A.1 INTRODUCTION OF NEW PARKS AND RECREATION BOARD MEMBER.
Ms. Adrien Pekurney, Director of Parks and Recreation, introduced Mr. Brad Evans as
the newest member of the Parks and Recreation Board. He will serve as an Alternate.

C.1 APPROVE MINUTES OF THE AUGUST 2, 2021 PARKS AND RECREATION
BOARD MEETING.
APPROVED
A MOTION WAS MADE BY BOARD MEMBER MITCHELL, SECONDED BY VICE-CHAIR
LEWIS TO APPROVE THE MINUTES OF THE AUGUST 2, 2021 PARKS AND
RECREATION BOARD MEETING.
MOTION TO APPROVE CARRIED 5-0.
D. PRESENTATION / DISCUSSION ITEMS
D.1 REVIEW OF THE PARKS AND RECREATION BOARD RECOMMENDATION
TO FORWARD TO CITY COUNCIL FOR THEIR CONSIDERATION AMENDING
ARTICLE 1 OF CHAPTER 62 OF THE NORTH RICHLAND HILLS CODES OF
ORDINANCES AND THE RULES AND REGULATIONS APPLICABLE TO
PARKS.
In October 2020, the Parks and Recreation Board approved forwarding a
recommendation to City Council for their consideration, an amendment to Article 1 of
Chapter 62 of the NRH Code of Ordinances and the Rules and Regulations applicable to
Parks and Recreation. Due to the department director transition (Ms. Vickie Loftice
retired), and COVID, the revisions have not been presented to Council. Also, due to the
appointment of new members to the Parks and Recreation Board, Ms. Adrien Pekurney
wanted to provide an overview of the recommended revisions from October 2020 and
provide the current Parks and Recreation Board an opportunity for any additional
comments. The Parks and Recreation Board concurred with all revisions presented. The
revisions will be presented to City Council for their consideration.
E. DEPARTMENT UPDATES
E.1 NRH2O FAMILY WATER PARK UPDATE
Mr. Frank Perez, NRH2O General Manager, provided an update on activities at NRH2O
Family Water Park.
- NRH2O just completed their 27th season which set numerous revenue records despite a
rainy start. NRH2O recorded several revenue records in June, July and August with July

setting the ali-time record for monthly revenue.
- NRH2O will receive its six millionth guest during opening weekend in 2022. Preparations
are currently underway to celebrate this milestone.
- Doggie Beach Bash was held on September 25 with approximately 900 people and 500
dogs in attendance.
- NRH2O held its year-end awards ceremony on September 18. NRH2O presented five
departmental awards as well as their two highest awards, the Norma French award and
the Brittany Davis-Boiles Team Member of the Year award, which were presented to
Lauren Jones and Miles Turner respectfully.
E.2 PARKS CAPITAL PROJECTS UPDATE
Mr. Joe Pack, Senior Park Planner, presented an update on capital projects.
- NRH Active Transportation Projects for Trail/On-Road - Select Maintenance LLC was
selected as the contractor for the project. Construction is scheduled to begin in late
October and continue for 130 days.
- Fossil Creek Park Mountain Bike Trails - The mountain bike trails at Fossil Creek Park
opened in early Apri�. Ridership is increasing at the site due to the cooler weather. Trail
Steward, James McBryer, commented that the trails have been a great success and have
provided a safe outdoor environment for the community and neighboring neighborhoods.
Mr. Pack provided an overview on seven new capital projects planned for FY22:
-Adventure World Playground Phase 2
- Cross Timbers Park Playground Replacement with Shade
- Park Infrastructure Maintenance
- Partial Playground Replacements at Various Parks
- Richland Tennis Center Infrastructure Maintenance
- Northfield Drive Sidewalk Connection
- City Point Trail Development
E.3 PARKS MAINTENANCE AND OPERATIONS UPDATE
Mr. Gary Bechthold, Parks Superintendent, provided an updated on parks maintenance
and operations activities.
- Fall pre and post emergence weed control applications are nearing completion.

