REGULAR COUNCIL MEETING ----------AUGUST 10,1959
The regular counoil meeting of the North Riohland Hills City Counoil
was held August 10,1959, "t the Civio Building, Pipe Lüe Road
and Morgan Cirole and was oalled to order at 7145 P.M. with the ),fayor
and Counoilmen Kutilek, Rowe, Graner. Zellers and Iranklin present.
Also a large number of guest.
Mr. Paul Kutilek read a letter from Atts. Johnson and Sedberry,
stating that the people of stevens St.eet had contacted them on
the drainage problem that exsist on that street. The ),fayor stated
that he had alreaey spoken to Mr. Steve Champeaux, County Engineer,
who had constnted to give his time to investigate the situation
for the City.
Mr. Shoemaker, of the Publio Welfare Dept., came before the Counoil
to explain the problem of rezoning in conneotion with Child Care
in our City. After much Disoussion, Mr. Zellers moved that Council
reter the matter to the Zoning Board of Adj. Mr. Graner seoonded
tha motion, whioh pas sed.
Jlr. Kutilek moved to adopt the Plumbing Ordinance, with ammendment,
Mr. Rowe seconded, Motion carried unanimously. Kr. Grør moved that
the Mayor be authorized to take applications tor the position
of Plumbing Inspector for the City and make his reoomendations to
the Counoil at the next meeting. Kr. Rowe seconded, and motion carried.
Mr. Greer read to the~rposed resolution on the order
and rule of Counoil procedure and adjenda. Atter much discuasion,
Mr. Zellers moved that the resolution be adopted. lIqor Perry
retused to intertain the motion until Cuther study had been made of
the resolution. ),fotion was withdrawn.
.After much àiscussion, Mr,. Graner moved that there be two regular
Council meetings each month. The seoond and forth Monday of the
month. Mr. Kutilek seoonded the motion, which passed une imously.
Kr. Zellers again introduoed the matter of sponsorship of a Non-Profit
Corporation, whioh would purshue the Tarrant Utility Co. water and
sewer system. 1Ir. Christop@er addressed the Counoil and guest and
gave tuther explaination of the Corporation. Kr. Zellers moved that
the resolution be adopted with tl.e adm6ndment that: where a vacancy
acoures on the Board of direotors, the City Counoil of that City
will name the member of the Board to fill that vacancy, and that
)(r. Jim Norman and Kr. Ray Lofland be named as members of the Board of
Direotors for the City of North Richland Hills. Kr. Kutilek seoonded
the motion, which oarried, with Counoilmen Zellers, Kutilek and
Graner voting for, and Counoilmen Rowe and Franklin voting against.

Mr. Xutilek moved that Council spend four thousand <$4000.00)
tor labor and material to patoh streets.Mr. Graner seconded the
motion, which passed.
After muoh disouuion, M:r. Zellers moved tha adoption of an Ordinance
requiring all persons heretofore or hereafter performing any kind of
night. watohing, patrol" or any other kind of watohing service within
the munioipal liaits of Norllh Rlohland Hills, to obtain a lioense
authorizing the performance of suoh servioe. M:r. Graner seconded the
motion, whioh passed unanimously.
1Ir. Franklin stated thatMr. Shelton should be exoempt f~om paying the
twenty five dollor I investigation fee, as the Counoil has already
made their investigation of him. Council agreed.
M:r. KutUek moved that a rehearing be held for M:r. Sam Henry on the
matter of rezoning some of his proprety, since there was some mis-
understanding as to the date of the first hearing on his part. JIr.
Rowe seconded the motion, ~ioh passed.
Mr. Franklin moved to adjourn. Mr. Rowe seoonded, and meeting adjourned
at 1l:l5 P.K.
