HomeMy WebLinkAboutOrdinance 0560 ORDINANCE NO. 560 BE IT ORDAINED by the City Council of the City of North Richland Hills, Texas, that ORDINANCE NO. 351, "Rules, Regulations, Policies and Procedures for the City of North Richland Hills Water and Sewer System" adopted November 8, 1971, and as hereto fore amended, be and the same is hereby AMENDED by substituting the pages numbered 4,7,12,13,14,15,16,17,18,19,21,30,32, 77, 77(Cont'd.), 78, 82, 83, 84, 84 A, 84 B, 86, 86(Cont'd.), 88, and 89 attached hereto as Exhibit "A" for the correspondingly numbered pages, if any, contained in such ordinance. Tim Truman, City Attorney EXHIBIT "A" "POINT OF SERVICE" (1) Water - Service shall be considered to be available for a customer without extension cost to the customer, when a "Distribution Main", suitable for connecting the customer, exists along the street, alley or easement abutting or passing through the lot or designated building tract such that the "Water Service Connection" can be installed and the "Distribution Main" continued to the opposite side or corner of the lot or designated building tract so as to be available for commencing the separate contin- uation to the next adjacent lot or building tract. Provision for continuation to the next adjacent properties as set forth above shall always be included unless the "Distribution Main" in- volved must necessarily terminate as a dead end not subject to extension because of topo- graphy, street pattern, City boundaries or other fixed barriers. (2) Sewer - Service shall be considered to be avail- able for a customer without extension cost to the customer, when a "Lateral Sewer" or sewer main suitable for connecting the customer exists along the street, alley or easement abutting or passing through the lot or designated building tract such that the "Service Sewer" can be in- stalled and the "Lateral Sewer" or sewer main continued to the opposite side or corner of the lot or designated building tract so that to be available for commencing the separate continu- ation to the next adjacent lot or building tract. Provision for continuation to the next adjacent properties as set forth above shall always be included unless the "Lateral Sewer" or sewer main involved must necessarily terminate as a dead end, not subject to extension because of topography, street pattern, City boundaries or other fixed barriers. No connection shall be made to any sewer belong- ing to the City of North Richland Hills until the proper connecting charges have been paid and the installation must then be properly inspected by the City's designated Inspector. Page 4 R 9-23-74 SECTION II OPERATING POLICIES IN GENERAL A. PROVISIONS FOR RATIONING DURING WATER SHORTAGE. 1. The City Manager shall have the authority upon recommendation of the City Engineer and Director of Utilities to declare that a shortage of water exists at any time and may at his discretion invoke either of the following water rationing plans. a. All occupants of houses with odd numbered postal address restrict outside watering to odd numbered calendar days. All occupants of houses with even numbered postal addresses restrict outside watering to even numbered calendar days. Provided, however, that there be no watering in the city between the hours of 5:00 P.M. to 9:00 P.M. daily. Such re- striction shall last for a time not to exceed the duration of the shortage as determined by the City Manager. b. Prohibit all outside watering within the City for specified periods of time not to exceed seven (7) consecutive days. 2. Notice of such restricted use of water shall be given by publication in the official newspaper of the City, or by posting notices at three places in the City, or by actual notice to any person by an officer of the City. B. DEPOSIT REQUIRED PRIOR TO TESTING METER ACCURACY. Should any consumer demand a meter be tested for accuracy, he shall make a deposit of five dollars ($5.00) with the City Utility Department. If the test shows the meter is registering within the warranty of the meter manufacturer, the deposit shall become the property of the City Utility Department. If the test shows the meter is registering more water than is actually going through the meter, the deposit shall be refunded the user. C. RESPONSIBILITY FOR TURNING WATER OFF OR ON AT CURB STOP. When the necessity arises to turn the water on or off at the curb stop, the City shall do so on request at no charge. THE FOLLOWING MONTHLY RATES SHALL BE CHARGED ALL CUSTOMERS FOR WATER: (7.48 gallons = 1 cubic ft.) 1. 3/4" meter - Minimum for first 267 cubic feet shall be $4.25. From 267 cubic feet up to 1337 cubic feet the rate shall be $.63 per 100 cubic ft. Allover 1337 cubic ft. the rate shall be $.53 per 100 cu. ft. 2. 