HomeMy WebLinkAboutCC 1954-07-06 Minutes REGULAR COUNCIL MEETING A regular meeting of the City Council of the City of North Richland Hills, Texas, was held on the 6th day of July, 1954, at 8:15 P. M. The following were present: Mayor Denny, Councilmen McCarthy, Ellenberg and Ray. Also present were Messrs. Wood, King and Mr. O'Rourke. Messrs. King and O'Rourke, both operators of garbage collection services, attended in the interest of obtaining a garbage franchise. Mr. King offered to make two pick-ups per week, on Mondays and ThursdaYB, for $1.50 per month per sub- scriber. Be also committed himself to return 25¢ of each $1.50 per month per subscriber to the City of North Richland Hills if he should be granted a franchise. Mr. King offered no restrictions on the number of containers, type of materials disposed, nor a minimum number of subscribers. He said he would prefer a ten-year franchise. Mr. O'Rourke offered two pick-ups per week on no cer- tain days, for $1.50 per month per subscriber. He would return a"customary" percent to the City of North Richland Hills. Be . also would prefer a ten-year franchise. Building Permit Ordinance, designated as Ordinance No. 9, was signed and attested, and the Secretary was directed to have some Building Permit forms and cards printed. It was agreed that since Mrs. Arnold of the Arnold Con- struction Company had offered to serve as an authorized rep- resentative of the City Secretary, for the purpose of issuing Building Permits and collecting fees, that a copy of Ordinance No. 9 and necessary forms and cards be delivered to her for the purpose intended. Mr. Wood attended the meeting in the interest of instal- ling stop signs, slow signs and speed zone signs in the village. By Resolution, 4-0 in favor, the Council designated Vance Road, Blaney, Daley and Turner Terrace as streets of entrance into the village. And at the point of entrance of each of these streets into the village, that a 30 mile zone sign be erected behind the curb at a point where the curb begins. Vance Road to take preference over Pipe Line Road at that intersection. Stop signs to be installed at streets entering on Blaney, Pipe Line Road and Vance Road. Slow signs to be located at the discretion of the City Marshall who was appointed to erect signs with any aid he may enlist. A statement in the amount of $10.00 for premium on the $1,000.00 bond for City Marshall was submitted by Mr. Ellenberg. It was voted 4 - 0 to pay same. There being no further business, meeting was adjourned at 11:00 P. M. Dear Mrs. Arnold: I have been informed that you have graciously of- fered to serve as a duly authorized representative of the City Secretary, City of North Richland Hills, for the purpose of expediting Building Permits. As you may have been advised previously, Ordinance No.9, Building Permits, a copy of same enclosed, was adopted by the North Richland Hills Council at their regular meeting June 21, 1954. This letter may be considered your authority to issue and sign Building Permits and collect fees for same. Hoping that we are not imposing on your generosity, May I proffer my personal thanks and the gratitude of the City Council for your offer to serve in this capacity.
