CALL TO ORDER AND ROLL CALL: Those Present: Mayor Hunter; Councilmen Johns, Dowell, Campbell, Barnett, and Leffingwell. ADMINISTRATIVE STAFF PRESENT: City Director and City Clerk. INVOCATION: Mr. Barnett. COMMUNICATIONS: Mayor Hunter said he had a letter from Mr. Greer of the Texas Highway Depa~tment stating that they would reconsider opening Booth Calloway Road and that we should know something definite within )0 days. NEW BUSINESS: 1. Contract to Purchase Water from the City of Fort Worth: Mayor Hunter reported that Mr. Goodnight, the City Attorney, could not be here, but that he had discussed this contract with him and that Mr. Goodnight had approved it from the legal standpoint. Considerable disqussion followed during which Mr. Johns brought out that the con- tract was a standard one used by all the other towns that were purchas- ing water from Fort Worth. Mr. Campbell stated that it was necessary for the City to apyrove the contract because the water company could not deligate its police and legislative powers, as the City could, to enforce the contract. It was also pointed out that our minimum obli- gation under this contract was very small, but that we were being assured of an abundance of water for )0 or 40 years. Mr. Barnett said he was very much opposed to Section 12, Resale of Water, of the contract, but that if Fort Worth would waive tnis section, he would approve it. Mr. Campbell advised that this particular section had been discussed before and that Fort Worth would not waive it, and that upon six months notice either party could terminate the contract. It was also pointed out that the purchase of Fort Worth water would not increase our present water rate. Mr. CaÅ’pbell then made motio~nd Mr. Dowell seconded it that the contract between the cities of Fort Worth and North Richland Hills, and the Tarrant County Water Supply Corporation to purchase water from the City of Fort Worth be approved by the North Richland Hills City Council. Motion carried with Messers Johns, Dowell, Campbell, and Leffingwell voting FOR and Mr. Barnett voting AGAINST it. . - 2. Purchase of an Asphalt Distributor-- Discussion: Mayor Hunter stated that the City needed an asphalt distributor very badly. Also, the county distributor could not always be used when we needed it. He reported that a new 600 gallon capacity machine could be purchased for $2850, with a nominal amount down and the remainder to be paid out of the next budget. Discussion followed and Mr. Johns suggested that Mr. French explore all the facits of purchas- ing an asphalt distributor and give a report to the council at its Page 2. next regulàr meeting.