1" meter - Minimum for first 345 cubic ft. shall be $6.00. From 346 cubic ft. to 1337 cubic ft. the rate shall be $.63 per 100 cubic ft. Allover 1337 cubic ft. the rate shall be $.53 per 100 cubic ft. 3. 1-1/4" meter - Minimum for first 460 cubic ft. shall be $8.00. From 461 cubic ft. to 1337 cubic ft. the rate shall be $.63 per 100 cubic ft. Allover 1337 cubic ft. the rate shall be $.53 per 100 cubic ft. 4. 1-1/2" meter - Minimum for first 1337 cubic ft. shall be $16.00. Allover 1337 cubic ft. the rate shall be $.53 per 100 cubic ft. 5. 2" meter - Minimum for first 1690 cubic ft. shall be $20.00. Allover 1690 cubic ft. the rate shall be $.53 per 100 cubic ft. 6. 3" meter - Minimum for first 2400 cubic ft. shall be $40.00. Allover 2400 cubic ft. the rate shall be $.53 per 100 cubic ft. 7. 4" meter - Minimum for first 4631 cubic ft. shall be $67.00. Allover 4631 cubic ft. the rate shall be $.53 per 100 cubic ft. 8. 6" & 8" meter - Minimum for first 30,000 cubic ft. shall be $169.00. Allover 30,000 cubic ft. the rate shall be $.53 per 100 cubic ft. B. THE FOLLOWING MONTHLY RATES SHALL BE CHARGED ALL CUSTOMERS FOR SEWER SERVICE: 1. Charges: a. Residential users .......... $4.25 per month b. Commercial users, first 267 cubic ft. of water used - $4.25 per month plus $0.13 per 125 cubic ft. of water used thereafter. Page 12 R Q-?J,-711 2. All Industrial Users: To be served on system only by specific Contract approved by Council for particular Industrial Sewage or Waste involved. 3. Loading Dock or Tank Truck Customers: Customers taking water from a loading dock or fire hydrant will be charged at the rate of $2.00 per 1,000 gallons. 4. In the event a commercial customer is introducing sewage into the sewage system that creates unusual conditions or problems such as excessive oils, greases, or chemicals, the Director shall advise the customer of his options. a. To correct at his own expense the conditions causing the excess. b. To pay a monthly rate to be determined by the Director of Utilities to the City equal to the expense of maintaining and/or treating the ex- cessive waste. 5. Billing Policy Where More Than One User or Building Is Tied On To The Same Meter: It shall be the policy of North Richland Hills to bill each home, homes, duplex, triplex, offices, or any other building where more than one user is tied on to the same meter at the rate of $4.25 per month minimum for the first 267 cu. ft. of water used, plus 63¢ per 100 cu. ft. up to 1337 cu. ft., then 53¢ per 100 cu. ft. thereafter, regardless of the size of the meter, plus $4.25 per month for each customer unit for sewer. 6. Billing Apartment Complexes: It shall be the policy of North Richland Hills to bill all apartment complexes of more than four apartments for 100% of the total occupied apart- ments at the rate of $4.25 for each apartment for the first 267 cu. ft. of water used, plus 63¢ per 100 cu. ft. up to 1337 cu. ft., then 53¢ per 100 cu. ft. thereafter, regardless of the size of the meter, plus $4.25 per month for sewer for each apartment, plus a $10.00 per month service charge. Page 13 R g-?J,-7L1 R 9-23-74 It shall be the responsibility of the apartment owner to furnish a certified statement of number of occupants prior to the 10th day of each month. Failure to present certified statement of occupancy shall result in billing of 100% of available apart- ments. The meter deposit shall be $8.00 per unit or 100% of estimated monthly minimum billing, whichever is larger. 7. Billing Trailer Parks: It shall be the policy of North Richland Hills to bill each trailer park at the rate of $4.25 per trailer per month for the first 267 cu. ft. of water used, plus 63¢ per 100 cu. ft. up to 1337 cu. ft. then 53¢ per 100 cu. ft. thereafter, regard- less of the size of the meter. Each trailer shall be billed $4.25 per month for sewer, plus a $10.00 per month service charge. It shall be the responsi- bility of the mobile home park owner to furnish a certified statement of number of trailers prior to the 10th day of each month. Failure to present certified statement of number of trailers shall result in billing of 100% of available trailer spaces. The meter deposit shall be at least 25% of estimated monthly minimum billing. 