REGULAR COUNCIL MEETING
A regular meeting of the City Council of the City of
North Richland Hills, Texas, was held on the 2nd day of August,
1954, at 8:15 o'clock, P. M.
Those present were Messrs. Denny, Nace, Ellenberg,
MacCarthy, Hayes, Mayor Norton, Richland Hills, and Mr.
Watson.
Mr. Denny reported that the Highway Department had sub-
mitted recommendation to Austin for signal lights at Pipeline
Road and Highway 121, similar to one on Highway 183 near Rich-
land Hills School. The State to bear full cost, if approved.
Mr. Denny submitted proposed ordinance granting franchise
to Richland Hills to operate a water system. Mayor Norton ans-
wered questions about water system and operation of same, pro-
posed rates, etc. No action was taken at this meeting. Action
to be taken at the next regular meeting on September 7.
Copies of testimony given at water rate hearing were
distributed for study.
Mr. Watson suggested that by some means loose gravel in
g~tters be swept to center of streets where tar is exposed.
Mr. Denny suggested that an official letter of thanks
be directed to Mrs. Jones.
The City Secretary was directed to have letter-head
stationery printed.
Proposed ordinance changing title under which village
incorporated was read by Mayor Denny. After some discussion
Mr. Ellenberg made a motion that the ordinance be adopted. Motion
seconded by Mr. Nace. Passed 5 - O. This ordinance was
designated Ordinance No. 10.
Motion was made by Mr. Ray and seconded by Mr. Mac-
Carthy to have Mr. Christopher prepare a franchise to Mr. King
for garbage collection service, based on his proposal. Motion
carried 5 - O.
Bill in the amount of $22.90 for printing permits was
submitted. Voted 5 - 0 to pay.
Mr. MacCarthy moved that the meeting be adjourned.
Seconded by Mr. Nace. The meeting was adjourned at 11:15 P. M.
