PRE-COUNCIL MEETING
It will be necessary that the Pre-council Meeting start at 6:00 P. M.
to go over the numerous items for Pre-council prior to the Council Meeting
at 7:00 P. M.
BOARD OPENINGS
There are three (3) openings on the following Boards that need to be
filled as soon as possible:
1. Civil Service
2. Board of AdjustmeDts
1 Opening
2 Openings
REVENUE SHARING
Revenue Sharing is a I'HOTI! issue in Washington at this time, and we
do not know if Revenue Sharing will be provided for the cities in 1980-81.
I have written to our Congressmen and Senators about this matter, and one
of the replies is attached.
AUDIT
The Audit is still not completed, and from the information I received
from our auditors, it will not be ready for another two weeks. It will be
included in the January 28th Agenda.
ELECTION ADVERTISEMENT .
The Election advertisement will also go on the January 28th Council

BOOTH-CALLOWAY ROAD PROJECT
One of the biggest surprises I had in working up this Agenda was
obtaining the final tabulations on the Booth-Calloway Road Project from
our engineers. Our engineers have given us the estimate of $769,200.00.
I have checked with Ruth, and we have over $1,000,000.00, so we have
ample money to complete the project. Hurray~ Hurray~
POLICE DEPARTMENT RADIOS
You will notice there is a letter from Chief of Police Williams
regarding a possibility of our receiving five (5) additional portable
radios if we would pay 25% of the cost, which would equal $1,139.00.
These radios are badly needed in the Police Department and were worked
into last year's budget. However, although these radios were asked
for in last year IS budget, they were cut out of the budget prior to
the Council receiving it because of inadequate funds. Since we are
only paying 25% of the cost, I would recommend to the Council that
we approve the mobile radios.

COUNCIL AGENDA
You will notice that the Council Agenda has not been shortened
this time, but most of th~ items have been reviewed previously or will
be covered at Pre-council, so the Council Agenda should take less time
than usual. Also, at the last Work Session, you said it would be OK
to use some items as Consent Items, which include routine items that
are approved by a single motion and vote, without debate. I feel the
use of Consent Items wi 11 hel p shorten the Counei 1 Meeti ng-s.

Dear Mr. Paul:
I appreciated· your recent letter expressing your
concern .ove~ the ~ossibility of discontinuation of ~he
General Revenue Sharing ·program. I can surely under-
stand your position and thank you for bringing your
specific interests to my attention.

There are a number of legislative prQPosals .dealing
with extension· of the General Revenue Sharing procedures.
Among these is S. 513, sponsored by Senàtor Moynihan,
which would extend General Revenue Sharing. for two years
(until September 30, 1982) at the present level. In
addition, you may be interested to know of H. Ru 1246,
the Intergovernmental Antirecession and Suppl·ementary
Fiscal. Assistance Amendments. This legislation would
provide for special allocations to localities particularly
hard hit by economic difficulties in the next fiscal yeàr.
Both of t.l1ese bills· a:ï;e currently in comrni ttee.
Mr. Paul, you nlay be sure that I will keep a close
eye on this l~gislation in the Second Session of this
Congress. Should these bills or similar proposals reach
the House floor for consideration, I will ~ertainly keep
your valuable comments in mind.