- Park staff completed 33 sports field renovations in preparation for fall and winter
youth/adult sports leagues and tournaments.
- Parks staff continue to replace winter damaged landscaping throughout the City and
parks.
- The Green Valley soccer fields were scalped and winter rye seed was applied on
October 4. Signs will be posted for everyone to please stay off the fieids from October 4 -
15 to give the grass time to grow.
- Portable pitching mounds were installed on two fields at Richfield Park. Staff is trying
out the new mounds to see how they work and if they will be beneficial.
- Wnter color will be installed at City Hall and a few park sites in late October, eariy
November.
E.4 NRH CENTRE, GRAND HALL, ATHLETICS, SENIOR CENTER, RICHLAND
TENNIS CENTER, PROGRAMS AND SERVICES UPDATE
ecreation Operations Manager, provided an update on activities at the NRH Centre,
Grand Hall, Senior Center, Richland Tennis Center as well as programs and services.
- The NRH Centre finished FY21 very well with over one million dollars in membership
revenue. All other divisions ended up exceeding their revised budgets for the year as
well. Aquatics has been very successful with swim lessons and even received some very
nice comments from participants.
- Registration for group fitness classes continues to rise. There are 46 group fitness
classes offered per week with most reaching capacity.
- Youth programs are also increasing with the reintroduction of the Just for 3's class.
There are 33 children registered for the Just for 3's program this session.
- The Grand Hall finished FY21 with their third highest revenue year since it opened. The
Grand Hall is averaging approximately 20 rentals per month.
- Compass Church renewed their contract with the Grand Hall though early 2023.
Compass Church is in the process of building a church off Davis Blvd and hopes to be in
their new facility by Easter of 2023.
- Athletics is wrapping up another successful year with maximum registration in each
session of softball.

- The next Mayor's Monthly bike ride is scheduled for Tuesday, October 12 at 6:00 pm at
Cross Timbers Park.
- The Senior Center held a September Garage Sale event and raised over $7,400.
Funds raised help to pay for the December Christmas Luncheon. The Senior Center
hopes to make the Garage Sale an annual event.
- The next big event at the Senior Center is their Craft Fair, which is scheduled for
October 27 & 28. There are over 50 vendors signed up for the event.
- One of the very important elements at the Senior Center are the sponsors who support
many of their events. The Senior Center would not be able to do all the things they do
without the assistance of their sponsors. Staff has done such a great job in securing
sponsors, that they already have sponsors lined up for 50% of their events next year.
- Richland Tennis Center had a record revenue year with over $500,000 in revenue. This
is attributed to lessons, camps and successful UTR tournaments that are held each year.
Staff hopes to continue to grow the revenue by introducing additional contract tennis
instructors in the future.
- Staff is preparing for the 14th Annual Veterans Day Celebration which will be held on
November 11 at 11:00 a.m. The event will be held on the City Hall Plaza.
- The NRH Pop Up Art Gallery is returning this fall. An artist's reception will be held on
November 19 from 6:30 - 8:30 pm. The gallery will be open to the public on Saturday,
November 20 from 2:00 to 8:00 p.m.
F. INFORMATIONAL ITEMS
F.1 COMMUNITY SERVICES MONTHLY REPORTS (JULY -AUGUST)
PARKS AND RECREATION BOARD UPDATES (AUGUST - SEPTEMBER)
Ms. Adrien Pekurney commented that the Board will continue to receive the Park Board
Updates every two weeks.
Staff is in the process of evaluating and planning the Christmas Tree Lighting Ceremony,
which is scheduled for Thursday, December 2. Due to some budget constraints, the
event will be more of a traditional Christmas Tree Lighting. There will still be lights though
out the entire month, along Hawk, Stormy Plaza, and the NRH Centre Plaza. It will be a
little bit of a scaled down version, but still a great way to kick-off the holiday season.
