property Tax Code provides the following individuals are ineligible to serve as voting
members of the Board:
• An employee of TAD during the preceding three years;
• An individual who served as a voting member of the Board for all or part of five
terms;
• An individual who is an employee of a taxing unit that participates in TAD unless
the individual is also a member of the governing body or an elected official of a
taxing unit that participates in the District;
• An individual who, directly or through a business entity has a substantial interest,
is a party to a contract with TAD or a taxing unit that participates in the District, if
the contract relates to the performance of any activity governed by the Property
Tax Code;

• An individual who has engaged in the business of appraising property for
compensation for use in proceedings under the Property Tax Code at any time
during the preceding three years;
• An individual who has engaged in the business of representing property owners
for compensation in proceedings under the Property Tax Code in Tarrant County
at any time during the preceding three years;
• An individual who is related by blood or marriage to an individual who is engaged
in the business of appraising property for compensation for use in proceedings
under the Property Tax Code or of representing property owners for compensation
in proceedings under the Property Tax Code in Tarrant County, if the relationship
is within the 1st or 2nd degrees (see attachment A-1);
• An individual who owns property on which delinquent taxes have been owed to a
taxing unit for more than 60 days after the date the individual knew or should have
known of the delinquency unless the delinquent taxes, penalty, and interest are
being paid under an installment plan or a suit to collect the delinquent taxes is
deferred or abated.
Once the nomination process is completed, the city will receive a ballot listing the
nominees by October 30, 2021 . The City Council will then have until December 15, 2021
to cast its 35 votes by resolution and submit to the Chief Appraiser. The five nominees
receiving the highest vote total will be elected and take office for a two-year term
beginning January 1, 2022.
Staff seeks direction from the City Council regarding any desired nominations to the
Tarrant Appraisal District Board of Directors.
RECOMMENDATION:
Approve Resolution No. 2021-030, nominating one or more individuals as a candidate for
the Tarrant Appraisal District Board of Directors, as discussed.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORTH
RICHLAND HILLS NOMINATING ONE OR MORE INDIVIDUALS AS
CANDIDATES FOR THE TARRANT APPRAISAL DISTRICT
BOARD OF DIRECTORS.
WHEREAS, the term of service for the five member Tarrant Appraisal District Board of
Directors will end on December 31, 2021 ; and
WHEREAS, an election to select the new Board of Directors will be conducted October

WHEREAS, each taxing unit within the district may nominate one candidate for each of
the five positions to be placed on the ballot for consideration during said
election; and
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
NORTH RICHLAND HILLS, TEXAS THAT:
SECTION 1. The preambles to this Resolution are hereby adopted in their entirety and
incorporated herein as though set forth in full herein.
SECTION 2. The North Richland Hills City Council nominates the following candidate(s)

Nomination of Candidates
Dear Mr. Trevino:
The current two-year terms of the five voting members of the Tarrant Appraisal District
Board of Directors will expire on December 31, 2021. By law, the Tarrant County Tax Assessor-
Collector will continue to serve as a non-voting member. The first step in appointing voting
members for the 2022-2023 term is calculating the number of votes to which taxing units are
entitled. As required by Section 6.03 of the Property Tax Code, I have calculated and provide in
the attached list the number of votes for each school district, city, and county entity that is entitled
to participate in the appointment process. The next step is nomination of candidates. The
governing body of each taxing unit on the attached list may nominate up to five candidates. Taxing
units are not required to submit any nominations but, if they choose to do so,the nominations may
be made only by a resolution adopted by the governing body and the presiding officer of the
governing body must submit the names of the nominees to me before October 15, 2021.
To be eligible to serve as a voting member of the Board of Directors, an individual must
have resided in Tarrant County for at least the two years immediately preceding January 1, 2022.
An individual who is otherwise eligible is not ineligible because he or she is a member of the
government body of a taxing unit. Texas law restricts eligibility and conduct of members of
governmental bodies such as appraisal districts' boards of directors. In consultation with your
attorneys, please review the Property Tax Code and other applicable laws carefully for the details
of those restrictions, including definitions of"substantial interest", "business entity", "deferred",
"abated", and other terms used below and for the potential criminal consequences of violating
certain restrictions. In summary, the Property Tax Code provides that the following are ineligible
to serve as voting members of the Board of Directors:
• an individual who has been an employee of Tarrant Appraisal District at any time during
the preceding three years;
• an individual who has served as a voting member of the Board of Directors for all or part
of five terms;

GENERAL DESCRIPTION:
At each Council meeting a member of the governing body announces upcoming events
in the City and recognizes an employee that exemplifies the City's core values.
Announcements:
The annual National Night Out will take place this year on Tuesday, Oct. 5.
Neighborhoods that would like to participate are encouraged to register, so we can plan
to have city, police, and fire personnel attend your event. The registration form is
available online at www.nrhtx.com/NNO.
The annual Fall Community Cleanup will be held on Saturday, Oct. 9. Residents can
drop off unwanted bulky items and paper shredding will also be available. The event will
take place in the parking lot of The Hills Church from 9 a.m. until Noon. For more
details, please visit the city's website or call the Neighborhood Services Department.
Kudos Korner:
Every Council Meeting, we spotlight our employees for the great things they do. Tonight
we recognize:
Krista Henry at the NRH Centre —A parent emailed her appreciation for Krista's help
in working through some scheduling challenges so that her child could continue swim
lessons for the fall session. She was very complimentary of Krista and the swim
program stating: ""I don't think you guys hear it enough but thank you for all you do. You
guys do an amazing job and always are so sweet to work with. We have loved all the
swim teachers we have had and have been super impressed with what you guys have
created! Thank you for letting us be a part of it!"