8. Any deviation from these rates for any user shall be made by a separate contract approved by the City Council of the City of North Richland Hills. C. BILLING - DELINQUENT PENALTY. All charges for services furnished or rendered by the City Utility Department shall be due and payable within 10 days from the date stamped on the bill at the office of the Utility Department in the City Hall. D. DISCONTINUANCE OF SERVICE, NOTICE; RECONNECT ION FEE. Service to any customer will be discontinued after written notice within four (4) days from the date of any bill containing an arrears balance. Where service has been discontinued for failure to pay for service rendered, a charge of Five Dollars ($5.00) shall be made for each meter disconnected before such service shall be restored. E. TRANSFER FEE. A transfer fee of $5.00 shall be made for transfer of service from one location to another within the City. F. RETURN CHECK FEE. All return checks require a handling charge. This fee will be posted in the Utility Department. Page 14 SECTION IV CHARGES AND DEPOSITS FOR CONNECTIONS TO EXISTING MAINS AND LATERALS A. WATER SERVICE. 1. All applicants for water service will be required to make a meter deposit (payment security deposit) for each water service connection, such deposit to remain with the City throughout the term of the service contract. The amount of the deposit shall be determined as follows: a. For residential customers who have not pre- viously been eligible for discontinuance under preceeding Section III D, the deposit shall be $20.00 plus non refundable service charge of $3.00. b. For commercial customers, the deposit shall be calculated by the Director of Utilities to equal the multiple of $5.00 nearest the esti- mated average monthly billing for the particular type of customer involved, but in no case less than $20.00 plus $3.00 service charge. c. A building contractor shall place a meter deposit of $20.00 for each standard service requested, plus $3.00 service charge, or may place a floating meter deposit of seventy five dollars ($75.00), which shall be applicable to all services in his name at a given time. The contractor shall be liable for all charges for water used until occupant makes deposit. A three dollar ($3.00) service charge shall apply to each meter. d. An applicant for service from a fire hydrant where water is placed in a tank truck or other container shall place a meter deposit of two hundred dollars ($200.00). The deposit will be refunded, or in event a balance is due, applied against the final bill for services required upon termination of the contract. The City will not pay interest on meter deposit funds. 2. In locations where a complete Service Connection, including tap, service line, curb stop, meter, and box were paid for or installed by a developer or other prior single customer, no charges are made Page 15 R q-?<-7/J other than the meter deposit (above) and the regular monthly service charges as set forth in Section III. 3. At locations where only a partial connection has been previously paid for or installed, including only the tap, service line or curb stop and setter, the applicant for service shall pay (in addition to the meter deposit) the cost of completing the Ser- vice Connection with meter and box, which costs are non refundable. For all services 3/4" through 6", an estimate of the cost for the connection will be provided by the City and a deposit of the estimated amount will be re- quired before work is started on the installation of such connection. Should the final cost of the work exceed the amount of the deposit, a statement showing the amount of the excess will be immediately furnished to the person having made the deposit, and this amount will be due before water service is actually begun. Should the final cost be less than the amount of the estimate or deposit, a refund of over payment will be immediately made to the person from whom the deposit was received. 4. At locations where no part of the Service Connection is existing, or previously paid for, but a Distri- bution Main is existing adjacent to the property to be served, the non-refundable Connection Charge shall be quoted by the City at the time of installation. This is in addition to the meter deposit. Should the Service Line required be longer than 50 feet, or should the customer desire larger service, an esti- mate of the cost for the connection will be provided Page 16 R C¡-?3-71' by the City, and a deposit of the estimated amount will be required before work is started on the installation of such connection. Should the final cost of the work exceed the amount of the deposit, a statement showing the amount of the excess will be immediately furnished to the person having made the deposit, and this amount will be due before water service is actually begun. Should the final cost be less than the amount of the estimate or deposit, a refund of overpayment will be immedi- ately made to the person from whom the deposit was received. Where applicable there shall be added the cost of street repairs as follows: A minimum street cut of $100.00 shall be deposited at the time water service is requested and before service is started on installation of such connection. Should the final cost of the work exceed the amount of the deposit, a statement showing the amount of the excess will be immediately furnished to the person having made the deposit, and this amount will be due before water service is actually begun. Should the final cost be less than the amount of the deposit or estimate, a refund of overpayment will be immedi- ately made to the person from whom the deposit was received. 