Regular Meeting of the North Richland Hills City Council-
NovemberlO, 1958.
The North Richland Hills City Council held its regular monthly
meeting November 10, 1958 in the Civic Center, Pipe Line Road at
Morgan Circle and was called to order at 7:35 PM. with Mayor Mc-
Farland and Councilmen Kutil~owe, Graner and Franklin in at-
tendence. The Council was pleased to have a large number of
visitors present, and the Mayor introduced the Council members
as there were several who were attending the meeting for the first
time.
The minutes of the last regular meeting was read and approved, after
which the monthly audit was read.
A letter from Mr. Gardner of Civil Defense WaS read and also an
invitation for the Mayor to attend the dedication of new Health
Board building in Austin. It WaS decided to send regrets.
Mr. Jack Renfro, Chairman of Zoning Commission asked Council for
clarification on duties of Zoning Board of Adjustment and Zoning
Commission and the Council set up a meeting date for the two
Commissions to meet with the City Attorney, Mr. Tom Christopher,
on Friday night, November 21, 195~, 7:30 PM at the City Office.
After discussion concerning status of contested Smithfield elect-
ion, the Council took second reading on 4th half mile petition for
annexation to North Richland Hills. Third and final reading was
taken and approved at 8:22 PM. after which the second reading was
taken on 5th half mile petition. After approval, the 3rd and
final reading was taken and approved at 8: 27 PM. Second reading
for 6th half mile was then taken after which the 3rd and final
reading was taken and approved at 8:33 PM.
Mr. Christopher stated that after investigation he could not re~
commend ~ the Council to issue a permit to Mr. Williams to
operate Night Patrol Service in North Richland Hills.
Mr. Jack Bean, President of the Chamber of Commerce of this area
introduced himself as well as other members 1Œ1I Xix. m )hu:i[k
~ iliH:Jt. They were Mr. Paul Mason, Mr. Ray Lofland and
Mr. Jim Norman, who is also President of the Birdville School
Board. Mr. Bean asked Mr. Lofland to speak in their behalf.
Mr. Lofland said they had contacted about fifty members who
lived in this area and they all recommended to the Mayor and Council
that as soon as feasible, the City of North Richland establish a
Police and Fire Department. Mr. Lofland then introduced Mr. Nor-
man who asked the Council to hold in obeyance giving anyone a
permit to operate Night Patrol Services in the City until a study
can be made and stated that the Chamber of Commerce would give
any assistence possible. Mr. Bean said he would be glad to
personally .. go to the Richland Hills ~olice Department and

Council of North Richland Hills, until some policing could be set
up.
Dr. H. C. Allison stated he is against the City setting up a City
tax as yet and felt that many more citizens were too. He felt
the City did not have enough need for a police department~yet.
Mr. Christopher stated the time had arrived for the City to estab-
lish a police department and just as soon as possible. He said
one car and one day and one night man would be a good start and
he firmly believed the ~ must establish Police protection for
our City. Council
After lengthy discussion, Mr. Franklin moved to refuse issueing
Mr. Williams a permit to operate Night Patrol Service. Mr. Rowe
seconded motion which" passed unanimously.
Mr. Luther asked for Mr. H. A. Harrington, Night Patrol Service
operator to be checked also, since Council had checked on other
operator.
Mr. Rowe moved to adjourn at 9:24 Pm. Seconded by Mr. Franklin.
