The regular COU11<..: i1 meetinc oi' the North Richle.nd lUlls CiG;Y Council
was held September 28, 1959, ät Pipeline Rd. and Morgan Circle. The
meeting was called to order at 8:45 PM, with the Mayor and Councilmen
Franklin, Graner, KutHek, Rowe, end Zellers present.. A large number
of guest attented the meet ing .
The minutes of the last rogu1ar meeting were read and approved.
. c!". Graner passed copies of Procedure Rules to each COUl1ú ilman and the
Ha;yor. He moved tha.t the co~mc il adopt tr.e rules. Mr. Graner stated
that only paragraph 13 had bee- changed since :mGust 10, the first time
they were discussed. The Fiayor refvsed. to entertain amotion at this
ti~e. Since none of the Councilmen nor the Mayor had read the Procedure
Rules, Mr. Graner withdrew his motion.
lili'. Zellers moved t09.t;am adopt sponsorship of a ~Ton-Profit Crop.,
which wo,:ld purchase the Tarrant Utilti:>r Co., water and sewer system.
Mayor Perry refused to enterta.in a motion on it. Mr. Zellers stated
that he thought it would be good for the city. The Mayor still would
'"lot entertain a motion.
Mayor Perr;)' reported he had beon studying the matter since the last
Coullcil meeting. He could !lot find eoc>ther cit::/ which had such a water
system. He had checked at Texarkrola, there he discovered that we would
not receive any revenue from 30 to 35 years. Mayor PerrJ' showed 1Ir.
Zellers a copy of a letter addressed to Kelly E. BroØ, an attorney in
Dallas. !Tr. Zellers akked !.ir. Torn Christopher to read the letter. 'fhe
letter ste.tf,c1 how the cit;y could buy the water and sewer system from
Tarra...'1.t Utility Co., without becoming a stockholder. There would be
two members on tho Board of Directors fran each city involved. The
members would be the stockholders, elected or appointed by the mayor and
city council, the b!'ulk w\ 11 be the trustee. In case of the death or
resignation of one of the members the Mayor and City Council ìtll elect
another ~ember. All the decissions are made by the directors. 1~.
Christopher explained that Tarrant Utility Co., doesn't haY6 to submit
an audit to the City, h-dÌJver, if we owned this water system, there
would have to a cer"tified audit. The mayor still refused to entertain
a motion, asking thirty days to do futher study' on this system or find
an alternate plan. This was refused by the Council. No other action taken.
Mayor Perry announced a special meeting Thursday night at the City Office
The councilmen are to meet ,'lith Mr. Langford, Fire Marshall of Tarrant
Count;y, to discuss the fire department.
111'. Kut ilek asked the Mayor to intruduce the new secretary, .Anita lJhlhorn

Mr. RutilE)1: asked if then-had been any more complaints about Mr. Shelton.

1:Ir. Johnson said :'Tr. Shelton has as much right to carry a gun as Mr. Smith.

No one can issue a permit to carry a gun.
It was brought up that Mr. Smith was paid $40.00 per month to serve sub-
poenas. Mr. Johnson questioned the fact as to wether Mr. Smith really
received $40.00 for serving subpoenas. Mr. Kutllek suggested that, it
Mr. Smith does not receive payment for serving subpoenas, Mr. Smith should
be told to remove his gun.
Mrs. Westner asked it the fact that Mr. Shelton was carrying a gun would be
a viòlation of his probation.
Mr. Johnson asked if Mrs. WestBer had proof that Mr. Shelton was oarrying
a gun.
Mr. Rodgers said that he employeed MJ: . Shelton and since Mrs. Westner
didn't, ahe had no right to complain. He stated that most teenagers
needed pushing. He said that North Riohland Hills had a good record without
having polioe protection.
The question was raised it it were a 'good idea to have two night watohmen
am if there was enought business to support two watohmen. It was stated
that one watched the more populated area dile the other took care of the
undeveloped area for contractors, however, they should work together.
Several people stated tha.t they were infavor of having a police d,partment.
Mr. Johnson said that the people have seen anything until they get a Police
Department. Althought he was in favor of having a po1ioe department, he
dad there would be a whole lot more trouble after we got a police.
Mr. Zellers moved that the meeting adjourn, the motion was seconded. The
meeting adjourned at 10:30 P.M.

The regular Council meeting of the North Richland Hills City Council
was held September 28, 1959, at Pipeline Rd. and Morgan Circle. The
meeting was called to order at 8:45 P.M.. with the M~or and Council-
men Franklin. Graner. Kutilek, Rowe, and Zellers present. A large
number of guest attetted the meeting.

Counci~:eting. He could not find mother city which had such a

Mayor Perry announced a special meeting Thursday night at the City Office.

and announce that the City Offioe would now be open until 5:00 P.M.

He said that North Richland Hills had a good record without having pol ice
