MINUTES OF THE MEETING OF
'rHE CITY COUNCIL OF NORTH
RICHLAND HILLS, TEXAS, HELD
AT THE CITY HALL, 4101 MORGAN
CIRCLE, DECEMBER 14, 1964
7:30 P.M.
CÆLL TO ORDER AND ROLL CALL
Those present: Mayor Hunter. Councilmen: Stevens, Barnett,
Roberts, Dowell and Falcone.
Administrative Staff Present: City Attorney, City Secretary,
Fire Chief, Chief of Police and Animal Control Officer
INVOCATION Mr. Stevens
APPROVAL OF MINUTES
Mr. Dowell motioned and Mr. Roberts seconded that the minutes
be approved. The motion passed 5-0.
COMMUNICATIONS
Mr. Roberts made a motion that was seconded by Mr. Barnett t
that discussion of a donation to the Trinity Improvement
Association be ta.bled. The motion passed 4-1, with Councilman
Dowell voting no, all others voting yes.
Mr. Robertson of Tarrant County Water Supply Corporation
explained the reasons for the sewer rate increase to the
Council. Mr. Dowell made a motion that the sewer rate invrease
be granted. Mr. Roberts seconded the motion. The motion passed
4-1, with Councilmen Stevens, Barnett, Roberts and Dowell
voting yes and Councilman Falcone voting no.
Mr. Dowell motioned adopt state ordinance to changing the
speed limit on highway 121 from Rufe Snow Dr. to Loop 820
during construction. Mr. Barnett seconded the motion. The
motion passed with all councilmen voting yes.
REPORTS FROM COMMITTEES
It was decided that the pension fund would be transfered
from Haltom City State Bank to Northeast National Bank.
Mayor Hunter appointed Mr. B.C. Redding a trustee on the
pension fund.
OLD BUSINESS
Mr. Dowell made a motion that the Daily News Texan be adopted
as the official newspaper. Mr. Roberts seconded the motion
and made the ammendment that there be a one year written
contract. The motion passed 4-1, with Councilman Falcone
voting no.
Mr. Roberts made a motion that was seconded by Mr. Falcone
that the Southern Standard Building Code with the City or
Arlington's amendments, with the exception of the minimum
permit fee, be adopted. Mr. Dowell made a motion that the
matter be tabled. Mr. Stevens seconded the motion. Mr. Stevens
and Mr. Dowell voted to table, all others voted no¡ Mr.
Roberts motion passed 3-2, with councilmen Dowell aDd Stevens
voting no.
Discussion of lighting Highway 121 and 1938 and thorofa~es
with shielded 289 watt bulbs. It was decided that C.W. Adcock
would recommend street to be lighted.
Mr. Roberts made a motion that was seconded by Mr. Barnett
that upon delivery of $1,500.00 by the builde~ or develope~~
the City would be authorized to issue contracts not to exceed
$3,000.00, for repair of the drainage on North Hills Drive
The motion passed 4-0, with Mr. Stevens abstaining.
Mr. Barnett made a motion that the one way street ordinance
be adopted. The motion was seconded bb Mr. Falcone. The motion
passed 5-0.
Mr. Falcone made a motion that ordinance #127 be adopted.
The motion was seconded by Mr. Barnett. Motion passed 3-2,
with Councilmen Dowell and Stevens voting no.
It was decided that the City Attorney should write a letter
to the State stating that the City is not obligated tomove
utilities.
Mr. Barnett made a motion that the City share half of the cost
for a tranqualizer gun to be used by the Animal Control
Officer. Mr. Roberts seconded the motion. The motion passed
5-0.
Mr. Barnett made a motion that was seconded by Mr. Roberts
that the spedifications for a booster truck for the Fire
Department, presented by the Fire Chief be accepted and
that bids be taken.
Mr. Barnett made a motion that was seconded by Mr. Roberts
that all of the City ordinances be typed on master units,
the cost of labor not to exceed $125.00. The motion passed
3-2, with Councilmen Dowell and Stevens voting no.
Mr. Barnett adviseà that he wanted to discuss secret ballot
on zoning changes at the next regular meeting.
Mr. Barnett made a motion that the trial court costs be paid
in the case of Calvin Luper et al vs the City of North
Richland Hills, predicated upon the refund of the supersedous
bond; also that the City Attorney's fees be paid. Mr. Falcone
seconded the motion. Motion passed 5-0.
Mr. Barnett made the motion to adjourn. Mr. Falcone seconded
the motionl Council adjourned at 10:50 P.M.
