REGULAR COUNCIL MEETING
SEPT.14, 1959
The regular Council meeting of the North Richland Hills City Council
was held Sept. 14, 1959, at the Civic Building, Pipe Line Rd. and Morgan
Circle and was called to order at 7:55 P.M., with the Mayor and Councilmen
Kutilek, Rowe, Franklin, and Gaaner present. There were also a large
number of guest present.
Minutes of the last regular meeting were read and I¥>proved, as was the
monthly audit.
Mayor Bill Perry aàk that the matter 01' a car allowance for the City Build-
in! and Plumbing Inspector be set. He announoed that he had obtained
Mr. Bill French for that position. Mr. Kutilek moved that the Inspector's
car allowanoe be set at $25.00 per month. Mr. Graner seconded the motion,
wliich oarried.
Mr. Kutilek moved to have Texas Eleotric install street lights in Snow
Hts ., Richland Terr., and North Hills add it iont; as shown on map inc'flle.
Mr. Rowe seconded the motion, v.h ich passed.
Mr. Kutilek reported t::: the Counoil that he had had a complaint from a Mr..
Pauline Westner to the effeot that Mr. J .M. Shelton, while operating a
night patrol servioe in North Richland Hills, had on occasions, stopped
her teenage son, used manhandling tactecs on him, cursed him, and made
acousations against him, and called him obscene names. She asked Council
if Mr. Shelton had a permit to carry a gun. The answer was NO. She asked
where he recieved the authority to act as a police officer, while preforming
a night patrol service on a privately owned basis. The Council knew of no
such authority. The Mayor then reconized Mr. Ra;r Lofland, who addressed
the counc 11 to give accounts of many s imular incidents involing teenagers
and some adults. He stated that on several occassions members of his
staff had been stopped by Mr. Shelton for no~arent reason; they were
cursed and insulted. On these occassions, Mr. Shelton was reported to be
wearing a gun and handcuffs, and his oar bore the insignia of the police.
Mr. Lofland also stated that he had observed Mr. Shelton... driving the
streets wthout an¡y lights at night, and that when he had brought this to
Mr. Sheltons attention; he was told it was none of his business. Mr. Loflsnd
suggested that the City should get to work on forming it's own Police foree
He suggested a plan whereby the City could pay the Birdville Sohool District
to colleot the Taxes it WDuld require to do so. Mr. Graner asked Mr. Jim
.orman, the head of the sohool board whether the schoolboard would go
ione with such a plan, he said he could not say without consulting the board
first. He was in favor of the City having it's own Police Dept.
Mr. Gate said that his san had locked himself in his car to keep from
fighting with Mr. Shelton. Since tlBt time Mr. Gate has refused to let his
famil y come into North Richland Hills even to Š1 op.
Mr. West stated that Mr . Shelton had stopped two teenage boys in front of
his house. The boys were friends of the family, they were oursed by Mr.
Shelton and ordered from the neighborhood.

Mr. Richardson reported that his wife had been stopped by Mr. Shelton in
Haltom City some time back, she was oursed and called obscene names. Mr.
Richardson said he had no ~ for Mr. Shelton on his property, and had told
him so, but he continues to drive through there.
There were complaints from several other people present, including Mr.
and Mrs. Hill, and Mrs. Bougart.
The Mayor then invited Shierff Wright to give his views on the matter.
He .stated that it was his duty to patrol the area as much as possible, but
due to a shortage of persone11 he had been unable to do so as much as he
would like. However, he had assigned a car to the area beginning this
date, to patrol around the clock. Mr. Marvin Richardson offered office
space to the men from the Shieff's Dept. Mr. Wright added that Mr. Shelton
had a permit from his office to carryon a night watching service in the
City, not to do Police work. The City had not given him aI\Y permit to
carry a gun. Mr. Christopher too, is of the opinion that the City should
have its own police dept. After futher discussion, Mr. Graner moved N.r.
Shelton's license for Patrol Service be placed on probation. Suspension
of said license will follow violation of night patrol Ordinance, particu1~y
with regard to section five. Suspension will also follow subject's
apprehension of citizens on public streets. Mr. Kutilek seconded the
motion, which passed.
Mr. Renfro brought before Council a plat of Nor'East add., blocks 27, 31,
32, and 33. also lots 17 thought 32 of block 28. The plat was signed by the
Mayor and City Secretar,y.
Mr. Rowe moved that Mr. Red Ray be elected to fill the vacancy on the
Zoning Commission, due to Mr. McFarland's resignation. Mr. Franklin
seconded the motion, wÃ1ch carried.
Mr. Franklin moved to resend action of August lO, 1959; on the adoption
of a resolution to sponsor a non-profit corporation; wi1ch would purohase
the Tarrant Utility Co., water and sewer system. Mr. Franklin stated the
motion was made on the basis that the program was misrepresented to the
opinion that the City should try to deal with Tarrant Utility Co., whereby
they could purchase their properties within the City of North Richland
Hills. Mr. Rowe seconded the motion. Mr. Kutilek and Mr. Graner voting
against; Mr. Franklin and Mr. Rowe voting for,' to form a tie. Mayor Perry
~oting for; and motion carried.
Mr. Kutilek moved that the meeting adjoune, Mr. Graner seconded the motion,
and meeting adjourned at 12:00 midnight.
