MINUTES OF THE MEETING
OF THE CITY COUNCIL, NORTH
RICHLAND HILLS, TEXAS, HELD
AT CITY HALL, 4101 MORGAN
CIRCLE, APRIL 13, 1964,
7:30 P. M.
CALL TO ORDER & ROLL CALL:
Those Present: Mayor Hunter; Councilmen Dowell, campbell and Barnett.
Councilmen-elect Falcone, Roberts and stevens. Messrs. Johns and Leff-
ingwell absent.
ADMINISTRATIVE STAFF PRESENT:
City Attorney, City Director, Chief of Police and City Secretary.
INVOCATION: Mr. Wade Banoweki.
APPROVAL OF MINUTES:
Mr. Barnett moved, Mr. Dowell seconded, to approve minutes of the last
regular meeting held March 24, 1964 as submitted. Motion carried 3-0.
VALIDATION OF ELECTION:
Mr. Dowell moved to validate election held April 7, 1964, Mr. Camp-
bell seconded and motion carried 3-0.
Mayor read results of election as verified by Head Election Judge Mrs.
Louise Stickney and then declared Mr. L. B. Falcone, Place 1, Mr. Don
Roberts, Place 3 and Mr. T. C. Stevens, Place 5 as elected and asked
these gentlemen to step forward to be sworn in. (Taped and on file)
1. PRESENTATION OF PLAQUE:
Mayor Hunter presented a plaque to Mr. Herbert Campbell for his years
of service to the City as Councilman. (Speech taped and on file) Mr.
Campbell accepted plaque with thanks. (Speech taped and on file) Mayor
Hunter then spoke a few words to new Council members.
2. NOMINATION & ELECTION OF MAYOR PRO-TEM:
Mr. Falcone moved· to nominate Mr. Don Roberts for Mayor Pro-Tem, Mr.
Stevens seconded. As there were no other nominations, motion was put
to a vote and carried 4-0. Mayor Hunter proclaimed Mr. Roberts Mayor
Pro-Tem.
NEW BUSINESS:
1. Ordinance - Revision of Traffic Control Signal-Glenview Dr. and
Highway 121:
Mayor Hunter explained this was a routine ordinance with the Hi~hwaY
Department and cost of revision would be at no cost to City. ~ then
read ordinance as submitted by said Highway Department for proposed re-
vision to traffic light. After study of ordinance and some discussion
Mr. Barnett moved to approve said ordinance, Mr. Falcone seconded and
motion carried 5-0. Said ordinance to be known as Ordinance No. 120.
2. Approval to Pay Repair Bill on Patrol Car:
Mayor Hunter passed around statement on repairs to patrol car damaged
in wreck explaining City insurance was $150.00 deductable. After dis-
cussion Mr. Dowell moved to approve payment of $42;.29 to Northeast
Paint and Body Shop for repairs. Mr. Barnett seconded and motion
carried 5-0.
Mayor Hunter read a letter from Mr. Harrison Of Tarrant County Water
Supply Corporation inviting Council to attend another inspection of the
City of Azle's sewer installation, on April 18.
Mayor Hunter spoke concerning the Water Board, inviting all new members
of Council to attend the Water Board meetings and told of some of the
projects now under way. He stated that Mr. Campbell had resigned and
that a new appointment should be made but if the new Council members
wanted time to think about this, the appointment could be made at next
meeting. After discussion Mr. Barnett moved to postpone taking any
action until next scheduled meeting. Mr. Stevens seconded and motion
carried 5-0.
OLD BUSINESS:
1. Letter - Resignation of Judge Massey - Corporation Court Judge:
Mayor Hunter read letter of resignation and then commended the Judge
highly, then asked Mr. Massey if he wished to comment. Mr. Massey stated
he had not realized, when he wrote letter, that election time had been
so near and so in fairness to the new members action at this time did
not have to be. Mayor Hunter stated he would like to appoint a committee
to meet with Judge Massey and asked for volunteers. Messrs. Roberts and
stevens expressed their willingness to serve.
2. Motion to Add Item to Agenda - Zoning - Odell St~eet:
Mayor Hunter stated the Zoning Commission had a zoning report on a
request for rezoning. Mr. Barnett moved to add zoning report to agenda,
Mr. Dowell seconded. After some discussion motion was put to a vote.
Messrs. Barnett and Dowell voting FOR, Messrs. Falcone, Roberts and
Stevens voting AGAINST. Motion did not carry. Zoning report was not
heard.
OTHER BUSINESS:
Mr. Joe Collins stated his area did not have street lights, had never
seen a pat~ol car pass and that streets were in bad shape. Mr. Collins
lives on Glenview Drive, west of Rufe Snow. Since he was taxed Mr.
Collins stated he wanted the Same consideration as other citizens. Mayor
Hunter told Mr. Collins the Chief of Police would be informed about the
patrol car situation, and after telling of new equipment, Mr. Collins
was assured his area would have aid as soon as possible.
Mr. Gibson asked for an additional paper to be attached to zoning
problem. Mr. L. C. Nichols protested and Mr. Goodnight stated any
papers could be given to City Secretary.
MOTION TO ADJOURN:
Mr. Dowell moved, Mr. Barnett seconded, to adjourn at 8:20 P. M.
Motion carried 5-0.
