HomeMy WebLinkAboutCC 1964-11-23 Minutes --- MINUTES OF THE MEETING OF THE CITY COUNCIL OF NORTH RICHLAND HILLS, TEXAS, HELD AT THE CITY HALL, 4101 MORGAN CIRCLE, NOVEMBER 23, 1964 7:30 P.M.. I CALL TO ORDER AND ROLL CALL Those present: Mayor Hunter. Councilmen: Stevens, Barnett, Roberts, Dowell and Falcone Administrative Staff Present: City Attorney, C.W. Adcock, And City Secretary INVOCATION: Mr. Stevens APPROVAL OF MINUTES Mr. Barnett made a motion that the minutes be approved with the following corrections: Under Other Business, the paragraph concerning the City Attorney's statement on the Dock Dutton case, that the adjective proceedural be used preceeding the word defects. The wording of the first sentence be changed to read initial examination. Mr. Dowell seconded the motion. The motion passed 5-0. I .....,.,..J COMMUNICATIONS The Mayor acknowledged the receipt of an invitation from the City of Carrol ton to the opening of the new City Hall in that City. OLD BUSINESS Mr. Falcone advised the Mayor that he would like an explaination of the payment of $542.00 for the printing of the home rule charters. Mr. Falcone also asked the City Attorney if the Mayor could be impeached for acting contrary to Mr. Barnett's motion on the payment of the bill. Mayor Hunter told Mr. Falcone that Ordinance #122 provided for the payment of the printing costs. Much discussion followed. NEW BUSINESS Mayor Hunter read an election proclamation calling tor the election of a Mayor and seven Councilmen, to be held, January 9, 1965. The Council agreed that two polling places would be sufficient. Mayor Hunter also pointed out some changes that would have to be made in the judges and clerks and the polling places. The Council also agreed that the City Se~retary would work from 9:00 A.M. to 6:00 P.M. until the filing deadline. It was decided that the office of the City Secretary would be open for filing on Saturday, December 5, 1964 until noon. The City Attorney advised that~he adoption of an official newspaper had to be accomplished by ordinance or by resolution. Mr. Dowèll made a motion that was seconded by Mr. Barnett that bids be taken from the local newspapers for legal notices. Mr. Falcone sponsored and Mr. Barnett co-sponsored a street ordinance. It was agreed that the City Attorney should draft such an ordinance. The Council agreed that a one way street ordinance should be drawn. The one way streets would be designated by the Chief of police and approved by the City Council. Mr. Falcone sponsored a change in the qualifications of the City Attorney from five to ten years. Mr. Roberts co-sponsored this modification. lVIr. Roberts pqtnüèdtbut the need "forraebuilding code. Much discussion followed, Hith the Councilmen deciding to meet on Satu~day, November 28, 1964, and discuss this and street lights, street improvement and a municipal library. MOTION TO ADJOURN Mr. Roberts made the motion to adjourn. The motion was seconàed by Mr. Falcone.
