as the City Ilecbricll Inspector. This report having been asked for in the last
regular Council meeting. The report made up by the City Clerk being found to be
incomplete. the City Secretar;r ,va.s to bring a. complete report to the next regular
meeting. Mr. Reconne sta.ted ~hat accordi¡ig to hb records he had averq;e of $242.56
for the seven months; he has filled that position.
The Vity Secretary was then asked to read a re6e!~ memorandum addressed to her
form the Mayor on November 7, 1959. This memo was to the effect ths.t no mòre _'
!"~a.ster Eleotrician License wel;e to be issued until after the next Council meeting.
Mr. Reconnu explained to the Gonnoil that t' e reason for this action was that
a certain Mr. Reaves had beon found. dcing~ North Richla.nd Hills on a Master
Eleotrician I s License that was ob'bained ullder false pretenoes. The¡ License was
issued'before June 30.. 1£159. Before thai:; date the City l.ssued License without th~
person being required to tale a examination, if that person alres.dy h~ld a License
with a City' of at least 150.000 Popu.1ation. '1'his Mr. Rea ves cU,med to havli at the
time h~ WtiS issued a License. The E1ectriaal Board has sincet1:Ls.t timo determained
that he ho~ds no such License. 'Mr. Footð. of the Electrical'''b:sked that, in the

should determain wheather or not the plat·!; compli~s with our Ordinance. In th~
event a Zoning change is required.. a public notice should be given and a pubihic

The Zoning t;ommisiorl vvill then make it's rccomend,ations to the Jouncil. If the
plat is passed and approved by the Courlcil,che "'ity Engineer will then recievo
the perposed platt. Upon the approval or the City Enßineer the Developer will
be notifieè to go s.hesd on the final record platt. Councilman Zellers moved t;h~
adoption of the presedure proGram as outlined. };~otion was second,~j by Councilman
Fra.nklin, and carried unanimously.
Mr. Christopher stated that our Ordinance /i,54 would necessiate the !!igning of
a contract betweal1 the City and each new D~veloper. The perpose of whioh is to
