HomeMy WebLinkAboutCC 1964-07-27 Minutes MINUTES OF THE MEETING OF THE CITY COUNCIL, NORTH RICHLAND HILLS, TEXAS, rlELD AT CITY HALL, 4101 MORGAN CIRCLE, JULY 27,1964, 7:30 PM CALL TO ORDER AND ROLL CALL: Those present: Mayor Hunter, Councilmen Dowell, Falcone, Roberts, Barnett and Stevens. ADMINISTRATIVE STAFF PRESENT: City Attorney, City Secretary, Fire Chief, Chief of Police, and Mrs. Ida Reagan. I~~OCATION: Rev. Waller. APDROVAL OF MI~~TES: Mr. Barnett moved and Mr. Roberts seconded to approve the minutes of the last meeting held July 13, 1964 as submitted. Motion carried 5-0. Mr. Barnett moved and Mr. Roberts seconded to approve the minutes of the Sepcial Meeting held July 23, 1964, order of business being the approval of putting slurry seal on 3800 feet of Rufe Snow Drive. Motion carried 5-0. REPORTS FROM COMMITTEES: Mayor Hunter stated he would like to entertain a motion to hire Mrs. Ida Reagan as City Secretary, Treasurer and Court Clerk. Discussion followed and Mr. Roberts moved and Mr. Stevens seconded to ap·~oint Mrs. Reagan at a salary of $325 a month. Motion carried 5-0. Mayor Hunter said he would also like approval of the hiring of Mrs. Artie Fields as city clerk for five days a week. Discussion followed and Mr. Barnett moved and Mr. Dowell seconded to hire Mrs. ~Fields· for this pos- ition at a salary comparable to that of the police dispatchers. Motion car- ried 5-0. Mayor Hunter st@ted too, that a salary for Mr. Adcock should be set. After considerable discussion this item was tabled until a later- meeting. ZONING COMMISSION REPORT: 1. COLLEGE HILLS ADDITION: A plat of the College Hills Addition Seventh Filing was submitted for approval of the council. After lenghtly discussion Mr. Barnett made motion and Mr. Stevens seconded it to approve this filing. rvrotion carried 4-1, with Mr. Falcone casting the dissenting vote. 2. THOMPSON PARK ESTATES REVISION: A preliminary plat of the above mentioned area was submitted for approval by the Council, ,following considerable discussion Mr. Stevens moved and Mr. Roberts seconded tö approve the preliminary plat. Motion carried 4-0, ~ith Mr. Falcone abstaining from voting. 3. AP?OI1~MENTS TO THE ZONING COMMISSION: Mr. Falcone said he would like to appoint Mr. A. A. Schrimsher, and Mr. A. F. Stepp. Mr. Stevens submitted the names of Mr. Clarence Pyron and Mr. J. B. Briggs for appointment. Mr. Roberts said he would like for Mr. Fred/ Benson to be on this committee, also Mr. Barnett submittsd Mr. Bay Porter's name for appointment, as an alternate member. After considerable discussion Pa ge 2 Of 3 Mr. Roberts moved and Mr. Barnett seconded that the five new members be appointed and that at their first meeting they are to draw for their places on the board and elect a chairman, with Mr. Ray Porter acting as alternate member. Motion carried 5-0. OLD BUS I},'ESS: 1. AP?OI~~ME~~ OF CORPORATION COURT JUDGE: Mayor Hunter submitted Marion Massey's name for re-appointment. Lenghtly discussion followed during which it was pointed out that we were having so many cases brought to court that ~ was necessary to have more than one court session per month. Mr. Stevens moved and Mr. Roberts seconded to accept the appointment of Marion Massey at the same salary of $100 per month regardless of how many court sessions were held during one month. Motion carried 4-1 with Mr. Falcone casting the dissenting vote. 2. NORTHEAST WASTE COLLECTORS: This item was passed ':over-due to the fact that the attorney for this company was out of town. 3. STREET ORDINANCE: Mr. Falcone stated he was not quite ready to discuss this matter yet. Mayor Hunter said he felt that we should have an engineer to draw up the sepcifications for this ordinance. Lenghtly discussion followed and Messers Rogers, Skipwith, Knowlton, Falcone, Sandl~n and Dowell were appointed to look into this matter. Mr. Dowell was appointed as chairman. 4. HIRING OF ADDIT:ONAL LEGAL COUNSEL: Mr. Falcone stated he would like to hire additional legal counsel.' Mr. Dowell stated that additional counsel was mot needed excpet in special cases and that he would not be in favor ofHFing this counsel until there was a need for it. Following considerable discussion Mr. Dowell made motion and Mr. Roberts seconded to table t1i s item for furthe r study. Motion ca rried 4-1, with Mr. Falcone casting the dissenting vote. NEW BUSINESS: 1. REQUEST FOR BACK PAY AS ELECTRICAL INSPECTOR: Mr. Reconnu appeared before the council and requested back pay for the month of September 1962. Considerable discussion followed and Mr. Barnett made motion and Mr. Roberts seconded it to bable this item until further study could be made. Motion carried 5-0~ 2. FLYING OF THE TEXAS FLAG: Mr. Barnett stated he felt we needed to fly the Texas Flag along with the Unites States Flag. Discussion followed and it was pointed out that we also needed new flags for the council room. Mr. Dowell made motion and Mr. Barnett seconded to pruchase three new flags for the City. Motion car- ried þ-O. OTHER BT' S INESS : 1. STREET DEPARTIV:ENT REPORT - PAVING OF RUFE SNOW DRIVE: Mayor Hunter reported that Rufe Snow Drive had been þaved with the slurry seal and that we had several other streets we needed to ccnsider for paving. After considerable discussion it was decided to table this item until a later meeti ng. Page 3 Of 3 2. WIDENING OF RUFE SNOW DRIVE:· After considerable discussion Mr. Goodnight was instructed to contact an ~ppraiser and find out what would be a good price to offer the people on Rufe Sl~OW for the property necessary to widen the street. Also, he was asked to contact these people regarding this property, and report to the Council at a later date his findings. 3. GARAGE ON RUFE SNOW DRIVE: Mr. Taft read a letter he had received from the City regarding the rezon- ing of the property on Rufe Snow. Rev. Waller and Mr. Flory complained bit- terly about the garage on Rufe Snow Also. 4. WATER COMPLAINTS: Messers Roberts and Wright of the Snow Heights Addition complàined that they did not have any water. Mr. Wright also complained that the electrical wiring in his home was improperly done. Mayor Hunter said he would send the inspector out to inspect his home again. 5. COI'TPLIMENI'S ON THE PAVING OF RUFE SNOW: Numerous compliments were received on the paving of Rufe Snow Drive from Victoria Avenue to Corona Drive. 6. AFFIRM APPOINTMENT TO CHARTER COMMISSION: Mr. Dowell moved and Mr. Barnett seconded to affirm the appointment of Mr. A. F. Stepp to the Charter Commission. Motion carried 5-0. 7. PURCHASE OF NEW FIRE TRUCK: Fire chief Cook reported that 22J had burned during one of the fires recently and that he had priced another truck to replace this one for $6500. The truck to replace 223 only had a 400 gallon tank. Discussion followed and Mr. Falcone moved and Mr. Dowell Seconded to table this item until a later meeting. Motion carried 5-0. MOTION TO ADJOURN: Mr. Roberts made motion and Mr. Stevens seconded to adjourn. Meeting adjourned at 10:30 P. M., July 27, 1964. (Proceedings taped and on file.)
