WORK SESSION
The City Council of the City of North Richland Hills, Texas met in work session on the
28th day of February at 6:30 p.m. in the City Council Workroom prior to the 7:00 p.m.
regular City Council meeting.

Mayor Trevino called the meeting to order at 6:30 p.m.

City Council had no questions for staff.
EXECUTIVE SESSION
1. SECTION 651.072: DELIBERATE THE PURCHASE, EXCHANGE, LEASE OR
VALUE OF REAL PROPERTY - 5020, 5024 CUMMINGS DRIVE, 4908
MARILYN LANE AND LOT 6 BLOCK 8 WOODCREST ADDITION
Mayor Trevino announced at 6:31 p.m. that the City Council would adjourn into Executive
Session as authorized by Chapter 551, Texas Government Code, Section 551.072:

Session began at 6:33 p.m. and concluded at 6:46 p.m.
Mayor Trevino announced at 6:46 p.m. that City Council would convene to the regular
City Council meeting.

C. PUBLIC HEARINGS
CA ZC22-0020, ORDINANCE NO. 3732, PUBLIC HEARING AND
CONSIDERATION OF A REQUEST FROM TOMMY CUNNINGHAM FOR A
ZONING CHANGE FROM AG (AGRICULTURAL) TO R-1 (SINGLE-FAMILY
RESIDENTIAL) AT 1 COUNTRY PLACE DRIVE, BEING 1.26 ACRES
DESCRIBED AS TRACT 7A2A, STEPHEN RICHARDSON SURVEY,
ABSTRACT 1266.

Mayor Trevino opened the public hearing and called on Director of Planning Clayton
Comstock to introduce items C.1 and D.1.
Mr. Comstock informed City Council the applicant is requesting a zoning change for 1.26
acres located at 1 Country Place Drive. The area is designated on the Comprehensive
Land Use Plan as low density and the current zoning is agricultural. Mr. Comstock
provided site photos of the property. The applicant has a companion item,
PLAT22-0007, that proposes one single-family residential lot to construct a new house.

Applicant representative Tommy Cunningham, 2006 Night Hawk Court, Westlake, Texas
presented request and was available to answer questions.
Mr. Comstock presented staffs report. The Planning and Zoning Commission, at their
February 17, 2022 meeting, recommended approval with a vote of 6-0.
Mayor Trevino asked the City Secretary to call on those who completed a public meeting
appearance form to speak during the public hearing. There being no forms submitted,
Mayor Trevino asked if there was anyone in the audience wishing to speak on the item to
come forward. There being no one wishing to speak, Mayor Trevino closed the public
hearing.
A MOTION WAS MADE BY COUNCIL MEMBER DEUPREE, SECONDED BY COUNCIL
MEMBER RODRIGUEZ TO APPROVE ORDINANCE NO. 3732.
MOTION TO APPROVE CARRIED 6-0.
D. PLANNING AND DEVELOPMENT
DA PLAT22-0007 CONSIDERATION OF A REQUEST FROM TOMMY
CUNNINGHAM FOR A FINAL PLAT OF LOT 1, BLOCK 5, COUNTRY PLACE
ESTATES, BEING 1.258 ACRES LOCATED AT 1 COUNTRY PLACE DRIVE.
APPROVED
This item was presented in conjunction with item C.1.
A MOTION WAS MADE BY COUNCIL MEMBER TURNAGE, SECONDED BY
ASSOCIATE MAYOR PRO TEM WRIGHT OUJESKY TO APPROVE PLAT22-0007, WITH
THE CONDITIONS OUTLINED IN THE DEVELOPMENT REVIEW COMMITTEE
COMMENTS.

SALE OF PROPERTY LOCATED AT 5020 CUMMINGS DRIVE IN THE AMOUNT OF
$111,100.
MOTION TO APPROVE CARRIED 6-0.

ANY NECESSARY AND RELATED DOCUMENTS FOR THE SALE OF PROPERTY
DESCRIBED AS LOT 6, BLOCK 8, WOODCREST ADDITION IN THE AMOUNT OF
$111,000.
MOTION TO APPROVE CARRIED 6-0.

H.1 ANNOUNCEMENTS
Council member Faram made the following announcements.
Learn CPR and save a life! The NRH Fire Department conducts CPR / First Aid classes
each month for the community. Classes are American Heart Association approved and
each participant receives a book and course completion card. View the schedule and
more information at nrhtx.com/cpr.
Join Keep NRH Beautiful on Tuesday, March 15, 2022 to clean up litter along Davis
Boulevard. Volunteers will meet at the corner of Davis and Starnes at 9:00 a.m. Safety
vests, gloves and trash bags will be provided. Please contact Kristin James at
817-427-6651 if you have any questions.
Kudos Korner - Chris Turner, Cory Bain and Robert Stancil in Public Works - A citizen
posted her appreciation for the crew that fixed the pavement in front of her driveway,
making it safer for her to navigate the area in her wheelchair. She said they came out to
look at the problem the day after it was reported and they had it fixed in less than a week.
"I want to thank the city for caring enough to make it safer," she said.
