CALL TO ORDER Chair Duer stated in accordance with the Texas Governor's March 13, 2020, Disaster Declaration and subsequent suspension of certain Texas Open Meetings Act provisions, this September 24, 2020, meeting of the North Richland Hills Zoning Board of Adjustment is hereby called to order at 6:00 p.m. Chair Duer conducted a roll call of Zoning Board of Adjustment members to confirm the presence of a quorum. Present at City Hall: Present via conference call: Tom Duer, Chair, Place 5 Jim Kemp, Place 1 Bill Gibbs, Place 6 Thomas Clemmons, Alternate, Place 2 Crystal Ndidi Ibe, Alternate, Place 3 Steve Koons, Place 4 Doris Elston, Vice Chair, Place 7 Absent: None Staff present at City Hall- Staff present via conference call: Clayton Comstock, Planning Director None Clayton Husband, Principal Planner Chad VanSteenberg, Planner A.1 PLEDGE Principal Planner Clayton Husband let the Pledge of Allegiance to the United States flag. September 24, 2020 Zoning Board of Adjustment Meeting Minutes Page 1 of 3 A.2 PUBLIC COMMENTS There were no requests to speak from the public. B. MINUTES B.1 APPROVE MINUTES OF THE MAY 28, 2020, ZONING BOARD OF ADJUSTMENT MEETING. APPROVED A MOTION WAS MADE BY BOARD MEMBER KEMP, SECONDED BY BOARD MEMBER GIBBS, TO APPROVE THE MINUTES OF THE MAY 28, 2020, ZONING BOARD OF ADJUSTMENT MEETING. MOTION TO APPROVE CARRIED 4-0-1,WITH CHAIR DUER ABSTAINING. C. GENERAL ITEMS C.1 BA 2020-03 PUBLIC HEARING AND CONSIDERATION OF A REQUEST FROM REZA SAIF FOR A VARIANCE TO SECTION 118-718(C) (PERMANENT ACCESSORY BUILDINGS AND STRUCTURES) OF THE NORTH RICHLAND HILLS ZONING ORDINANCE AT 7304 BRILEY DRIVE, BEING 0.402 ACRES DESCRIBED AS LOT 18, BLOCK 10, NORTH RICHLAND HILLS ADDITION. APPROVED Chair Duer read the rules and regulations of the Zoning Board of Adjustment. Chair Duer opened the public hearing, and called for Principal Planner Clayton Husband to introduce the request. Mr. Husband introduced the request. Chair Duer called for the applicant to present the request and be sworn in prior to speaking. The applicant, Reza Saif, 3820 Grand Meadow, Mansfield, was sworn in by Chair Duer and presented the request. Board Member Clemmons and the applicant discussed any neighborhood objections or complaints regarding the garage. September 24, 2020 Zoning Board of Adjustment Meeting Minutes Page 2 of 3 Chair Duer and the applicant discussed the foundation of the garage. Board Member Koons and the applicant discussed the timing of the building permit application submittal and the work that started on the garage. Chair Duer, Board Members Kemp and Clemmons, and Mr. Husband discussed the issuance of permits in general as well as those specific to this case and how the garage and house permits differed. Board Member Kemp and the applicant discussed the location of the garage. Board Member Ibe and the applicant discussed the location of the fence. Board Member Kemp and Mr. Husband discussed easements on the property. Chair Duer stated the public hearing was open and called for anyone wishing to speak for or against the request. There being no one wishing to speak, Chair Duer closed the public hearing. A MOTION WAS MADE BY BOARD MEMBER KEMP, SECONDED BY BOARD MEMBER GIBBS,TO APPROVE BA 2020-03. MOTION TO APPROVE CARRIED 5-0.