the various items on the agenda, perhaps a requirement that the more complex
ones be explained in writing in advance of the meeting would help.
In some cases, it may be discovered that lengthy council meetings are the
result of complexities that simply cannot be overcome. In these instances, the
only answer may be more frequent meetings.
Handling "Consent" Agenda Items
Agendas tend to be cluttered with noncontroversial, recurring items which are
of passing interest to most councilmembers, but most be included because
they require formal council approval. Examples include council approval of the
minutes of previous meetings, ordinary purchases, minor contracts, and
routine fund transfers between accounts. Though perhaps not even discussed,
each of these uses up time by requiring a separate motion to approve, a
second, and a vote.
If a co unci I member objects to a consent item, it is removed from the list and
added to the regular agenda at the appropriate spot. If a council member
questions a consent item, but not so strongly as to require that it be removed
from the list, his or her" no" vote or abstention can be entered in the minutes
when the consent vote is ·taken.
The number of consent items can range from a handful to 25 or 30 or more,
depending on the council's workload and preferences. Whatever the size, the
consent agenda can be a real time-saver. One city reported that using a
consent agenda had slashed the length of ttle average council meeting by 50
percent.
Other Agenda Improvements
Including"an approximate starting tirne alongside each major agenda item can
provide an incentive for councilmembers to move ahead expeditiously. This
information also is useful to citizens attending the meeting, so that they r.an
know the apprc)ximflte time specific items will come up for consideration.
Also, a special place on the agenda might be established for citizen
comm·unications, staff reports, and other information the council needs to know·
about but which requires no formal action. These items can be included in the
agenda under the Tìeading of "Receive and File."

Revision of Subdivision Ordinance

1. Attached you will find a proposed revision to our
Subdivision Ordinance. This revision is urgently needed
to correct so~e glaring deficiencies in our current
ordinance. It is admittedly a band-aid treatment
pending a comprehensive revision of the entire ordinance
which will take sometime to accoinplish. In my opinion,
the changes that I have proposed cannot wait for that
comµrehensive revision. I have been enforcing a higher
standard tnat our current ordinanc~~ calls for, and have
been fortunate that my hand has not been called. All
of the proposed changes relate to drainage.

ORDINANCE NO.
BE IT ORDAINED BY THE CITY COUNCIL OF NORTH RICHLAND HILLS, TEXAS,
that Ordinance No. 195 (Subdivision Ordinance) is hereby revised as follows:
Section 2-05A.
Introductory paragraph. The first sentence is changed to read as follows:
Storm water runoff for drainage basins up to 750 .
acres in size shall be computed by the rational
method which is---etc.
Last sentence (added). For drainage basins larger than 750 acres in
size, the synthetic unit hydrograph or other
approved method shall be used. Specific formulas
and graphs for constructing the unit hydrograph
are available from the City Engineer.
Section 2-058.
Paragraph 1. The last sentence is changed to read as follows: Design of all
bridges, culverts, underpasses, and open channels are to be
based on the 100 year frequency.
Paragraph 11. (Added) Concrete valley gutters will not normally be permitted
across any street classified as thoroughfare. If an exception
is jointly made by the City Engineer and Public Works Director,
the valley gutter will be a minimum of 10 ft. in width. Valley
gutters across collector streets will be discouraged except at
intersections with a thoroughfare. If permitted, they will be
at least 8 ft. in width.
Paragraph 17. (Added) Developers will insure that due care 'is exercised to
comply with the provisions of Texas Water Code, Sect. 11.086,
and this shall include having appropriate drainage studies and
plans prepared and sealed pursuant to the PROFESSIONAL ENGINEERS
DISCIPLINARY RULES DRl.1,2.2 and 3.1 and ETHICAL CONSIDERATIONS
EC 6.3 and 6.4. Water concentrated in streets, pipes, drains,
culverts, and channels will be moved to a recognized water course
without damage to intervening structures or undue spreading across
. intervening land. The developer is responsible for constructing
any channelization required to accomplish this and also to obtain
any necessary easements from intervening land owners. Calculations
will be required to show that connecting offsite drainageways are
capable of handling any increase in runoff due to development,
concentration, or diversion for a least the 10 year storm frequency.
Paragraph 18. (Adde'd) Developers of proper·ty downstreanl on a drainage basin
which is undeveloped, or only partially developed, will insure
that drainage fa'cilities through their development are adequately
sized to handle runoff from higher lands when the higher lands
are fully developed. Runoff coefficients assumed for higher
undeveloped property will take due note of current zoning and the
most probable use of the pr-operty and these assumptions wlll be
clearly spelled out in development plans.

