REGULAR COUNCIL MEETING

A Regular Meeting of the City Council of the City of
North R1chland Hills, Texas, was held on the 7th day of September,
1954, at 8:00 P. M.
Those present were Mayor Denny, Messrs. Christopher,
McCarthy, Ellenberg, Nace and Ray. Mr. O'Rourke and Mr. John-
son, an attorney, were also present.
Mr. Nace reported that he had contacted King and Gibbons
concerning brushing gravel to center of streets. So far no
action has been taken to correct. There was some discussion
about the inspection of streets for possible needed repairs
before maintenance bond expires.
Mr. Ellenberg made a motion to table the proposed fran-
chise to Richland Hills for operation of water system. Seconded
by Mr. Christopher. Motion carried unanimously. Mr. Christopher
made a motion to defer action on water rates until next meeting,
or when Mayor Denny completes his analysis of hearing. Motion
seconded by Mr. McCarthy. Mgtion carried 5 - O.
Mr. Johnson who is representing Mr. O'Rourke, explained
the workings of garbage collection franchise or permit. He defin-
ed differences in garbage, rubbish, trash, etc. Mr. O'Rourke's
proposal would be to pick up garbage and rubbish twice each week
for $1.50 per month, with 2% of gross to be paid to the City. Mr.
O'Rourke added that a garbage collection ordünance would be nec-
essary to avoid the operator of a collection service having to
contract with each individual in area.
Mr. Christopher suggested that Mr. Johnson mail copies
of proposed ordinance to each Alderman for study. Mayor Denny
suggested that action be deferred until after next Civic ¥eeting
so that proposition may be presented to everyone.
Mr. Denny having previously talked to Mr. Jones about
the use of real estate office as official meeting place for the
Council, Mr. R~y moved that we accept Mr. Jones' offer (if it
still holds) to use the said building. Motion seconded by Mr.
Ellenberg. Passed unanimously.
Mayor Denny reported that after having called Sheriff
Harlan Wright he received the best of cooperation and a man was
stationed at the intersection of Pipe Line and Highway 121 on
the first day of school, and a promise was made to continue this
protection until the signal light is installed.
Motion was made by Mr. Christopher that the meeting be
adjourned. Seconded by Mr. Nace. Motion unanimously carried.
There being no further business, the meeting was ad-
journed at 10:30 P. M.
