REGULAR COUNCIL 1ßETING ------------
-JUNE 8, 1959
The regular council meeting of the North Richland Hills City Council
was held June 8, 1959, in the Civic Building, Pipe Line Road and
Morgan Circle, and was called to order at 7:45 P.M. with the :Mayor and
Councilmen Zellers, Franklin, Graner, and Rowe present, and guest.
Minutes of the last regular Council meeting were read, and approved,
with corrections. Minutes of a Special Meeting and the monthly Audit
were then read and approved.
Mr. Renfro asked that the city office be responsiable for obtaining
any outside help from officials, rather than the respective Boards.
Motion was made by 1~. Zellers, seconded by ~æ. Graner, to accept the
resignation of 1i~. Upchurch of the Zoning 1I"arJ*ðl" Commision. Council
discussed appointment of newmember, but declined action until next
Council meeting, as 1~. Upohurch will serve until that time.
Mr. Zellers moved that Council authorize City~~ pay ~~. Christopher
$595.00 for his services for the months of April, May and June base
pay. Due to some speoial work he has done.l~. Franklin seconded, and
motion passe~ with Nfl' Rowe in objection.
After a discussion of City Ordinance #23 which states that caring for one
or more non-related children in the City of K North Ric%\~d H... ills, is
a bussinessIOC and must meet the re~irments of such; ~ead the Council
a letter from 1~. G.L. Shomaker of the State Dept. of Public Welfare,
informing the Zoning Commision that he had issued letters to the holders
of such licinces in the City, informing them that they are in violation
of the ordinance, and should contact 1~. Renfro by June 15, 1959.
~æ. Renfro ask that the Zoning Commision be authorize to do some over-
all commerical zoning.
Mr. Jack Howell brought before Council a plat of the Nor-East addition
for acceptance. He suggested that Council consided ammending the Ordinance
on paving and street lights to meet the ~eqåtmmaI..of F.H. A.
Mr. Franklin moved to accept the plat as is with the reservation that the
city can have an Engineer study existing drainage in the addition.
Mr. Rowe seconded motion. whick passed.
J.vræ. Renfro brought to the attention of the Council that nothing has been
done to correct the situation of differance on grade level and drainage
ac a point on Oakland between Holiday and Blaney. The Council instructed
Mr. Christopher to advise Mr. Latham that he musttake corrective action
necessary. 1~. Fraaklin made a motion to this effect, which was seconded

liJr. Rowe moved that Council go alone with Electrical Board in that
Journeymen Electrician have until June 30th to obtain a license without
an examination upon the recomendation of a lVf.a.ster Electrician. ]/æ"
Franklin seconded, and motion carried.

1~. Walter Smith made a request to operate a night patÐol in the City of :m
North Rickland Hills. 1~ Graner suggested that the Council have]£. a
check run on Mr. Smiih before the next Council meeting. Council agreed.
Motion wasmade and seconded, and meeting adjourned at 10:35 P.M.