NOTIFICATION OF LAW ENFORCEތ~rT RADIO COM}ftJ}IICATIONS EQUIPMENT BIDS
The purpose of this correspondence is to (1) inform you of the bid costs which
VieLe rettlrned to the Council of Governments November 26, 1979, and (2) request
your government's official action with respect to the forms enclosed.
Competitive bids on twenty-eight (28) local law enforcement agencies' equip-
ment have been returned and the low compliant bidder has been recommended ___
Motorola, Inc. It is now important to initiate steps which will result in
your agen=y's equipment being installed as soon as possible. Through this
Radio Corrnnunications Program, local participating governments will rec~ive
needed portable and mobile radio communications equipment under a grant from
the Texas Criminal Justice Division, Office of the Governor, to the North
Central Texas Council of Governments (NCTCOG). As a result of this grant, the
cost to local law enforcement agencies w~ll be approxL~ately 25% of the total;
the grant will pay for the remaining 75%. This procedure has been followed
throughout Texas in order to: (1) establish compatible, though locally tai-
lored radio communications systems, (2) comply with the Texas Law Enforcement
Radio Communications Plan, (3) maximize the use oÍ federal, state, and local
dollars, and (4) assist local governments in upgrading their commqnications
systems. Given your continued cooperation and support and barring any unfore-
seen delays, your equipment should þe installed sometime during the second
quarter of 1980.
The Itemized Equipment Requirements and Costs Sheets enclosed represent the low-
est compliant bidder's prices for the equipment your law enforcement agency has
requested. As a result of the competi.tive bidding process, the prices sho~vn
on the itemized sheets represent, in some cases, a discount of 40% off the

Should you decide to continue participation in the Program and agree to the
bid prices found on the attached Itemized Equipment Requirement and Costs
Sheet, may we request that the appropriate city/county officer complete and return
a RESOLUTION and CERTIFICATION OF SPECIAL CONDITIONS to the Council of Gov-
ernments by February 1, 1980. A brief explanation of the enclosed forms
follows:
· Bid Costs - The ITEMIZED· EQUIPME~T REQUIRE~ŒNTS fu~D COST SHEET(S)
reflects the cost per item of each piece of equipment your law
enforcement agency has requested. The costs reflect a substan-
tial savings due to cooperative purchasing and are the result of
competitive bidding procedures which meet the Texas Criminal Jus-
tice Division's guidelines and generally follow local governments'
practices. Additionally, this sheet shows the "matching" or
shared portion (25%) of your total equi.pment cost and the two per-
cent (2%) administrative cost which your government will be requested
to pay should you decide to participate in this Program. The bal-
ance of the equipment cost (ì5%) will be paid for from grant funds.
A request for your agency's share of the costs will be made subse-
quent to the placement of the equipment order.

wish to use a similar format. The resolution coro~its your local
government to the "AGENCY'S TOT..-\L COSTS" amount shown on the enclosed
ITEMIZED EQUIP~ŒNT REQUIRE~Œ~TS fu~D COST SHEET. Due to the possi-
bility of an increase in the number of channels alloc.ated, the
resolution should reflect an amount approximately ten percent (10%)
more than that sho\v-n on the ITE~IIZED EQUIP~ŒNT REQUlRE~~ŒNTS ~\fD
COST SHEET. Resolutions are necessary before the Texas Criminal
Justice Division will release the federal and state shares set
aside for your agency's equipment. Should your government choose

WHEREAS, the structure of the statewide system has been determined and
i~lementation of regional systems will continue on the basis of the state-

- WHEREAS, the North Central Te:<as Council of Governments has submitted
bidding specifications to prospective vendors, and the Executive Board, after
considering the bids, has determined the low compliant bidder; and

