SPECIAL MEETING OF' COUNCIL
FEBRUARY25,1959
The Cety Council held a special meeting Wednesday night, Feb. 25,1959
at he City Office, 7109 Grapevine Hwy. amd was called to order at 8:35 p.m.
with Mayor McFarland and Councilmen Kutilek, Roweand Graner present.
After discussion, Mr.Kutilek moved to adppt an Electrical Ordinance.
Mr. Rowe seconed motion, which passed unanimously.
Mr. Kutilek made motion that council hire Mr. Reconnu as i:Œ:x: electrical
inspector for City. Mr. Rowe seconded the motion. Motion passed.
There then came on for consideration; a perposal to convert from a
General Lawto a Home Rule City.
The council after consideration of all pertenent facts, including
the personal knowledge of the members of the Council, utility connections
and an untficial servay and estimated population of the City;
Now therefore tbe Council finds as a fact, that North Richland Hills
has a pup1ation much in assess of five thousand (5000) inhabitants and
now estimated to approximately eighty five hundred (8500).
The Mayor then announced the appointment of a Charter Comission,
consisting of the following persons;

The Charter Comission shall prepare a charter as a Home ~ule City, md
make it's recomendation to the Council at the earliest possiab1e date.
This action met with and wasunanimously approved by the Council.

check of our records indicates that as of January 31, 1959, we
had a total of 1,873 electrical connections within the city
limits of North Richland Hills.
