The regular council meeti.4g of the Ìlorth Richland Hills Cit;y' Colludl
was held October 26, 1959, at; the Civic Center, Morgall Circle and Pipe
Line Road. The meeting m'.s called to oDder at a o'clock P.M. with the
:Mayor and Councilmen Faill Kutilek, Stem Graner, ',Vayne Fr8.Ilklin, Harden
Rowe and Clyde Zellers present.
The m.inutes of the meeting 01' t;he Council held 011 September 28, 1959,
as corrected, were read by the City Clerk, acting in the place of the
Cit;y Secretary ,and approved.
The City" Clerk then read the financial report for the City, after the
reading of which Councilman Zellers inquired of the Mayor if he could
give a breakdown of the item of expenditure in the amount; of $186.00
for goodwill and advertising. Both the 1fayor and the Clerk reported that
they could not g hro a breakdown of that item. The Mayor was requestod and
agreed to give a breakdown of the.: item for consideration of the Council
at its next meeting.
The reading of the financi~l report wld the fees collected under the
electrical ordinance brought up the question of the l!U1lount or such fees
which are being paid to the electrical inspector. It was determined that
a.t the tiIr.ethe agreement was made w(,th the electrical inspectoe it was
agreed that he would be paid 6~ of a.11 of such fees as his compensation.
The discusa:ion as to 111ese fees indicated that the Council seemed to feel
that the fees being paid to the electrical inspector were somewhat hith
for the service r€>ndered, but no actio:J was taken looking toward any kind
of an adgustment in that respect.
'rhe'Å1!'11ed. attention to a letter from Mrs. Petitt of the Smithfield Add.
with reference to using her home as p. pls.ce for the care of childeen, and the
matter was referred to the Zoning Board of Adjustment.
Councilman Zellers, mentioning the fact that at the September 28th meeting
the Mayor had requested 30 days within which to present a plan for
acquisition of the water and sewer sy"stem in North R1chlandHills, inquired
of' the Mayor whl'ther or not he had such a plan to submit. The Mayor had
no such pla.n and requested further t;ime.
Thereupon Councilman Zellers moved the adoption of a resolution sponsoring
the croation of an non-profit corporation which would acquire all of the
water and sewer facilities of Tarrant Utility Company under conditions
whereby those properties would be purchased upon exclusively revenue bonds
and upon the condition that When said revenue bonds had been paid t11at all
of such properties would thereupon be-come the joint properties of North
Richland Hills along with other municipalities in which some of the propertiœ
lie, this beinG the same resoilution which had been under consideration
at a nunber of council meetings in the past, and copies of which had been
distributed to all Councilmen. A true copy of said resolution XXiX is
hereto attached ~nd made a part of these minutes for all purposes. ~aid
motion waS seconded by Councilman Gr8.Iler. The Mayor refused to entertain
said motion. Councilman Zellers appealed from the ruling of the l\:ayor,
which was seconded by Councilman Graner. The Mayor refused to entertein
the motion appealing from the rulinG of the Mayor. but handed "1:;0 the City
Clerk a letter addressed by the Mayor to the Council questioning the .

The I.Iayoc Pro Tem announced that the arpc1),l had been sustained a.nd ~~he ~'ayol'
overruled, and directed the Clerk to so record the vote.
The question was then on the previous motion to adopt the resolution. The l~ayor
Pro Tem, putting the previous qucstion, requested those favoring the edopbioll of
s:.1.ch resolution to let it be known b,y the usual voting sign, and those 'fobing
for the adoption of such resolution were: Councilmcn Zellers, Kutil'9k an:; Graúcr.
