The regular City Council meeting of North Richland Hills WaS held December 8, 1958 at the Civic League Building, Pipe Line Road at Morgan Circle and waS called to order àt 7:31 PM. with Mayor Mc- Farland and Councilmen Graner, Kutilek, Rowe, Putnam and Franklin present. The Council WaS pleased to have a large number of vis- i tors present. After the minutes of the last regular Council meeting was read and approved the minutes of a special meeting was read and approved. The monthly audit was read after which a letter from Randal and Howell Developement Co. was read. After lengthy discussion, Mr. Kutilek moved for Zoning Commission hold public hearing on the re- zoning of the Nor'east Addition to North Richland Hills and look into length of blocks and drainage into Walker's Branch. Mr. Franklin seconded the motion which passed. Friday, December 19th. was set as date. Mr. Kutilek moved to write. letter to Mr. Porter of the Birdville School System expressing the City's thanks for the use of the North Richlend School's Auditorium to hold public hearing espec- ially since there was no charge. Mr. Putnam seconded the motion which passed. Mr. Putnam moved the Mayor sign mutual aid agreement presented by Mr. Bob Lord of Civil Defense. The motion was seèonded by Mr. Kutilek and passed. Mr. Herb Arnold pointed out the danger of the Sinclair Pipe Lines that run through our City and asked the Council to try to get the Company to lower said line. Mr. Owen recommended to the Council to have City Attorney to draft an Ordinance to have all Gas and Oil Companies to bury all lines to a safe depth of 6 ft. Mr. Kutilek moved to contact City Attorney to draw up Ordinance to re-route high pressure and inflamable lines and bury to a safe dept~ithin City limits due to safety and welfare of the popu- lation. Mr. Rowe Seconded. Motion WaS approved. Mr. McFarland read a Bill of Sale from Mr. J. Ray Williams to Mr. Roy Finley and the Mayor stated that Mr. Finley would like a permit from the Council to operate Night Patrol Service in North Richl and Hill s . Mr. Putnam moved to is sue a p ermi t to Mr. Finley provided references are alright. Mr. Franklin seconded. Motion passed. December 8, 1958 Minutes contI Mayor Suggested moving stop signs on Blaney at Holiday Lane. Mr. Kutilek made motion to remove North and South stop signs on Blaney as signs on Holiday Lane E. and W. are sufficient and re-iastalled on Briley at Vance stopping traffic on Briley. Mr. Putnam seconded motion which passed. Mr. Franklin voted against. Mr. Rowe moved to adjourn at 9:50 PM. Mr. Franklin seconded. Passed.
