Chairman Turnage called the meeting to order at 9:05am. He opened the meeting to citizen
comments and public comments. No comments were made.
Chairman Turnage called for consideration of the December 3, 2019 minutes. Councilwoman
Wright Oujesky moved to approve the minutes. All voted in favor.
Chairman Turnage asked staff to proceed with presentation of the program.
Mrs. Waggoner provided an overview of the two-year combined 19/20 preventive
maintenance program which is currently underway. The combined 19/20 program worked
adjacent to 3,200 properties in the city. She mentioned that through working efficiently and
realizing material savings on asphalt during the current program,staff is recommending three
additional streets for overlay as part of the upcoming 2021 program.
Mr. Blankenship then presented the 2021 Preventive Street Maintenance Program.
Mr. Blankenship updated the Committee on last year program with 93% complete and the
remaining 7% expected completion by March 2021. With a total of 163 streets over 26
centerline miles and $2.6 Million in project funds.

Mr. Blankenship touched on the six preventive street maintenance techniques, and informed
the committee about that only 11 of the 163 streets remain with work to finish before the
19/20 program is complete.
Mr. Blankenship summarized the types of maintenance techniques that are used in the
program. For most asphalt streets: Crack Seal, Slurry Seal, Micro Surfacing and the 2"Asphalt
Overlays. For concrete streets: Partial Pavement Replacement and Concrete Crack Seal.
Finally, there is asphalt rehabilitation, which is completed in partnership with Tarrant County
and provides a great cost benefit to the city. The city pays for materials, and Tarrant County
provides the labor.
Mr. Blankenship presented the 2021 Preventive Street Maintenance Program with 80
projects on 74 streets, over 14 centerline miles and 6 pavement treatments with a budget of
$1,763,978.
Mrs. Waggoner asked the Committee if they are comfortable continuing to use the 2019
Pavement Assessment Program as the basis for future preventive street maintenance plans.
Councilwoman Wright Oujesky said she was supportive of this approach.
Chairman Turnage asked for clarification about the recommendation to utilize the leftover
funds to go towards some of the streets that are not on the short list to rehabilitate, but need
immediate attention due to pavement condition. Mrs. Waggoner explained that Amundson,
Onyx Drive South and Ruthette Court were recommended because of their deteriorated
condition and relatively heavy traffic.
Chairman, Turnage asked about how long the maintenance provided to Amundson would
extend the life expectancy before being considered for road replacement. Mr. Blankenship
commented that he is confident that the proposed maintenance would extend the pavement
life ten years. The city will have to provide minimum work during that time to extend the
street's life expectancy. Chairman Turnage agreed that the extension of life for 10 years is a
very cost-effective approach, especially since it is a long stretch road.
Councilman Rodriguez was thankful for the consideration of Amundson Drive after the
damage caused by the TexRail project and the middle school reconstruction.
Chairman Turnage asked if the city is being consistent in the way the streets selected for the
program. Mrs. Waggoner responded that it is consistent.
Councilwoman Wright Oujesky inquired if all of Amundson road is curb and gutter. Mrs.
Waggoner responded that only a limited portion of Amundson is curb and gutter. Everything
parallel to the railroad tracks is standard asphalt with no curb and gutter.

Councilwoman Wright Oujesky asked if Onyx Dr. South would qualify for a bike lane. Mrs.
Waggoner responded that there is unfortunately not enough room to expand the road for a
dedicated bicycle lane, without having to push the riders too close to a low bridge railing.
Deputy City Manager Paulette Hartman explained that the new mountain bike facility will be
adding safety features to the roadway to protect cyclists.
Chairman Turnage, expressed support for the managers who understand the science of
allocating the dollars appropriately to get the most road repairs for the funds used, and
serving the citizens well by keeping those streets safer.
Councilwoman Wright Oujesky recommended approval of the 2021 Preventive Street
Maintenance Program as presented. Councilman Rodriguez seconded. Passed Unanimously.
Program will be sent to Council for Approval.

SUBJECT: 2022 Preventive Street Maintenance Program
PRESENTER: Caroline Waggoner, Director of Public Works
SUMMARY:
The Public Works Department has developed a recommendation for the 2022 Preventive
Street Maintenance Program. The proposed program is comprised of six types of
preventive maintenance techniques ranging in scope from full-depth subgrade
stabilization and resurfacing to crack sealing, and incorporates 76 different streets into
the program.
GENERAL DESCRIPTION:
The Preventive Street Maintenance Program was created to invest in proactively
maintaining the City's streets to prolong their useful life. In years past the priorities were
set based on visual staff observations, and has proven successful for a number of years.
Beginning with the 2019/2020 programs, pavement analysis technology was used via an
outside consultant. The consultant, armed with tools like ground penetrating radar, can
ascertain what is occurring below the pavement surface, allowing them to predict
subgrade failure and future pavement issues. The scientific method of surveying the
City's streets followed by data analysis is the basis of both this year's program and a long-
term plan of action that if followed, would make better use of available maintenance funds
to improve overall condition rating.
The six types of preventive maintenance techniques include the three that staff has
utilized for several years (Crack Seal, Slurry Seal and 2" Overlay) along with three newer
techniques. Two of the new techniques are a result of staff recommending preventive
maintenance on some concrete streets in addition to the asphalt streets. Including
concrete streets was new with the 2019/2020 combined program. All six methods are
summarized below:
Asphalt Streets:
Crack Seal — This is the technique where the large cracks in the pavement are
sealed in order to prevent water and debris from getting to the subgrade. This
extends the longevity of the pavement.

Slurry Seal — This is an application of asphalt and very small aggregate that is used
to seal the fine cracks in the pavement. This process covers the entire surface of the
roadway and is used for less traveled streets such as residential streets.
Micro Surfacing — This is a technique that staff is proposing for the first time. It is
similar to a Slurry Seal except the asphalt application consists of material that is
more durable and will hold up on more traveled roadways such as Collector Streets.
2" Asphalt Overlay — This technique is used to apply a new 2" thick asphalt surface
over the existing pavement.
Concrete Streets:
Crack Seal —This technique serves the same purpose as the Crack Seal for asphalt
streets but it is a different material and needs to be applied somewhat differently.
Partial Pavement Replacement — This technique involves replacing bad areas of
concrete pavement. The size of the area replaced can range in size from a few
square feet to a few panels.
A more detailed explanation of the techniques will be discussed during the committee
meeting and staff will be available to answer any questions.
The 2022 Program is a one-year program proposed by Staff. The list of streets being
recommended for each of the 6 different techniques along with location maps are
attached.
Additionally, this program includes the rehabilitation of Onyx Drive South from Billy Faye
Drive to Bonzer Street to be completed in partnership with Tarrant County Precinct #3.
The City's Preventive Street Maintenance Program has utilized the Tarrant County's
paving services through interlocal agreements on one or more streets per year since
2011 . This partnership with Tarrant County has been successful for several years. Recent
cooperative programs include streets like Meadow Road, Eden Road and Susan Lee
Lane.
Staff will provide a short presentation over this year's Preventive Street Maintenance
Program at the CIP Committee Meeting and address any questions.
RECOMMENDATION:
Recommend approval of the 2022 Preventive Street Maintenance Program to the City
Council.