KNOW ALL MEN BY THESE PRESENTS:
The' City of North Richland Hills~ hereinafter termed "city"~ and
Richland Youth Association, hereinafter termed "RYAll, for and in con-
sideration of mutual convenants herein agree as follows:
WITNESSETH:
I .
City agrees to allow the RYA to operate concession stands at baseball
fields in Fossil Creek and Richfield Park, ballfied during all RYA games
played at such field.
II.
RYA agrees to operate such concession stands and to keep them open for
business during play of all regularly scheduled RYA games and tournaments.
III.
RYA agrees to pay the city $50.00 per year for each concession stand
operated at the locations set out in paragraph I above. RYA also agrees to
operate concession stands for any other activity at the request of· the
city. No additional rental fee will 'be charged by the city. Proceeds will
go to RYA.
IV.
RYA agrees to use its· profits to further its sports programs.

RYA shall submit to the city the names of the persons to be appointed
to manage the concession stands.

RYA also agrees as follows:
(1) To pay the city for electricity used for lighting of all night games
at the standard rate of $2.50 per hour per field. This fee will be
by the 5th day of each month for the preceding month.
(2) To mark the ballfields prior to the games.
(3) To provide raking and leveling for the infield prior to games.
(4) To provide bases and all related equipment necessary to play the
games. .
(5) To provide officials.
(6) To notify the Parks and Recreation Departrnent in the event of any
rescheduling 24 hours in advance.
(7) To fill in any holes around the batterts box, pitcher's mound or
elsewhere in the infield.

(8) Not to make any permanent improvements without notifying the Parks
and Recreation Department. Permanent improvements will be subject
to city inspection.
(9) To provide league schedules for all league games.
(10) To maintain the interior of the scorekeepers booth in a safe and
litter free condition.

Request of Foster Village Joint Venture for

Mr. Jim Harris and 0.0. Long represented
Foster Financial & Foster Village Joint
Venture in their request.
~1r. Harris stated they had received the
Engineer1s comments and would like to go
over them. He stated that #1 - the water
line has already been installed and they
agree to pay the pro rata, but the line was
not put in according to the plan, but will
be corrected.
Mr. Long stated that #3 was just a difference
of how one interprets the Zoning Ordinance.
There was a discussion between Mr. Harris, Mr.
Long, Mr. Anderson, and the Commission regard-
ing how they measured lots 43 & 71 of Block 10.
'Mr. Anderson stated he understood how they
arrived at their figure and was agreeable.

Mr. Harris stated that #4 was also about
the water and the storm drainage.
~1r. Long stated they had to come in and
raise the grade and this has taken care of
the problem. He stated they raised the
grade on Watauga's side which made the
maximum grade of approximately 2 ft. for
approximately 700 to 800 ft.
Mr. Anderson stated that was fine.
Mr. Long stated regarding #5 - Mr. Bronstad,
Director of Utilities, had agreed to this for
other additions an·d felt sure hei.would on
this one.
Mr. Anderson stated .he had talked with Mr.
Bronstadand he would not go along with it.
Mr. Long stated then they would comply with
the request.
Mr. Harris stated they agreed to comply with
numbers 6 & 7.

Mr. Anderson asked Mr. Harris if they were
still wanting to go ahead with the widen-
ing of Rufe Snow first.
Mr. Harris stated they were, but had not
heard if they could.
Mr. Anderson stated this was approved at the
last City Council meeting.

wished to speak in favor of or in opposition
to this request.
Mr. Knowles moved, seconded by Mrs. Nash, to
APPROVE PS 79-80 subject to the Engineer's
comments and to waive #3 of the Engineer's

Mr. Jerry Stevens with Tarrant Real Estate
Development Company stated they would have
single family residences with some lagoons.
He said if they just went single family
there would be problems. Mr. Stevens stated
they met \~i th the City Council and theC; ty
Council requested they come in for Planned
Development because right now, if any of the
lots were sold, someone could come in and
build apartments next to the slngle family
residences.
Mr. Anderson stated this was true and that
the Planning and Zoning Commission had
already approved this preliminary plat in
the present zoning, but the City Council
suggested the Planned Development to insure
that there would be no apartments built in
this area.

