MINUTES OF THE MEETING OF
THE CITY COUNCIL OF NORTH
RICHLAND HILl~S, HELD AT,
CITY HALL, 4101 MORGAN CIgCLE,
SEPTEMBER 29, 1964
SPECIAL MEETING
CALL TO ORDER AND ROLL CALL:
Those present: Mayor Hunter, Councilmen: Falcone, Dowell,
Roberts, Barnett, and Stevens.
Administrative staff present: C.W. Adcock, City inspector
and the City Secretary
INVOCATION:
Mr. Clyde Zellers
Mayor Hunter called the meeting to order and stated the
purpose of this meeting was to read an election proclamation
that specifies that the charter election shall be called
November 3, 1964. He then read the proclamation also the na:Jes
of persons who will participate as judges and clerk in said
election. He then asked the cooperation of the Council in
helping on the Charter, giving their time in mailing etc.
Councilman Dowell stated that he would like to see the la1¡lSui t
dropped on the appeal and get the City's money back. Roberts
then spoke up and said the money was not spent but would be
returned.
Councilman Stevens asked the Gost of this Charter, such as
printing etc. Mr. Luper stated that the cost of printing was
$554.00. The mailing cost at $.04 each wa.s approximately
$240.00. Discussion followed \tIith Mr. Ray Sprinkle stating that
the Charter was not charged to the City, but to the Charter
Commission. Stevens stated that he would have ~ppreciated a
different approach, by the Charter Commission, in presenting
the Charter to the councilmen. Barnett then stated that he thought
that the Charter Commission shJuld have used the Ditto machine
that was available in the City Hall. Roberts stated that he
did not think that this was the place to go into the good
of bad of the Charter. He also stated that he wanted to go
on record as being opposed to the election proclamation. Mayor
Hunter then advised Roberts that he was out of order.
Dowell made a motion that bids be taken for the printing of t he
charter and that the City pay for the mailing of the Charter.
Dowell's motion died for lack of a second.
MOTION TO ADJOURN:
Mr. Dowell made the motion to adjourn. Seconded by Mr. Stevens
and l'lr. Barnett.
