HomeMy WebLinkAboutCC 1964-10-26 Minutes MINUTES OF THE MEETING OF THE CITY COUNCIL OF NORTH RICHLAND HILLS, TEXAS, HELD AT THE CITY HALL, 4101 MORGAN CIRCLE, OCTOBER 26, 1964 CALL TO ORDER AND ROLL CALL Those present: Mayor Hunter. Councilmen: Stevens, Barnett Roberts, Dowell and Falcone Administrative Staff present: City Attorney, Fire Chief, City Secretary INVOCATION: Mr. Banowsky APPROVAL OF MINUTES September 25, 1964: Mr. Dowell made a motion that the minutes be approved with the following corrections: the minutes should be dated September 25, 1964. In the third paragraph on the first page the word votes be changed to action. In the first line of the fourth paragraph on the second page the word Stevens should be changed to Dowell. Mr. Falcone seconded the motion. The motion passed 5-0 with all councilmen voting yes. September 28, 1964: Mr. Dowell made a motion that the minutes of the meeting be approved. Mr. Faloone seconded the motion. The motion carried 5-0 with all councilmen voting yes. September 29, 1964: Mr. Roberts made a motion that the minutes be approved with the following corrections: In the first line of the third paragraph the spelling of the worãlprinting be corrected. In the second line of the third paragraph the figure for the cost of printing the charter be changed to read $542.00. Mr. Dowell seconded the motion. The motion carried 5-0, with all councilmen voting yes. October 1, 1964: Mr. Stevens made a motion that the minutes be approved with the following corrections: In the first paragraph a period be placed after the word attendance and the remainder of the sentence be deleted. In the fourth and fifth paragraphs the vote be corrected to read 3-0. The notes at the bottom of the page be changed to read: An attempt was made to notify Councilman Dowell. Mayor Hunter did not attend. Mr. Barnett seconded the motion. The motion passed 5-0, wltp:all councilmen voting yes. OCtober 12, 1964: Mr. Roberts made a motion that the minutes be approved. Mr. Falcone seconded the motion. The motion carried with all councilmen voting yes. COMMUNICATIONS: Mr. Barnett made a motion that the City Attorney draft a non-partisan, unbiased objective declaration of how city government would be changed bb the adoption of the home rule charter, and that this declaration be submitted to the newspapers for publication. Mayor Hunter rule~ that this subject did not come under the topic of communications and therefore, Mr. Barnett was out of order. REPORTS FROM COMMITTEES Fire Chief, Frank Cook, talked to the council about the part time paid fireman. Chief Cook also asked the council that the smoke packs that were ordered prior to Octoberl, 1964, be deducted fr~ the 63-64 budget. The Council advised him that anything ordered or invoiced prior to October 1, 1964, would be deducted from the 63-64 budget. The Council agreed that the omission of a salary for a part timeftiremam in the 64-65 budget was an error. Mr. Roberts made a motion that approximately $1,500.00 be added to the Fire Department budget for the services of a part time fireman, also that the pay for such fireman be raised from $.65 to $.75 per. hour, retroactive to October 1, 1964. The motion passed 5-0. with all councilmen voting yes. OLD "9USINESS Mr. Bill Martin of the Greater Richland Athletic Assocäatio~ spoke to the Council about the programs of the organization. He also pre.ented a financial statement to the Council to acquaint them with the grou~'s projects. Mr. Martin also asked the Council that the name of Mr. Short's organization be ch~nged from the Richland Hills Athletic Association, as the names were confusing and that the two organizations had no connection. Mr. Humphrey presented a final plat of the Napper Addition to the Council for approval. Much discussion followed, with the Councilmen examining the plat. Mr. Roberts made a motion that the plat be apDroved subject to a change in the name of Charles Road; also that an engineering survey be made to determine if the drainage is adequate; also that all of the homes in the development be a sanitary sewer -line. Me. Dowell seconded the motion. The motion carried 5-0, with all councilmen voting yes. Mr. Dawson Davis advised the Council that he could not give an estimate of his fee for the charter suit because the proceedings were not complete. Mr. Huff advised the Council that they could not deduct the fee for the charter suit from the 63-64 budget because the case was not completed during the 63-64 budget year. Mr. Barnett made a motion that the matter be tabled. Mr. Falcone secondjd the motion. The motion passed 4-0, with Mr. Dòwell abstaining. The or~inance for street signs that was presented to the Council at the last meeting, was passed over until further study could be made. The City Attorney presented a corrected and modified version of ordinance #31 to the Council. This was also passed over unti~ the members had a chance for further study. Action on the punchase of metal foldimg chairs for the City Hall was defered. Mr. Roberts advised the Council that an office trao;er fpr tje vptomg om ~recomct 4; cpi;d be remted fpr $30.00. Mr. stevens made a motion that Mayor Hunter and Mr. Roberts take care of the arrangments for renting the trailer and getting it set on the lot. The motion was seconded by Mr. Barnett. The motion carried 3-1, with Mr. Falcon, Mr. Stevens and Mr. Barnett voting yes. Mr. Dowell cast the dissenting vote and Mr. Roberts abstained. MOTION TO ADJOURN Mr. Dowell made the motion to adjourn. Mr. Roberts seocnded the motion. The motion carried with all councilmen voting yes~ The City Council meeting adjourned a6 9:55 P.M.
