B'1. CITIZEN PRESENTATION
An opportunity for citizens to address the Animal Adoption and Rescue Center Advisory
Board on matters which are not scheduled for consideration by the Animal Adoption and
Rescue Center Advisory Board or another City Board or Conlnlioa|on at o later date. In order
to address the Animal Adoption and Rescue Center Advisory Board during citizen's
presentation, a Public Meeting Appearance Card must becompleted and presented tothe
recording secretary prior to the start of the An|nno| Adoption and Rescue Center Advisory
Board meeting.
Citizens' Joseph Stout and Sandra Betz, representing Mid-Cities Community Cats
addressed the Animal Adoption & Rescue Center Advisory Board concerning trap-neuter-
vaccinate-release for feral cats in North Richland H|||a.
They requested that the AARC consider having aT-N-V-R pilot program for rnontho— 1
year. in NRH for feral cats and residenoeo, that we encourage citizens to contact their
organization with Yenm| oat problems, and if Animal Services would provide an informational
brochure available to the public on their services.
Animal Services Manager Keane Menefee agreed to encourage citizens that are having
feral cot issues to contact Mid-Cities Community Cats and that xvewould make space for
their informational brochures.
K8e. Betz asked the Board to consider adding a citizen represented board position to the
Animal Adoption & Rescue Center Advisory Board
Mr. Stout said he would contact Manager Menefee to schedule o time to further discuss o T'
N-V-R pilot program project. Mr Stout and K80. Betz thanked the committee for their time
and assistance

E' PRESENTATION/ DISCUSSION ITEMS
E.1. Consideration of name change for the Animal Adoption and Rescue Center.
Discussion: Visitors and cm|| takers assume that since our shelter name has the word
"Rescue" in it, we are a pr|xote, non-profit, no-kill facility. 6896 of phone calls and visitors
wanting to drop off animals are non-residents ofNRH' We have to argue with people and
deal with their constant hostility when we refuse their pet or they dis cover we're not a "no kill"
facility.
Committee Action: Committee members understood the challenges and the connotations
that the word "Rescue" has on the public's perception on the services the Animal Adoption &
Rescue Center does and does not provide. After discussing possible name changes, Board
Member Sabatucci made a motion to change the name of the facility from the Animal
Adoption & Rescue Center, to the Animal Services Center. Counoi|nnemberCornoton
seconded the motion.

Motion to change the name of the facility to the Animal Services Center carried 4-0
E'2' Consideration of permanent reduction of adoption tees and donation alternatives.
Discussion: The Animal Adoption & Rescue Center has seen its live release rate increase
by more than 2D96 |n the past 4years.
When City facilities were closed in March of2020 due toCC)V|O-19. Animal Services waived
adoption fees Adoptions fees were not ne-inoU m re-instituted . 2021. During that
period of time when adoption fees were waived, the average daily count for dogs and cats
housed at the AARC was 52. From June—September of this year, the average daily count
for dogs and cats in the shelter was 80, or a 35% increase in animals requiring daily feeding,
housing, and care.
The daily boarding fee for animals housed at the AARC |s $19/day. Increased daily
boarding costs for the additional 20 animals/day io $532.OD. Charging an adoption fee
doesn't offset the increased daily care costs with the additional daily animals.
Animal 8en/ioao, in partnership with the NRH Library developed o program and flyer called
the Levels of Love and Hope. This program would encourage individuals to make mspecific
donation amount to cover a service provided too shelter pet, such aaa $25 donation for a
microchip, $50 for a opav/neuber surgery, etc. The Division feels that this donation program
would help offset the waived adoption fees
Committee Action: Committee members discussed the idea of waiving adoption fees in
favor of the Levels of Love and Hope donation program. Counoi|nnemnber Compton made a
motion to institute a permanent reduction in adoption fees. Board Member Dr. Johnson
seconded the motion
Motion for permanent reduction for adoption fees carried 4-O.