5. Where a single customer desires to increase the size of his existing Service Connection, the City shall determine the charges for the larger Service Connec- tion, and shall apply a credit against the charges for the larger connection equal to 75% of the cost of the existing meter. 6. Extension of the service piping from the City's meter and curb stop shall be accomplished by the customer at his expense; however, such installation shall be in accordance with the applicable ordinances of the City. B. SEWER SERVICE. 1. Applicants for sewer service who also have posted the $20.00 meter deposit for water service to the same location are not required to post a separate deposit for sewer service; however, if the appli- cant receives sewer service only, or for any other reason, has not posted the water meter deposit, then they will be required to make a sewer service pay- ment security deposit, in the amount of Twenty Page 17 R Q-?')-711 Dollars ($20.00) for each such sewer service connec- tion, which will remain on deposit with the City throughout the term of the service contract. The deposit will be refunded, or in the event a balance is due, applied against the final bill for services rendered, upon termination of the contract. The City will not pay interest on such deposit funds. 2. Where the furnishing of sewer service by the City does not require the extension of Lateral Sewers or other Sewer Mains as defined under Point of Service to serve a new single customer, the charge for the right to connect to the system shall be Two Hundred, Fifty Five Dollars ($255.00). Where applicable there shall be added the cost of street repairs as follows: A minimum street cut of $100.00 shall be deposited at the time water service is requested and before service is started on installation of such connection. Should the final cost of the work exceed the amount of the deposit, a statement showing the amount of the excess will be immediately furnished to the person having made the deposit, and this amount will be due before water service is actually begun. Should the final cost be less than the amount of the deposit or estimate, a refund of overpayment will be immedi- ately made to the person from whom the deposit was received. Each single customer shall be responsible for paying the cost of tapping the sewer main or lateral. The City shall be responsible for accomplishing the tapping of the Sewer Main or Lateral and installation of the required tapping saddle and service sewer. Such work shall not be performed until the City has received payment in full for this connection charge. 3. No permits for septic tanks will be issued until the person so desiring shall first have a perculation test run and deliver such tests, along with the construction plans for the septic system, to the County Health Department. Only after review and approval in writing will a building permit be issued. Page 18 R (1-:/<-7 ¡1 SECTION V SYSTEM EXTENSIONS TO SERVE SINGLE CUSTOMERS OR GROUPS OF INDEPENDENT SINGLE CUSTOMERS A. GENERAL . This section shall apply only to Single Customers or groups of Independent Single Customers requiring system extensions to satisfy the requirements of Point of Ser- vice for connection to the City's water or sewerage systems, and it shall specifically exclude extensions for Subdivisions which are covered in Section VI. Extensions of the City's water or sewerage systems or both under the provisions of this section of the poli- cies which is in addition to the extensions required for Point of Service, shall be at the discretion of the Director of Utilities, subject to approval by the City Manager, but, in any event, the entire costs of the extensions in excess of Point of Service allowances shall be paid by the customers whose service lines are directly connected to the extensions. B. METHOD OF PROCEDURE. Where one or more Single Customer desires that the City extend either its water or sewerage systems, or both, beyond the amounts specified to satisfy the requirements for Point of Service for their property, they shall make their request to the City in writing, stating the lot and block