Mr. Anderson stated that #2 of the Engineer's
comments did not pertain to this Planned
Development·. He stated this vIas only to
insure that there would be no apartments
built in this area. Mr. Anderson stated
they would require item #4, but the other
comments were minor and could be worked out.
He stated that·since this was not IF-12
zoning, he felt there should be a require-
ment of minimum floor space. He asked Mr.
Stevens what the Deed restriction required.
Mr. Stevens stated the Deed restriction
requires 200 sq. ft.. minimum. -
Mr. Anderson stated that since we do not
enforce Deed restricti6ns, we should put
a minimum of 2000 sq. ft. on this plat.
Mr. Stevens stated he would agree to that.
The Chairman asked if there was anyone who

Richard Gallagher stated he lives in Meadow
Lakes Addition, 1st Phase. He stated there
are several lakes that will be feeding the
lagoons. He stated he was not speaking
against this request, but he represents some
concerned homeowners. He stated there were

several problems that they feel needs
correcting before more homes are built in
this area. Mr. Gallagher stated that Mr.
Stevens had promised them much, but had
not completed anything. He stated that all
summer they had a small lake in a large
area and he killed 4 snakes and his wife
killed 2, and other neighbors had killed
several snakes also. Mr. Gallagher stated
the homeowners feel there needs to be a
way to see that the commitments are done
anå kept. He stated they need a commitment
that can be enforced.

The Chairman asked Mr. Anderson if he had
anything to say regarding this.
Mr. Anderson stated he felt that Mr. Stevens
would be the one to speak on this.
Lynn Kadlic with Spain-Ayers & Assoc. Engineers
stated the reason for the slow down on the
work was they had to lower the lakes so the
bulk heads could be put in. He said he knows
the work has been slow, but he now has the
plans for the channel and dam and will bring
them in next week. Mr. Kadlic stated that
as for the bulk heads not being completed,
they can not be completed until the spill-way
is completed. He stated they want everything
they do to· be safe for the community, but they
do not feel the developer should be restricted.·
Mr. Anderson.5tated that we.do have a problem
in that the 2 lakes are not technically a
part of this project. They are not the pro-
perty of the city either.
Mr. Kadlick stated they would in time be the
property of the homeowners of Meadow Lakes.
Mr. Anderson stated he did not think it would
be feasable to put restrictions on the
developer because we do not issue any build-
. ing )'=>ermits until all utilities are in and a,ll
streets completed.

This plat represents a further northward extension of Foster Village.
The Council has previously agreed to allow Foster Financial to construct
that portion of Rufe Snow Drive abutting the plat rather than escrow funds
for future construction.
Drainage from this plat is westward toward Watàuga. Development of that
section of land to the east which is owned by Foster Financial may be
delayed because of its location in the~lndres~drainage basin.
Street layout on this plat is good and water pressure should not be a
problem due to the new water tank and additional connection to Ft. Worth.
Some traffic pressure will be added to Rufe Snow/Loop 820 intersection.

This zoning request from MF, LR, & 1F-12 to ·PO is to comply with a
council request. Part of the zoning includes a tract now in Haltom
City which is proposed to become a part of North Richland Hills. You
may wish to specify in your motion that all or part of the zoning is
contingent upon the-boundry realignment taking place.
The area is proposed for high value single family homes. However, the
developer is taking advantage of Multi-family setbacks of 25 ft., com-
parable to what now exists in Diamond Loch. In my opinion, the engineer·s
comments contained in Paragraph 2 of the November 19, 1979 review letter
are not applicable since sing1e family homes are proposed.
This area is located in a previously designated flood plain and the cer-
tification and map revision specified in paragraph 4 of the November 19,
1979 engineer's letter will certainly be required. The lakes adjacent to
the plat, while not a part of this zoning, are nonetheless a factor to be
considered. The developer is currently rebuilding both dams to high
standards and should be able to meet Texas Water Resources stan~ards. Al-
though the city ha~-the option of assuming design review responsibility for
these dams, 'you ma~' not wish to assume it. In that cas.e, .the developer
would apply for a permit to the- Texas-Water Resources Agency. - This could
be a time consuming procedure, but might tend to relieve the city of any
liability connected with flooding caused by the danls or the failure of the
dams.

