F.1 CONSIDER REIMBURSEMENT RESOLUTION 2021-031 IN AN AMOUNT NOT
TO EXCEED $16,365,000.
APPROVED
Director of Finance Mark Mills informed City Council the reimbursement resolution
authorizes the City to reimburse expenditures associated with fiscal year 2021/2022
capital projects budget. The projects will be funded through the issuance of General
Obligation Bonds ("GO's") or Certificates of Obligation ("CO's"). The reimbursement

resolution stipulates that any expenses made before the debt issuance is complete may
be reimbursed with the issuance proceeds. The capital projects budget includes twelve
(12) streets from the November 2020 Bond Program, the replacement of an ambulance,
and two utility projects.

ASSOCIATE MAYOR PRO TEM WRIGHT OUJESKY TO APPROVE REIMBURSEMENT
RESOLUTION 2021-031, IN AN AMOUNT NOT TO EXCEED$16,365,000.
MOTION TO APPROVE CARRIED 6-0.
F.2 CONSIDER A PROFESSIONAL SERVICES AGREEMENT FOR ENGINEERING
DESIGN SERVICES WITH FREESE & NICHOLS, INC. IN AN AMOUNT NOT
TO EXCEED $104,011.00 FOR DESIGN OF THE TYSON 12" AND 10"
SANITARY SEWER BY-PASS PROJECT (UT2207).

Director of Public Works Caroline Waggoner informed City Council the purpose of the
item is to approve a professional services agreement with Freese & Nichols, Inc. for
engineering design services for the Tyson sanitary sewer by-pass project. The project
consists of approximately 1,000' of 12" sanitary sewer main and approximately 400' of
10" sanitary sewer line.

F.3 AUTHORIZE THE CITY MANAGER TO EXECUTE AN INTERLOCAL
COOPERATIVE AGREEMENT WITH THE NORTH CENTRAL TEXAS
COUNCIL OF GOVERNMENTS AND RATIFY AND APPROVE AN ADVANCE
FUNDING AGREEMENT WITH TEXAS DEPARTMENT OF TRANSPORTATION
FOR THE ACQUISITION AND BANKING OF LAND TO FACILITATE TRANSIT
ORIENTED DEVELOPMENT AT THE TEXRAIL SMITHFIELD STATION.

Director of Economic Development Craig Hulse shared that City Council is being
requested to consider an Interlocal Cooperative Agreement and an Advanced Funding

Agreement for up to $2,000,000 intended for the acquisition and banking of land to
facilitate transit oriented development at the TEXRail Smithfield station. The City and
North Central Texas Council of Governments (NCTCOG) identified approximately seven
acres as a target area for transit oriented development. The area is located between
Smithfield Road, Main Street, Center Street and the TEXRail line. The area is owned by
four separate entities and the City is concerned with the possibility for piecemeal
development that would not meet the potential for the area. The City approached
NCTCOG for a grant/loan opportunity, which was approved by the Regional
Transportation Council (RTC). NCTCOG and RTC are offering $2,000,000 in Regional
Toll Revenue funds for the target area, which includes a 20% or $500,000 local match
from the City. The agreement terms allow for a five-year period to purchase property
and 10 years to "hold" or bank the property. The Interlocal Cooperative Agreement
outlines the process to use Regional Toll Revenue funds and the Advanced Funding
Agreement between the City and Texas Department of Transportation allocates the funds
directly to the City.

Mayor Trevino announced that City Council did not convene into Executive Session.

Council member Faram made the following announcements.
Join us on Tuesday, October 12, for our final `Round the Town bicycle ride of the year.
The ride will begin at 6:00 p.m. at Cross Timbers Park. Please visit the city's website or
contact the Parks Department for more information.

The NRH Library is hosting the Mid-Cities Teen Book Fest this Friday and Saturday,
October 15 and 16. There will be virtual workshops on Friday and in-person activities on
Saturday. Admission is free. You can view the schedule and get more information about
participating authors on the library's website.
Early voting for the November 2 state and county elections begins next Monday, October
18 and continues through October 29. Voters can cast their ballot at the Dan Echols
Center in North Richland Hills, the Tarrant County Courthouse in Hurst or another polling
location in Tarrant County. Visit Tarrant County's website for the early voting schedule
and locations, and to see the sample ballot.
Kudos Korner - Carrie White in the Police Department - Assistant Chief Carrie White
and her team have received many comments of appreciation for their roles in developing
the Women of Law Enforcement Conference. From its humble beginnings of welcoming
just over 100 women in 2014, this year the eighth annual conference has proudly grown
to support over 450 attendees. The North Richland Hills Police Department is proud of
Assistant Chief White and the many department members who worked tirelessly to
ensure the event was a great success.
