REGULAR CITY COUNCIL MEETING----------------September 8, 1958
The City Council of North Richland Hills held its regular meeting
September 8, 1958 in the Civic League Building, Pipe Line Rd. at
Morgan Circle. The meeting was called to order at 8:00 P. M. with
Mayor McFarland and Councilmen Rowe, Kutilek, Franklin, Putnam and
Graner present. The Council were please to have a number of visi-
tors present.
The minutes of the last regular meeting were read and approved after
which the monthly Treasurere's repoit and audit was read.
Mr. :McFarland read Ordinance from Mr. Estes applying for permit to
operate garvage service in North Richland Hills. After lengthy
discussion, Mr. Kutilek moved to grant Mr. Estes franchise on slid-
ing scale of 5% the first year, 4% the second year. 3% the third
year and 2% the fourth and fifth years. Mr. Franklin seconded the
motion. Motion did not pass. Mr. Putnam moved to call a special
meeting in a week or 10 days and have representitives from K &: S
and Estes present for the purpose of reviewing garbage permits and
rates. City Council to be called by Mayor when both parties are
available. Mr. Graner seconded and motion was approved.
After Mr. Bell. a Post Office Delivery M~}l_ Carrier, told of vicious
dog on his route, Mr. Kutilek made motioÌ'fA"mêlffitact a Mr. Smith
to see if he will pick up dogs on complaint for a trial period of
two months and for Mr. Christopher to write up an Ordinanoe to have
at a special meeting set up for Mond~ night, Sept. 15, 1958. Mr.
Graner seconded the motion which passed.
Mr. lutilek nomiaated Mr. B ill Putnam and Mr. Rowe nominated Mr.
Paul Kutilek as Mayor Pro-tem. Mr. Franklin moved nominations
cease. After vote, Mr. Kutilek waS elected as Mayor Pro-tem.
Mr. Rowe moved to have street lights installed. in North Hills and
Lynncrest and Richland Heights Additions after studying survey
maps presented by Texas Electric Service Co. Mr. Graner seconded
and motion passed.
Motion was made to adjourn by Mr. Graner with Mr. Franklin second-
ing the motion which passed unanimoùsly.at 10:35 P. M.
