AN ORDINANCE OF THE CITY OF NORTH RICHLAND HILLS, TEXAS,
AMENDING CHAPTER 74, ARTICLE II, OF THE CITY CODE OF
ORDINANCES TO INCREASE THE PERCENTAGE OF THE RESIDENCE
HOMESTEAD EXEMPTION FROM CITY AD VALOREM TAXES TO
TWENTY PERCENT (20%), AS AUTHORIZED BY SECTION 11.13(N) OF
THE TEXAS PROPERTY TAX CODE; PROVIDING THAT THIS
ORDINANCE SHALL BE CUMULATIVE OF ALL ORDINANCES AND
REPEAL OF CONFLICTING PROVISIONS; PROVIDING A SAVINGS
CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR
PUBLICATION; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, Section 11.13(n) of the Texas Property Tax Code authorizes the City
Council to adopt an exemption from taxation of a percentage of the
appraised value of the residence homestead; and
WHEREAS, the homestead exemption shall be adopted before July 1st; and
WHEREAS, the City of North Richland Hills desires to increase the current residential
homestead exemption of fifteen percent (15%) by five percent (5%) for a
total exemption of twenty percent (20%), in order to provide additional tax
relief to North Richland Hills homeowners; and
WHEREAS, the residential homestead exemption will reduce the taxable value of a
homestead by the greater of either the adopted percent exemption or
$5,000;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
NORTH RICHLAND HILLS, TEXAS, THAT:
SECTION 1: The above findings are hereby found to be true and correct and are
incorporated in their entirety into this ordinance as if written herein.
SECTION 2: Chapter 74, Article II, Section 74-33 shall be amended to read as follows:
Sec. 74-33. — Residence homestead exemption — Standard.
In addition to any other exemptions provided by this article, the owner of
a residence homestead who makes application therefor shall be entitled
to an exemption from city ad valorem taxation of the greater of$5,000.00
or twenty percent (20%) of the appraised value thereof.

SECTION 3: This exemption shall be effective for the tax year beginning January 1,
2022.
SECTION 4: All other provisions of the Code of Ordinances not modified herein shall
remain unchanged and in full force and effect.
SECTION 5: This Ordinance shall be cumulative of all provisions of the Code of
Ordinances of the City of North Richland Hills, except where the provisions
of this Ordinance are in direct conflict with the provisions of such ordinances
and such Code, in which event conflicting provisions of such ordinances and
such Code are hereby repealed.
SECTION 6: All rights and remedies of the City of North Richland Hills are expressly
saved as to any and all violations of the provisions of any ordinances in
the Code of Ordinances of the City of North Richland Hills that have
accrued at the time of the effective date of this Ordinance; and, as to such
accrued violations and all pending litigation, both civil and criminal,
whether pending in court or not, under such ordinances, same shall not
be affected by this Ordinance but may be prosecuted until final disposition
by the courts.
SECTION 7: It is hereby declared to be the intention of the City Council that the
phrases, clauses,sentences, paragraphs and sections of this ordinance
are severable, and if any phrase, clause, sentence, paragraph or section
of this ordinance shall be declared unconstitutional by the valid judgment
or decree of any court of competent jurisdiction, such unconstitutionality
shall not affect any of the remaining phrases, clauses, sentences,
paragraphs and sections of this ordinance, since the same would have
been enacted by the City Council without the incorporation in this
ordinance of any such unconstitutional phrase, clause, sentence,
paragraph or section.
SECTION 8: The City Secretary is hereby directed to publish this Ordinance in
accordance with applicable law.
SECTION 9: This Ordinance shall become effective upon its passage.
AND IT IS SO ORDAINED.