number, name of subdivision and street address of the property to be served and the type or types of service required. Each request shall be signed by all property owners initially requesting service and their signatures shall be identified with the property they desire to be served. Upon receipt of such request, the City Manager will in- struct the City's Engineer(s) or Director of Utilities to prepare an estimate of the cost of the extensions beyond the Point of Service which shall include actual construction cost plus an allowance of ten percent (10%) Page 19 R 0-2<-711 water main extension including all appurtenances, water service connections, and service sewers, shall first be determined, to which is added 10% for the group of participants total extension cost. 2. The participants total extension cost shall be proportioned to the individual single customers by a combined relationship of individuals "Front Footage" as well as distance from prior termi- nation of system as follows: a. The distance from prior termination of system to the proposed service connection location shall be determined for each participant and all these distances shall be added together. b. The Front Footage length of all participants shall be added together. c. The combined total of a & b above shall be divided into the individual totals of distance from prior system plus front footage, thus providing the factor which when multiplied by the group of participants total extension costs gives the individual's share. 3. In addition to extension costs thus determined, the customers shall also pay the Connection Charges and meter deposits as provided in Section IV and provide their own sewer service line and/or water connection to the meter. D. SUBSEQUENT CONNECTIONS TO EXTENSIONS PAID FOR BY SINGLE CUSTOMERS OR GROUPS OF SINGLE CUSTOMERS. When intermediate customers between the last previous Point of Service and the extended Point of Service re- quest and pay the standard Connection Charges plus extension charges, the City will refund to the initial customers who paid for the extension, the pro-rata sum that the front footage of the intermediate customers property bears to the total feet of the extension until the full amount advanced to the City for the extension Page 21 R Q-?3-711 R Jan 28'74 copy of the actual construction staking field notes shall be furnished to the City's Engineer(s). The Director or Inspector shall inspect the work and review the partial and final pay esti- mates to the contractor as prepared by the Developer's Engineer. After pay estimates have been agreed upon by the Inspector and the Con- tractor, they shall be transmitted to the City's Engineer(s) for checking. The City's Engineer(s) shall check all pay esti- mates and after they are in order, shall trans- mit them to the City Manager with recommendation for payment or corrections as noted. After final completion of the work to the satis- faction of the Inspector and City Engineer(s), the City Manager shall issue a statement of acceptance of the facilities for ownership and operation by the City to the Developer. C. EVALUATED PRICES. When the City participates in the cost of facilities for oversizing or for any other reason, separate bid items shall be set up to reflect the cost to the City when such separate items can be feasibly determined. In the absence of such specific bid prices, the price shall be deter- mined by using a current bid price or city engineer's estimated price. D. DEVELOPER PAYMENTS. When any extension or improvement to the water and/or sewerage system is to be installed under Contract be- tween the City and a contractor, the cost of which is to be paid wholly or partially by a Developer, the contractor shall not be authorized to commence work until after the City has received the full amount due from the Developer, either in cash to be placed in escrow or by irrevocable commercial letter of credit from a bank or other lending agency acceptable to the City, the conditions of such letter to be included in the City-Developer Agreement and of form approved by the City Attorney. Page 26 maintenance and operation of the system. These valves shall be "Mueller", or approved equal. 3. Standard three-way, improved type, dry head fire hydrants constructed to provide a minimum of three (3') feet of cover over the connecting main shall be installed at locations such that all areas of development are located within a five hundred foot (500') radius from a fire hydrant. These hydrants shall be "Mueller", or approved equal. 