The straightening of Fossil Creek has already been accomplished without
authority from City, State, or Federal agencies, but apparently with their
tacit approval. You will note that our engineer has requested calculations
detailing the impact of these improvements on downstream property. The
effect of all the drainage improvements taken together should be beneficial
to Big Fossil Creek.
That portion of the zoning now in Haltom City, if developed as proposed,
should result in a property tax income to the City of North Richland Hills
of about $25,000 per annum.

proposed subdivision as detention ponds is a storm water rnariagem~nt tool which
we ~oleheartedly endorse if properly designed. The desired effect of these
l,agoons is to provide temporary stora,ge of storl11't!ater during rainfal1 periods
and reduce the peak runoff to values not significantly different from pre-
development levels and thus reduce flooding downstream. Though the Subdivision
Ordinance does not address detention storage, we will work with the Developer
Engineer to assure that sound e.ngineeri.ng practice is employed in the plan.
(a) Erosion f~m storm runoff near the lagoons should be minimized and the
potential for dm'lnstream sedimentation problems may necessitate a system of
s i 1 t traps.'
(b) The lagoons should be designed \'lith proper storage capacity to avoid
evaporatio'n during periods of 'dry \'reather or loss thro.ugh porous soils.'
Special linings or soil treatments may be required to avoid exfiltration
losses. Also the lagoon normal depth should be maintained at such levels
as to preclude excessive \'1eed gro\'rth and check mosquito populations.'
Eutrophication, or declini~g water quality, can also be a very serious problem
in shallow lakes, and should be considered in the des~gn.
(c) Overflow routing through the system of lagoons must be provided w-!th

Proposed Resolution Concerning Traffic Study
ún July 23rd, the City Council passed a resolution agreeing to partic-
ipate with the Office of Traffic Safety in a federally funded Traffic
Safety Study. This program calls for the city to hire a consultant
(fullj reimbursable) to perform the study under OTS guidelines. I
feel sure that I explained at the time that this study had been
solicited by Carter and Burgess and that they would be named as the
consultant. I cannot confirm this, however, as a significant portion
of that night's council meeting was not taped. Carter and Burgess
was not named in the bOdy of the resolution, although they prepared
it. Your package for July 23rd contained a letter to OTS signed by
Mr. Paul indicating our intentions with Carter and Burgess shown as
receiving the carbon copy.
It has been brought to my attention that the council has not formally
named Carter and Burgess as our consultant on this project and that
this should be done in order to satisfy Charter provisions. Some con-
cern has been expressed concerning potential conflict of interest on
the part of Carter and Burgess since they perform Subdivision engineer-
ing in this city. I am not concerned about a conflict of interest in
this case since the study areas are controlled by a very stringent set
of guidelines and I am aware ~f Carter and Burgess clients in the area.
Further protection is afforded by Disciplinary Rule 2.2 of the Engineer's
code.
I respectfully request that the council name Carter and Burgess as our
consultants for this project.

