Regular Meeting of North Riohland Hills City Council,
October 13, 1958.

The North Richland Hills City Council held its regular meeting Monday night,
Ootober 13, 1958 in the Civic League Building, Pipe Line Rd. at Morgan
Circle, and waS called to order at 8s20 PM with Mayor McFarland and Council-
men Rowe, Kutilek, Graner and Franklin present. Minutes of the last reg-
ular meeting read and approved. The minutes of special meeting was read and
the ommission of the passing and approval of Ordinance No. 43 was called to
attention and added to minutes, after which the monthly audit report WaS read.
Question of proper drainage on new plats submitted to Zoning Commission
discussed. Mr. Jack Renfro recommended to the Council that a new section or
amendment to Ordinance No. 33 requiring developer to show on plat adequate
drainage for such area. It was decided to discuss with City Attorney.
Mr. Renfro introduced Mr. Owen and Mr. Pannel who were present with a pur-
posed plat for a new developement. Mr. Renfro stated that the Commiss ion
had had to refuse to approve the plat because the size of the lots did not
conform with existing Ordinance regarding Class "A" residential restrictions.
The plat was presented to Council and after discussion and study of plat,
Mr. Kutilek moved to accept the 76Xl25 ft. size lots in plat presented by the
o & P Developement Corporation north of purposed school and West of Vanoe
Road as deviation from a class "A", 10,000 sq. ft. lot. Mr. Franklin
seconded motion which passed unanimously.
Mr. Rowe moved to contract Mr. Walter Smith at $60.00 per month as Dog
Pound Master, effective the 15th of Ootober, 1958. Mr. Franklin seoonded
motion which passed.
Mr. J. Ray Williams Wi!,S introduoed and the Counoil was informed that Mr.
Williams had boUght Night Patrol Service from Mr. Shelton. Mr. Williams
asked the Council for a permit or commission to operate Night Patrol
Service in North Riohland Hills. He also told of Hot Rod Club orginized in
area, sponsored by the Richland Hills Police Department and of which he
is one of the superYisors. Mr. Kutilek asked for personal references and
it was suggested the City Secretary contact Dunne & Bradstreet and Churches.
After lengthy discussion it WaS decided to confer with Mr. Christopher
concerning permit.
Mr. Renfro discussed merits of the League of Texas Municipalities and
suggested the Council send a member to Houston, November 2, 3 and 4 to
attend conference to be held at that time. Mr. Kutilek moved to send Mr.
McFarland, Mayor, to Conference with City paying reasonable expenses.
Motion seconded by Mr. Franklin. Passed.

Letter of resignation from Mr. Groce of Zoning Commission read
and new member disoussed. Mr. Graner moved to appoint Mr.
Clyde Zellers, Jr. to fill vacanoy to Zoning Commission. Mr.
Kutilek seoonded motion whioh passed unanimously.
Mr. Kutilek moved to adjourn at 11:10 PM. Mr. Graner seoonded,
passed.