4. All fire hydrants shall be served by a six inch (6") or larger Supply or Distribution Main. 5. Four inch (4") Distribution Mains shall be cast iron pipe and it shall not be used to serve more than twenty (20) Standard 3/4" Service Connections of ten (10) Double 3/4" Service Connections and no 4" Distribution Mains shall exceed one thou- sand feet (1,000') in length between direct connec- tions to larger mains. 6. Mains Six inches (6") and larger shall be cast iron or asbestos cement in accordance with the Standard Specifications. 7. All Supply Mains and Distribution Mains installed within a Developer's platted and filed area of development must extend to the borders of his development as required for future extension of the City's system, regardless of whether or not such extensions are required for service within the area of development. All con- struction will be inspected by the City's designated Inspector. ,5. The construction of sewage lift or pumping stations or separate treatment facilities will not be per- mitted unless the costs of constructing such lift stations or separate facilities is at least thirty (30%) percent less than the costs of constructing an adequate Outfall or Approach Sewer to serve the area. All estimates of costs for this determination shall be by the City's Engineer(s). 6. In such cases where sewage lift stations or separate treatment facilities are permitted, they shall be designed by the City's Engineer(s) and constructed under contracts awarded by and in the name of the City. The construction costs of such facilities plus ten (10%) percent shall be deposited with the City by the Developer or person requiring the facilities, prior to commencing construction. 7. Gravity flow sewer pipe of sizes twelve (12") inches and smaller shall be vitrified clay pipe conforming to A.S.T.M. Specification C 26-60T for standard strength and C 278-60T for extra strength. Extra strength pipe shall be used where trench depths exceed eighteen (18') feet and at such other locations as determined necessary by the City's Engineer(s). Joints for vitrified clay pipe shall be factory made joints conforming to A.S.T.M. Specification C 425-60T, Type III, as manufactured under the trade name of "Delta Seal". In dry trench conditions and at special connections, joints may be made using Atlas JC 60 after proper priming with Atlas 60 primer. Gravity flow sewer pipe of size twelve (12") inches and smaller shall be unplasticized polyvinyl chloride (PVC) Plastic Gravity Sewer Pipe with integral wall bell and spigot joints for the conveyánce of domestic sewage. Pipe and fittings shall meet the strength requirements of ASTM specification D 3034, SDR 35. (SDR is arrived at by dividing the pipe o.d. by wall thickness.) Joints for the PVC pipe and fittings shall be compres- sion rubber gasket joints. The bell shall consist of an integral wall section stiffened with two PVC retainer rings which securely lock the solid cross section rubber ring into position. Fittings and accessories shall be manufactured and furnished by the pipe supplier or approved equal and have bell and/or spigot configur- ation identical to that of the pipe. Minimum pipe stiffness at 5% deflection shall be 46 for all sizes when calculated in accordance with ASTM D-24l2. Gravity flow sewer pipe of sizes fifteen (15") inches and larger shall be vitrified clay pipe as stated above or under suitable conditions as approved by the City's Engineer(s) other types of pipes may be used as determined by the individual conditions. 9. Service Sewers and House Sewers from the Lateral Sewer to the clean-out located immediately outside the build- ing where service is provided shall be vitrified clay with "Delta-Seal" joints or may be cast iron soil pipe. The Service Sewer and the House Sewer shall be tested with an exfiltration test as an indication of its ability to climinate infiltration. The test shall be made by a plumber or the person installing said sewer and shall be completed prior to placing of backfill or blinding material on the pipe. The test shall be made by placing a water tight plug in a test tee until the water reaches the level of the rim of the clean- out stack. If any leak is detected during a period of thirty (30) minutes, the defective portion of the sewer shall be removed and replaced with sound material and the exfiltration test repeated until the total instal- lation is found to be tight. No cement shall be used for the purpose of repairing a defective joint. Repairs may be made by using Atlas JC 60 hot poured joint com- pound and encasing the repair with a minimum thickness of four (4") inches of five (5) sack concrete. The encasement shall completely encircle the pipe for a length of at least twelve (12") inches on either side of the point of leakage. 