REGULAR CITY COUNCIL MEETING~
July 7, 1958
The regular City Council meeting was held July 7, 1958 at
the North Richland Hills Civic League Building, Pipe Line at
Morgan Circle and was called to order 8:05 P. M. with Mayor
McFarland and Councilmen Graner, Rewe, Kutilek, and Franklin
in attendance. There were also a number of visitors present.
After the minutes of the last regular Council meeting were read
and approved, the monthly Treasure's report and audit WaS read.
Discussion on how to collect 2% rebate from Richland Hills Water
Co. led to no 'action.
Mr. Christopher asked that the regular order of business be
moméntarå1.1y dispensed i.ñ"~¡~o hear Mr. Joe Rady, Engineer, speak.
It WaS so agreed. Mr. Rady spoke on a comprehensive metropolitan
plan for our City and explained the details envolved.
After Mr. Rady's talk, the regular order of business was taken
up and aerial map was inspected and Mr. Graner reported. he
had f'oUD.d an engineer who woulci bring up to date our present
City map in his spare time and on weekends for areund $100.00.
Mr. Kutilek meved to hire said engineer to bring present map up tø
date if' drawing and price is agreeable. Seconded by Mr. Frankl in.
Passed unanimously.
Mr. Graner moved t. buy soil conservation aerial map of our area.
Mr. Rowe secønded motion, passed unanimously.
Petition from Mr. McCauley read and Mr. Henry Mack, Attorney for
Mr. McCauley asked for the Council t. recognize the use of building
as non-conforming use. After lengthy discussion pro and con, Mr.
Kutilek made motion to allow building to stand as an improvement
to a non-conforming use which is the storage of used tires, and
Mr. and Mrs. F. L. McCauley be releaved of the contract made with
the City of North Richland Hills }lay 7, 1957. Mr. Franklin se-
conded the motion which passed unanimously.
Letter from Mr. Christopher read concerning garbage contract with
Estes ServiceN~o. and after discussion Mr. Christopher suggested
to Mr. Estes __ file applicatiøn along with his petition for permit
to operate in North Richland Hills.
Mr. London e.&ked about restrictions now imposed in Richland Oaks
now that that addition is in our City and voiced objections to small
homes purposed to be built East of said Addition. Mr. Christopher
stated that the Council can have any developer present plat and re-
strictions of purposed Addition to Zoning Commission since the
addition is now in North Rich1and Hills and developer must abide
with the decision of' said Commission. Mr. Graner moved f'or .: Mr.
MOFarland~dictate a letter to developer of' said Addition requesting
he submit plat and restrictions of said additiøn to the Zoning
Commission for approval. Seconded by Mr. Rowe,' passed.
Letter from Zoning Commission read and it was decided to get with
City Attorney to see what should be done.
Mr. Graner moved that City Secretary and Mayor be re-imbursed f'or
expenses in pursuit of' City business at the rate of' 10¢ per mile.
Seconded by Mr. Franklin, passed unanimously.

Mr. Wellner, Chairmen of the Civic League, invited the Council
to attend the Civic League meeting Thursday night July 10, f'or
an impartant meeting. He also recommended some action be taken
to re-activate reserve police who were givin badges and to act
in case of' emergencies some years back. This will be acted'Ã"in
near f'uture.
Mr. Kutilek moved a letter be written to Texas Highway Department
% of Mr. DeWitt Greer, to have survey made of' intersection of
Rufe !now and Highway 121 with the view of getting a signal
lightihstalled.
After~iSCussion it was decided to defer taking second reading
on 4th. h!llf' mile for 8nnexatiøn and the C01.mcil took f'irst
reading 01\ petition on 5th. half' mile. Petition was accepted~
read and on motion fnade, seconded¡was approved. Mr. Kutilek
made møtion, Mr. Franklin seconded.
After discussion, a petition f'or a 6th. half' mile was acoepted
and f'irst reading "àSl~aken with the understanding if' not legal,
a second 1st. reading would be taken in 10 days. Mr. Kutilek
moved to accept petition on lst. reading on 6th. half' mile and
Mr. Rowe seconded motion. Passed unanimously. - '7 -; -.Jt
Mr. Franklin moved to move the re,gu1ar meeting time f'ør the
Council of' North Rich1and Hills ", the 2nd. Monday night of' the
month. Mr. Rowe seconded the motion and was unanimously passed.
Mr. Graner moved for adjournment at lls17 P. .M.;;¿se.co ed,
