MaoCarthy, Mayor Denney & Mr. Paul Kuttlek. Minutes ot last regular meeting & speoial meeting read and approved. ~reasures Report tor year to date read by Ellenburg. Inoome to date,less bills paid= $1,599.05. Mr. R. P. Soott arrived with Mrs. Norman. Mrs Norman reporting on sewer survey - presented oontraot made up by Mr. Mayfield of Sewage Company, Arlington Heights West, Ino.(Tarrant Utility Co.) Sample ot said oontraot attaohed. Mr. Denny proposed that a Zoning Commission be appointed to reoommend proper zoning in the Town of N. Riohland Hilla. This ðommission to funotion informally at present until proper zoning ordinanoe oan be adopted. D Motion by Christopher - Moved that the Mayor appoint an unoffioial Zoning Commission to make recoommendations for basic zoning ordinance. Seoonded by Ellenburg. Commission to oomprise of five(5) members. Un- animously adopted. Mr. Jack Watson appointed tooommission. Mr. Christopher moved the adoption of an ordinanoe with regard to noise- prohibiting the operation of any device, maohine, appBratus or instru~' ment to intensify or amplify or reproduce the human voice or any other sound on any public street or in any building whereby the sound therefrom is cast directly upon the publi. streets in the City of North Richland Hills, to preserve the quiet and good order of the City and to prevent the dist~banoe of persons owning, using, or occupying property adjaoent to the public streets. Riohland Hills letter attached. Mr. Christopher proposed that the Mayor draft a report to both water companies stating the proper rates- the rate to comprise the present rate in Richland Hills. Ellenburg moved for adjournment. Seoonded by Christopher. D D REGULAR COUNCIL MEETING A regular meeting of the City Council of the City of North Richland Hills, Texas, was called to order at 8:00 o'clock P. M. on March 7, 1955. Those present were: Messrs. N. A. Ellenburg, T. S. Christopher, Mayor Denny and Mr. P. Kutilek. The minutes of the last regular meeting and the special meeting were approved as read. The Treasurer's Report for year to date was read by Mr. Ellenburg: Income to date, less bills paid - $1,599.05. Mr. R. P. Scott arrived with Mrs. Norman. Mrs. Norman reporting on sewer survey - presented contract made up by Mr. Mayfield of Sewage Company, Arlington Heights West, Inc. (Tarrant Utility Co.) Sample of said contract attached. Mr. Denny proposed that a zoning commission be appoint- ed to recommend proper zoning in the town of North Richland Hills; this commission to function informally at present until proper zoning ordinance can be adopted. Motion was made by Mr. Christopher that the Mayor appoint an unofficial zoning commission to make recommendations for basic zoning ordinance. Commission to comprise of five members. Motion seconded by Mr. Ellenburg. Unanimously adopted. Mr. J. Watson was appointed to the commission. Mr. Christopher moved the adoption of an ordinance with, regard to noise - prohibiting the operation of any device, machine, apparatus or instrument to intensify or amplify or reproduce the human voice, or any other sound, on any public street or in any building whereby the sound therefrom is cast directly upon the public streets in the City of North Richland Hills; to preserve the quiet and good order of the City and to prevent the disturbance of persons owning, using or occupying property adjacent to the public streets, providing a penalty for the violation thereof. Motion was seconded by Mr. Ellenburg. Ordinance adopted unanimously. It ~), Mr. Christopher presented a letter from Richland Hills Water Company, re rate hearing. No filing of deposition from Tarrant Utility Company. Richland Hills letter attached. Mr. Christopher proposed that the Mayor draft a report to both water companies stating the proper rates - the rate to comprise the present rate in Richland Hills. There being no further business, Mr. Ellenburg moved for adjournment. Seconded by Mr. Christopher. Meeting adjourned. Secretary Approved as read:
