COMMUNICATIONS:
1. Mr.. William H. Kirk.ey, Pre.iient of the Richland Hill. Library
Boari, read a letter addre.sed to the Mayor and C1tl Counoilman of
North RiehlAn4 nill., requesting a contrtbution ofi2000.00 for the
fileal year to the RichlQnd Hilll Library, and pointed out that
registration. for Richlan4 Hill. ~. 1787, and North Richla~d Kill.
i. 1849. After di.ou.sion it was de.i4ed that aotion on thi. item
will be plaoed on agenda for next Counoil Meeting.
2. Councilman Faloone Itated that he and other councilmen had recei-
ved a letter from Mr. A. S. Predock and a.ked that this letter be read.
Mayor Hunter .tated that he did not reoeive the letter and Councilman
Jowell read the letter which complained of variou. aspeota of the
Police Jepart~ent. Mr. Jowell then pointed out that the oom~laint about
the City spending J:loney on riot gun. was unfounded, that no Ctty.moô.ey
i. .,ent on gins of any .ort, that each patrolman fdrn1shed hi. own gun,
that the Polioe lepartment i. not overstaffed, but i. in fact one man
ahort and hal been for eome time; and that the reason for patrol..n
being stationed at the inte~lection of Highway 121 and 1938 i. that more
accident. happen at that intersection than any other part of the city,

2. Mr. Oxford then stated tþat an amended plat of the Jiamond Qnks
South Addition was ûnanimoully. approved by the Zoning Comm1ssion.
Mr. R. J. Hays presented the plat in question, and after study of the
plat anddlêng~hy dilcußsion, Mr. Roberts made a motion, eeconed by
Mr. Barnett that the amended plat be approved. Motion oarried 5-0.
WA~ER BOARJ REPORT:
Mt. Edward. made a report from ~he Water Board of the Tarrant County
'Ñ'":\tcr Supply Corp.. .tating that the metering device had been installed
by the Water company at a co.t of about. 12,000.00, wherea. Fort Worth
had \"l.nted $ 29.000.00 to do the Job, thus .aving the company con.ider-
able money. He then read a list of the number of water and eewer cust-
omers in each of the cities in the corporation and a .tatement of
operations for the poriod from Jan. 1,1964 , tr.rough June 30,1964, .tate-
ing that the company had a surplus of $ 201,lI6.3.5 as of June 30,1964.
CHANGE OF ZONING CLASSIFICATIONS:
Counoilman steven. .tated that he would like for the counoilmen to be
thinking about ohanging the olansifivations in the Zoming Ordinance
.ince the èlassifica~ion. were .0 broad they did not exerci.e enough
control over the type of business or industry in any given area. After
di.cussion, the City Attorney recommended that the entire Zoning Ord-
inanoe be re-written, but stated that a meeting of the eounci1 1.
needed to deside Just what classifications should be.
OLJ BUSINESS:
1. The Kayor read a 11øt of the monthly comnloeione paid to former City
Electrical In.~ector F. C. Reconnu from April ,1962 through Jecember,
1962. After di.oussion, Councilman Robert. stated that they needed to
examine Mr. Reoonnu's records in order to determine &f additional
commissions were due him. Counoil Jowe1l made a Dotion, seconed by
Coúnoilman Steven. to table this item. Motion carried .5-0.
2. HCR~HBAI~ WA8~m COLLECTORS: Mr. Jame. Morgan, Attorney for North-
east Waste Collector. pr~eented a letter from the City Manager ot
Haltom City .tateing that the servioe ot this oompany had been aatis-
faotory in their city. Mr Morgab reque.ted that a ~ranchile be granted
this com,any tor garbage c411ection. in North Ricb1ãnd Hill.. He further
stated that they had no financial statement or list ot facilit~e., but
that the facili tie. oon.i.ted of two ga:('bage tI"U.Ck., with a total value