10. No connection shall be made to the City's sewerage system which will permit the entrance of surface water from roof, street or other type drains. No connection shall be made to the City's system which will permit the entrance of waste of other than Domestic Sewage characteristics, without specific written agreement with the City. Page 33 ll. The fOllowing design practices shall be considered as generally applicable, but they may be modified by concurrence of City's Engineer(s) and Director in specific cases where they are impractical. No sewers other than Service Sewers and House Sewers shall be less than six (6") inches in diameter. Service Sewers and House Sewers shall not be less than four (4") inches in diameter and shall approach the "Lateral Sewer" on at least a one (1%) percent grade. All Lateral and Approach Sewers shall be designed with hydraulic slopes sufficient to give mean velocities, when flowing full or half-full of not less than two (2.0') feet per second based on Kutter's or Manning's formula using an "nil valve of 0.013. Grades which will produce velocities in excess of five (5') feet per second shall be avoided. Sewers shall be laid in straight alignment wherever possible. Where horizontal curvature must be used, the smallest radius shall be one hundred (100') feet. Manholes shall be constructed at all changes in alignment, grade or size of sewer intersection of other sewers except Service Sewers and at the ends of all sewer lines that will be extended. Inter- secting sewers shall enter the manholes at the crown line or top of the intersected or main sewer and the inverts of all manholes shall be formed concave to fit the connecting sewer pipes. Page 34 4. Materials Specifications. Item Water Distribution System 4.1 Copper Pipe shall be cold drawn seamless pipe and it shall con- form with A.S.T.M. Class "All Specification and U.S. Government Type "K" Specifi- cation and U.S. Government Type "K" Specifications WW-T-799. 4.2 Cast Iron Pipe in sizes smaller than 3" nominal 100. shall con- form to AWWA C112-65 and in sizes 3" 1.0. and larger shall conform to AWWA CI06-62 or CI08-62 as further clarified or excepted herein. All Cast Iron Pipe shall have standard thickness cement mortar lining in accordance with AWWA CI04-64 and shall be coated outside with AWWA standard bituminous coating. Cast Iron Pipe may be manufactured with metal having tensil strength of 18,000 p.s.i. and modulus of rupture of 40,000 p.s.i. or the pipe may be man- ufactured of metal having a tensil strength of 21,000 p.s.i. and modulus of rup- ture of 45,000 p.s.i.. Thickness of the pipe shall be not less than is required for an internal working pressure of 150 p.s.i. and for installation with 3~ ft. of cover in trench condition "A", flat bottom trench with un-tamped backfill, computed in accordance with A.S.A. I. 0.35 0.35 0.38 0.41 0.44 0.51 0.54 0.58 Cast iron pipe joints shall conform to AWWA CIII-64 and may be either "Mechanical Joint" or "Push On" type at Contractor's option unless specifically stated other- wise in the Special Provisions. 4.3 Asbestos Cement Pipe shall conform to AWWA C400-64T as herein excepted or further clarified. An affidavit of compliance shall be furnished in accordance with Section 5 of AWWA standard. Pipe class shall be for a working pressure not less than 200 p.s.i. for 6" pipe and be in standard 10 ft. or 13 ft. lengths. 8" and larger pipe shall be for a working pressure not less than 150 p.s.i. and be in standard 13 ft. lengths with 10% permissible shorter random lengths allowed as per AWWA standards. Asbestos-cement pipe couplings shall include an asbestos-cement sleeve, of the same composition as the pipe, and two rubber rings. The couplings shall be machined so as to insure a tight joint with the pipe. The rubber rings used to seal the joints shall conform to the requirements of the latest revision of ASTM D 1869. Page 63 R Jan 28'74 Item Sewer Pipes and Structures Deep cut service connections shall be constructed as shown on the plans and at locations as designated. Wyes for service connections shall be installed where shown on the plans or where directed. Service connections are further covered in detail under separate standard specification item. 5.4 Trench Spans - Pipe Crossing Trenches: Where existing sewer mains or laterals are crossed, they shall be replaced by a section of cast iron pipe of the proper size and constructed in accordance with details as shown on the plans, or as may be directed. In the event lines of other utilities, pipeline companies, etc., are crossed, the Contractor shall notify such parties in advance of construction and the Contractor shall be responsible for avoiding any damage to such other lines. 