REGULAR COUNCIL MEETING
A regular meeting of the City Council of the City of
North Richland Hills, was held on the 26th day of January,
1955, said meeting having been re-scheduled from January 2,
1955.
The meeting was called to order at 7:4~ P. M., with the
following persons present: Messrs. Denny, Nace, Ellenberg,
Christopher and Ray. Also present were Messrs Atkinson,
Garrett and Reeder, who attended in interest of water rates.
Mr. Atkinson pointed out that the rates now in effect
in Richland Hills are very near those we propose for the first
10,000 gallons. Also that it is impossible to have the rate
in North Richland Hills different from that in Richland Hills.
$8,500.00 gross billing Month of December about
$600.00/$700.00 net before depreciation. (Mr.
Reeder). Gross billing in high months approxi-
mately $20,000.00 (August-September, 1954).
$32,450.00 bid to drill well. (Mr. Atkinson).
9,500 gallon average billing about .10 more by
Richland Hills rate over North Richland Hills.
Mr. Christopher suggested Richland Hills, if they so de-
sire, present further evidence to substantiate their present
rate. If they cannot successfully do so he suggested adoption
by North Richland Hills of proposed rates as they now stand.
Mr. Garrett, representing Smithfield Water Company, noted

that Mr. Leonard had made extensive investments in basic water
and sewer systems- based on long-range expected return on
/
investment. (Smithfield Water Company now known as Tarrant
Utilities), now have about sixty-five water customers in
North Richland Hills and would like to serve all users in
North Richland Hills, and also with sewage. Mr. Garrett
said that he could see nothing but a larger water rate for
this area. He stated that Tarrant Utilities could not econ-
omically lower rates. This system has not yet made an opera-
ting profit, they expect to in 1956.
Mr. Christopher moved that we recess hearing on water
rates until regular council meeting in March of this year;
that each of the water companies involved submit briefs, in-
formation, etc., at that time, with further disuussion at
that time, and possible action. Motion seconded by Mr. Ray.
Motion passed 5 - O.
Mr. Denny submitted a plot of the area with proposed
street light layout. A total of thirty-one lights with approx-
imate cost of $30.00 to $35.00 per month for all 31 lights.
Power company to install at no expense to the city, and to
keep in repair and replace globes. Mr. Ellenberg made a motion
that we prepare a resolution (which is necessary) to submit to
Texas Electric Service Company, expressing our desire for
street lights and to authorize the Mayor and the City Secretary
to execute contract with the said company. Motion seconded
by Mr. Nace. Passed 5 - O.
Mayor Denny reported being approached by a represent-
ative of privale police protection agency (Mr. L. B. Master,
1025 East Arlihgton, Phone:WA-5l36) who solicited our con-
sideration of his services for patroling the area in a radio
equipped auto at night, periodic patrol during the day, school
crossing, Etc.
There being no further business, the meeting was adjourn-
ed at 9:50 P. Ì<1.