franchise be granted the Northeast Waste Collectorø for a term of five
year. at the rate of 10%, effective September 1,1964. Motion was
leconed ~y Mr. Faloone. At ~herequest ot Mr. Jowell the motion was
amended to include the provi.ion that a performance bond of $5000.00
would be .~bmitted by the effective date of franchi.e. Motion carried
5 - o.
3. Mr. Falcone a.ked Mr. Goodnight if he had contacted the people on
Rufe Snow Jrive about the widening of that .treet. Mr. Goodnight .tated
that he had contacted an appraiser regarding valuation of tbe land, but
oould not oontact the people until he heard from the apprai.er. Mr.
Falcone then asked him if he had prepared the ordinance providing a one
way street around the hugh school. Mr. Göodnight .tated that he and the
Chief ot Police had worked on this ordinanoe several time., but did not
have it compleated. Mr. Falcone then asked l:im if he had 'changed Ordinance
31 to indicate a maxium fine of e200.00 lnitead ot 1100.00 and Mr. Good-
night .aid that he had not at this time. Mr. Falcone then made a motion
that they relieve Mr. Goodnight of hi. resp.nsibi11tie. a. City Attorney.
Juring the dilcu.sion which followed, Mr. Goodnight pointed out that the
motion was out of order .ince this item wa. not on the agenda. Mr. Falcone
then made a motion that this item be added to the aUi: agenda, seconed
by Mr. Steven.. Counoilman Falcone, Roberti, and Steven. voted "yel" and
Counoilman Jowell and Barnett voted "no". Motion failed to oarry since
a unanious vote t. .:.·~equired for adding new i tame to the agenda.
NEW BUSINESS:
1. Hr. Falcone stated that be would like to have an '-uddot made since we
have a new City secretary, and for her protection he thought an audit
wa. in order. Mr. Huff, the City Auditor and Accountant, stated that he
had made aa audit through the clo.s ot bUlines. July 13,1964, whioh was
th~ la.t day of Mr.. Ray'. tenure, and again at the close ot bu.in...
July 31" and the combined audits are included in the monthly statement.
~Ult .ubmitted. Mr. Falcone alke~ if he would submit a letter to that eff-
ect, and Mr. Huff .aid he would be happy to get out a letter certifying
that the books are in order and were in order at the time of the resign-
atiom of Mrs. Ray.
2;. Budget Stûdy Meeting Jate: After si.cu.sion i. wa. di.ided that the
budget study meeting woùld be held on MonAay night, Augu.t 31st at 7:00
P. M.
3;. Laoding Zone on Rufe Snow Jrive: Mr. Falcone .aid that he thought
we ougþt to have a loading zone in front of the Junior High Sohool .0
that the school children could load and unload in front ot the school.
Chief of Police Lewi. stated that he ahd the 'rinoipal had agreed that
the sohool bus.e. would load and unload on the school grounds, but that
loading in front of the achool would cau.e exce.sive traffio congeltion.
After di.cussion the Mayor .uggested that the promlem be làft to the
Chief of police.

4. Legal Noticel in pa,er: Mr. steven. .aid he would like for

that the av~rag~ legal notice contain. 7.5 linel; that the zoning
notic~¡ r.ve to be publi.hed .5 time., therby mak1ng~~& total COlt of
over $100.00. He then quoted the Newl Texan'. rate al 90¢ per inch with
6 to 7 line. per inch, or approximately 1.5¢ ,er line. After considerable
discussion Mr. steven. made a motion, leconed by Mr. Falcone that the
Fort Worth star Telegram be designated the offical ~aper. Motion
~arried with Mr. Steven., Rt')'bfl':-t. end Falcone voting "Yes" amd Mr.
Jowell and Barnett abstaining.
5, Greater Richland Hill, Athletic Assooiation: Mr. Farum and Mr.
Jack Taylor represenat1ves of the association, reque.ted a donation
from our City to help carry out their program, and stated that Richland
Hill. make. an annual donation of about $850.00, that they would app-
reciate a like amount from our City or any assistance we could give
them. A.fter discus.ion they were 8.dvieed that their request would be
given careful consideration at the forthøoming bugget meeting.
6. Building Oode: Mr. J. T. Per~z a.ked if we had a building code, and
told of the ,roblem. he wa. haveing with hi. hom~ on Corona. After
considerable discu.lion Mr. Falcone said he would pre,are a building
code and. street code and bring it back to the Council for action.
7. li.cuslion of work on Holiday Lane: Mr. Perez .jated that the
state HighWay Jept. had oreated a bad mud hole on Holiday Lane where
the loop crosse.. The Mayor laid he wal aware of thi. problem and had
discussed it with the oontractor who had promi.ed to expedite the
coro~letion of this crossing al much a. poslible, and would at lea.t
ha.ve gravel on the crossing by the time school rt~rt..
8. Excessive Run-Off of Water on North Hills Jrive: Mr. Boening of
.5912 North Hill. .rive told of exoelsive run-off water on this street
cau.ing .ome flooding . The Mayor stated that he under.tood th~ Jrob-
lem, that he had made several inspections at various home. affeoted,
and that he had requested Mr. Knowlton, City Engineer, to atddy this
problem and make recommendation. to the Council as to a ftolution. The
Engineer' I re,ort had not been received but i. expected aoon.
9. Grass and Weed Problem: Councilman Jowell .aid he had notioed many
weeds along the easement of the .treets and thQught the City .hould
keep 'hem mowed when we ex,ect the citizens to keep their weeds down.
The Mayor explained that the Itreet dept. had been short of help for
some time, and with the extenlive .t.eet re,air going on and anly four
men to do it, they were not able to give enough time to the weed
cutting, but that another man had been hired today an« that weed outting
had started.

Councilman stevenl brought up the aubjeot of .treet repairs and
di.cu..ion followed. Mayor Hunter again .tate4 he thought we .hould
put a top coat of slurry .aal on Holiday Lane from Blamey to Riviera
before school startl al thil i. a heavily travelled Itreet: that thi.
.treet has been repaired by our .treet department, and wa. bably in
need of the .eal coat to Real out the moi.ture to preaent further
