Minutes of the Oouncil heetin~ 6 May 1957:
Meeting was called to order at 8:15 F.l:;. l\~inutelil of the
previous meeting were read, corrected, and approved. Those present
were: Mayor Nace, Gouncil~en Kutilek, Ellenburg, Futnam, Franklin,
and Wood, and several visitors.
Mr. Ellenburg moved that Allen B. Harbach be appointed
Secretary-Treasurer and be coxpensated $15 per month. Motion was
seconded and unanimously passed.
~:r. Wood moved that ¡<lr. Thomas Christopher be appointed
City Attorney and be compensated $25 per month as a retainer fee.
Motion was seconded and unanimously passed.
Building permit fees for the past month were received and
$25 waS allotted as a petty cash fund for the Secretary-Treasurer.
Mr. Putnam moved that the following persons be appointed
to the Zoning Board for the indicated terms: 1 year: !,¡ssrs. Mc1ee,
Daley, a.nd Upchurch; 2 years: Masrs. Renfro and Cla.rk. Motion was
seconded and unanimously passed.
Mr. Johnson of Oounty Highway Dept. talked for a. few
minutes about the streets in North Richland Hilla. The County will
pave Vance Road between Highway 121 and Pipeline Road usin; 611
sravel base and 2-ehot penetration method surfacing if the Jity of
North Richland Hills will cut the road to ~rade. He sUš3ested that
in future developments the roads should be cut to grade before houses
are built. Within the next few weeks the Oounty will regrade and
surface Fipeline Road from Highway 121 to R ufe Snow. The County
will also score and resurface the northern end of Rufe Snow Road
if the property owners will pay for the proper sized drain tiles to
run under their driveways.
~¡r. Futnam reported that Mr. Jonss will allow the city to
erect a bulletin board between the barber srillp and the cafeteria
at the shopping center. ¡'ire Kutilek is to šet an estimate of the
cost of erectin~ such a board.
Attorney ¡lilack representing Kr. F. L. hcOauley presented a
petition for the issuance of a temporary building permit to allow
Mr. McOauley to erect a nonconforrnins storage building. After much
discussion and a presentation of the briefs, Mr. Wood made the fol-
lowing motion:
"Be it resolved that the City of North Richland Hills grant
to F. L. McCauley a temporary permit to erect a 4O'x lOa' Butler Steel
portable buildins on the rear of Lot 7, Block 1, Jack M. Estes sub-
division, Tarrant Oounty, Texas, for the purpose of storing tires
for a period of one year from this date, provided that F. L. McOauley
enter into contract providin~ that he will rewove said structure

fort'twith at the end of one year from the date of the pa.ss!i~è
ti."eot"¡ otherwise to pay all costs, attorney's fees, and dama'£es to
the city in event of failure to comply with this agreement. It is
further provided that all tires will be stored within the confines
of said buildin:;."
Kot-ion was seconded and unanimously approved.
Kr. Futn9.lli moved that the Oity Secretary keep the public
informed of' the 9.!];enda of Oi ty Council meetings by means of the
NeiJ,:hborhood News. It was seconded and approved unanimously.
A discussion was held concernin3 building permits. It
was felt that building permit fees should be turned in weekly.
After the Zoning Board has organized, the Oouncil shall inform the
Building Permit Issuing O:ficer as to whose signature shall be ac-
cepted as authorization to issue building permits. It was alao
sussested that the building permit fee for small commercial buildings
rni3ht be lowered to $25·
A petition was presented by Interstate Theater and is enclosed
as part of the minutes.
The Secretary was authorized to get bids from the Riverside
State Bank, Haltom City State Bank, and Hurst State Bank for the
?ityts accounts.
,hr. Futnar:j moved th3.t the .!>.ayor be authorized to spend
money for spraying the city in conjunction with the Oounty's anti-
mosquito compaign.
IliI. IutnaJL and Mr. Wood were appointed to contact paving
companies concerning the repair of certain bad stretches of city
streets.
It was moved, seconded, and unanimously passed to adjourn
at 11 :20 F.M.