6. Sewer Structures. 6.1 Concrete Work: Concrete work shall conform to the plan and to the applicable portions of separate items, "Concrete, Materials and Mixing" and "Reinforcing Steel" herein. 6.2 Concrete Cradles: Where called for on the plans or when ordered, concrete cradles of Class "B" concrete shall be con- structed for the full width of the trench bottom and to the sections as detailed on the plans. The pipe shall be set and held to true line and grade by wedges, blocks or other approved method. Pipe that is allowed to become dislodged or floated from the true line and grade shall be replaced to line and grade by the Contractor at his own cost and expense. 6.3 Manholes: Standard Manholes shall be cast in place or pre- cast concrete with cast iron frames and covers as shown on the plans. Foundations of the manholes for the sewers shall be of Class "A" concrete. The foundations shall be included in the unit price bid for manholes. Invert may be formed directly in the concrete of the manhole base; it may consist of half tile laid in the concrete base, or it may be constructed by laying full section sewer pipe straight through the manhole and cutting out the top half after the concrete base is constructed and sufficiently set. Invert channels shall be smooth, accurately shaped and in accor- dance with the plans. Form marks and offsets up to 1" will be permitted on the outside surface of the manhole barrel section. Form marks and offsets up to lj" will be permitted inside of the manhole barrel section. All offsets on the inside surface of the manhole barrel section will be smoothed and plastered so there is no projection or irregularity capable of scratching a worker or catching and holding water or solid materials. Brick work for manholes shall be in accordance with standard practice. All brick in manholes shall receive an outside mortar coating of lj-inch thickness. The steps shall be staggered horizontally at 12" C-C and vertically spaced at 15" C-C. 6.4 Frames, Covers and Gratings: Frames, covers and gratings shall be of the type and duty shown on the plans. Iron castings shall conform to the Standard Specifications for Gray Iron Cast- ings, A.S.T.M. Specification A-48-4l, Class 20. All castings shall be true to pattern in form and dimensions, free from faults, sponginess, cracks, blowholes and other defects affecting their strength. Gratings and cover shall be standard design of the manufac- turers of this material for the desired use. Bearing surfaces between cast frames, covers and grates shall be machined, fitted together and match-marked to prevent rocking. 6.5 Cleanouts: Cleanouts shall be constructed where shown on the plans. However, prior to backfilling over any service line, the Contractor shall contact the Owner's meter installment service man or other designated representative and obtain his signed statement that he has observed all the services in place and properly marked. Contractor shall furnish such signed statement with his request for final payment on any project. 2. Trenching and Backfill. All service line trenches shall be narrow cut normally 4" wide unless specifically authorized otherwise. All excavated material shall be removed from the site and the trench shall be completely backfilled with sand fill or granular bank run gravel of low shrinkage qualities. Backfill shall be thoroughly com- pacted and any after settlement shall be covered by the Mainten- ance Bond for correction by the Contractor. 3. Materials. Service pipe shall be one inch (1") for Double Service Connections and three-quarter inch (3/4") for Single Service Connections; and shall be Type "K" copper pipe conforming to A.S.T.M. Class "A" Specifications and u.S. Government Specifi- cation WW-T-799. Curb stops shall be installed with each water service connection and shall be Mueller H-15275. Corporation stops shall be Mueller H-15000 with straight coupling nut, no gasket required. Single service connections shall be made with a copper to outside 1.P. Adapter, Mueller H-15425, and a copper meter yoke for a 5/8" x 3/4" meter with lock wing stop and both ends 3/4" inside 1.P. threads, Mueller H-14033. Double Service Connections shall be made with a "U"- Branch with 1" inlet and two 3/4" outlets at 71j" c/c, Mueller H-15364, and with two meter yokes as described above, Mueller H-14033. Copper to copper couplings if needed for splicing shall be Mueller H-15405, Copper to Iron End Connections shall be Mueller Part H-15450 for inside 1.P. thread and Mueller H-15425 for outside 1.P. thread. All material and workmanship shall conform to the appli- cable portions of the Item, "Water Distribution System", as contained in these specifications.
