REGULAR CITY COUNCIL MEETING
APRIL l~), 1959
The regular council meeting of the North Rich1amd Hills City Council
was held April 13, 1959 in the Civic League ¡juilding, Pipe Line Road
and Morgan Circle, and was called to order at 7:30 P.M. with the Mayor
and ~ounci1men Rowe, Kutlik, Franklin, Graner, and Putman present,
also a number of guests.
The minutes of the last regular co~~~l,meeting were read and approved_
as were the minutes of two speciaL~ci1 meetings. The monthly Audit
was then presentedto the Counci1.
Aß a result of a City Election held April 7, 1959, an order of insta1ation
was adminstiredto the newly elected officials by Mayor McFarland.
Mr. Stanley Graner, Councilman, Place 4; Mr. Clyde Zellers, Councilman Pl.2
a:rl Mr. Bill Perry, Mayor.Mayor Perry then took charge of the meeting.
Mr. McFarland thanked the City Officials, and the people for the kindness,
consideration and corrpperation shown him during his term as Mayor.
1~. Graner moved that the Council adopt a reso1utiom to the effect that:
The City Council of North Richland Hills through this resolution
express it's gratitude and appreciation for a job well done during their
terms of office to Mayor T .W. Mc Farland and Councilman Bill Putm!!l'l, who
have given unselfishly and untiringly of their time and ability on behalf
of the City of North Richland Hills.
Mrs. Nicholes read the counc i1 a complaint against Mr. 9'. F. McMahan; to
the effect that he has cdmstruc'bed a large birti cagein his back yard,
containing verious types 6f birds. Some of which are noise makers and
general nuis!!l'lce. After much disscusion, Mr. Zellers moved that Mr.Christopher
notify Mr. McMahan that he is in violation of our Deed restricúions. Mr.
Graner àtsted that he did not think it advisable for the Councilor the
City Attorney to beccrne involved on a situation between neighbors. Mr. Rowe
seconded the motion. which passed.
After discussion Mr. Kutilek moved that City have 200 copies printed of
Elextrical Ordinance ~. Copies to Master and Journeyman taking examination,
will be free. Regular price and duplicate copies will be $.50. Motion Passed
with Mr. Graner oppoised.
Mr. \'feaver presented Council with a plat of property alone Ruth Snow Dr.
for consideration. The Zoning Board having refused plat on grounds that the
lot sizes do not meet requirments for class A. zoning. After discussion,
Mr. Graner moved that the Council substain action on plat and requist Mr.
Vfuaver to redraw same for reconsideration. Mr. Franklin seconded and motion
passed unanimously.
1~. moved that Mr. Kutilek be made Mayor Pro- Tem. Mr Zellers seconded motion,
which passed.
Mr. Kutilek moved thatcity drop Texas Municipal League for the next Yeaþ/.r. .
1m; Rowe seconded motion, vVhich Passed.
Mr. Rowe moved to adjourn, Vimich was seconded by Mr. Kuti1ek. . ~ ~ .