on the subject project. The quantities and condition of the job have
been verified and checked by the City's Inspector and we have checked
all extensions. It is our understanàing that the City forces have monitored
trench density control and in the absence of any negativ~ reports, we recommend
that the above final payment be made tp Joe R. Starks Construction Co., Inc.,
3501 Concrete Street, Fort ~~orth. Texas 76107.
This project has included const1'lIcticTI of a 15H élnd 18" sewer line
paralleling an existing 10u sewer line adjacent to Sunnybrook Addition
. and continuing north to a point just east of \-!atauga Junior High School.
This line relieves the overloaded 10" S(;\4/er line, and will be the l·ast
Se\'ler paralleling proje.ct requir~d in the system.
In accordance with Section 3.2.11(a) of the Contre.ct, the "tŸ1O (2) year
terrn of the liaintenance Bond ~/il1 begin on this date; and therefore,
wi 11 termi nate on December l/~ t 1981.
The original time bid on this project was 70 calendar days and the
j contract cOInpletion date was September 30, 1979. with only In1nor clean'
';. up operations in progress since this date. Ho~..,evert since the line was
substantially complete and in service before this datet liquidateà damages
were not incurred, and therefore, should not be assessed on this project.
Also enclosed is a copy of a "Reconciliation Change Order" for your

standing report of the areas progress. InclQded in this
pl1blication are retail business, ch:lrches, ind.1stry,
realtors and or co~rse, a wide report on the cities
progress.

In the past the H E B cities have individQally placed
advertising describing their progress. This is very
effective, as it shows the cities interest in growth.
On Febuary 24th, this section will be distribQted to
our subscribers, The Newcomer Service, realtors and by
the Chaejl0er of Commerce to bllsi.rless, indLlstries and in-
dividQ~ls inql1iring abol1t the areas for possible relocation.
Many of these sections were taken to New York last year
for the American Airlines relocation presentation meeting
and they Vlere very impressed.
In the füture, there will probably be more and more busi-
nesses and ind~stries looking at our areas ror relocation
and we feel that your city c0111d profit greatly by being
represented in this special edition.
We suggest possibly s~litting a full page ad with yal1r sister
city, Richland Hills. Your half of the ad will be totally
devoted to your city.

RESOJ~UTIOL'I
WHEREAS, on January 26, 1980, a $20,350,000 bond issue
will be voted·on by the citizens of Tarrant County, and
WHEREAS, if passed, this bond issue will provide an
expansion of the facilities of Tarrant County Convention Center,
the restoration of the Tarrant County Courthouse, the construc-
tion of a new Tarrant County office administration building, the
expansion of the Tarrant County Juvenile Detention Center, and
the expansion of Tarrant County's sub-courthouses, and
WHEREAS, the improvements made possible by this bond
issue will not result in an increase in taxes for the citizens
of Tarrant County, and
WHEP~S, these improvements are badly needed and will
contribute greatly to the betterment of Tarrant County,
NOW THEREFORE BE IT RESOLVED, that we, the North Richland
Hills City Council of Tarrant County, do heartily endorse and
actively support the passage of this Tarrant County bond issuec
BE IT FURTHER RESOLVED, that we, the North Richland Hills
City Council of Tarrant County urge the voters of Tarrant County
to approve this bond j_ssue at the January 26 J 1980 election..

NORTH RICHLAND HILLS INDUSTRIAL DEVELOPMENT CORPORATION
We, the undersigned qualified electors of City of North
Rich1and Hills, (the ItUnitU), each of whom is at· least eighteen
years of age, hereby request the City Council of North Rîchland
Hills, (the "Governing Bodyll), to author'ize and approve by resolution
pursuant to the Development Corporation Act of 1979, 1979 Tex. Gen.
Laws, Chapter 700, Section 1, at 1675, the creation of the North
Richland H"ills INDUSTRIAL DEVELOpr~ENT CORPORATION (the ItCorporationll)
to act on behalf of the Unit in the promotion and development of
conmercial, industrial and manufacturing enterprises to promote
and encourage emplo~nent and the public welfare. We further request
that the Governing Body approve the attached Articles of Incorporation
to be used in organizing the Corpoy'ation and the attached By1 aws to be
used in governing the internal affairs of the Corporation.
