GENERAL DESCRIPTION:
The City Secretary's Office prepares action minutes for each Sign Review Board
meeting. The minutes for the previous meeting are placed on the agenda for review

Chair Trevino called on Planning Director Clayton Comstock to present the item.
Mr. Comstock informed the Board the applicant is requesting a permit for nonconformity
to Chapter 106 (Signs) of the North Richland Hills Code of Ordinances. The applicant is
requesting to convert an existing billboard sign to a digital billboard sign at 7702 NE Loop
820.
Applicant Beau Burkett, Austin, Texas informed the Board Burkett Media is requesting to
replace the current sign with digital signage on both sides and to increase the height to
75 feet. Burkett Media has committed to all upgrades requested by the city. There are
also open to and will bear the cost of including a logo on the area of the sign where the
catwalk is exposed.
Board, applicant and staff discussed mascots of the three high schools for the sign
opening exposing the catwalk, applicant's detailed landscaping plans for this site, utility
poles, landscape and landscape maintenance at 8650 Airport Freeway.
Mr. Comstock provided a summary of the request and reviewed the Sign Code Standards
as well as proposed billboard signage, support structure, sign height comparisons and
landscaping standards. In 2011, the Texas Department of Transportation (TxDOT)
designated the City of North Richland Hills a Certified City and the city may exercise
control over commercial signs within the city limits. Mr. Comstock stated that the Sign
Review Board approves billboard conversion or replacement. TxDOT approval is not
required.
Mr. Comstock presented item C.3 with item C.2, which is to modify previously approved
landscaping requirements at the March 28, 2022 Sign Review Board meeting for 8650
Airport Freeway.

SUBJECT: SRB22-0004 Public hearing and consideration of a request from
Center Point Church for a variance to Chapter 106 (Signs) of the
North Richland Hills Code of Ordinances at 7804 Mid-Cities
Boulevard, being 8.489 acres described as Lot 1, Block 1, Center
Point Addition.

SUMMARY:
Center Point Church is requesting a variance to Chapter 106 (Signs)of the North Richland
Hills Code of Ordinances. The site is located at 7804 Mid-Cities Boulevard. The applicant
is requesting a variance from the size standards for monument signs.
GENERAL DESCRIPTION:
The site is located at the southwest corner of Mid-Cities Boulevard and Smithfield Road.
The property has frontage on these streets as well as Abbott Avenue on the west. The
site is currently developed with a 23,570-square-foot church building and associated
parking, landscaping, and other site improvements, primarily on the western portion of
the site. A site plan was approved in September 2020 for future development of the
remaining portion of the site, including a 27,000-square-foot building and additional
parking.
In May 2022, the owner applied for a sign permit to construct a new monument sign at
the southwest corner of Mid-Cities Boulevard and Smithfield Road. As part of the plan
review, it was noted that the sign structure and message area were larger than permitted
by the sign regulations. The owner considered modifications to the size in order to comply
with the standards. However, the owner ultimately decided to seek a variance to allow the
sign as proposed.
The variance application and supporting materials are attached. The materials include a
copy of the application explaining the reasoning for the variance request and other
relevant documents. An analysis of the request and relevant codes is below.
ANALYSIS
The variance request is related to standards for monument signs, which are contained in
.Sect.ii, ,it,,,,,,,,11,0 6,,,,,,,,11,,E„(q„), of the sign regulations.
The sign would be constructed at the southwest corner of Mid-Cities Boulevard and
Smithfield Road. The sign structure size is 108 square feet, which is 33 square feet larger

than the maximum allowed size of 75 square feet. The structure measures 18 feet wide
and six (6) feet tall. The sign message area is 64.6 square feet, which is 14.6 square feet
larger than the maximum allowed size of 50 square feet. The sign would have a curved
design, with the sign face oriented towards street intersection. The sign face would be
viewable from westbound traffic on Mid-Cities Boulevard and southbound traffic on
Smithfield Road.
The exhibits below show the design and the location of the sign on the lot. In addition, the
table below compares the relevant sign standards with the compliance status of the
proposed sign.

The request is being processed as a variance application, which would waive certain sign
standards for the property. The Board may include appropriate conditions as part of the
approval of a variance request. The affirmative vote of four Board members is required to
approve a variance.

A public hearing is required for consideration of a request for variance. Notice of the public
hearing was published in the newspaper and mailed to all owners of real property within
200 feet of the site.
OPTIONS FOR BOARD CONSIDERATION
The Sign Review Board has the following options on this application.
1. Approve the variance as presented. This action would approve variances to the
size standards for monument signs and allow the sign to be constructed as
presented.
2. Approve the variance with conditions. This action would approve variances to the
size standards for monument signs, subject to the owner making modifications to
its size, location, or design as directed by the Board.
3. Deny the variance. This action would require the sign to be built in compliance with
monument sign size standards.
RECOMMENDATION:
Approve SRB22-0004.

Sec. 106-13: Sign Height,Area, Construction, and Placement Standards
Our request is for an increase in the size of a slightly curved stone monument sign to 108 sf, approximately

regulations.
The church property spans almost 9 acres with more than half of the acreage on the corner of Mid-Cities and Smithfield.
A smaller sign would be somewhat lost and swallowed by the size of the property.
Second,the slight curvature of the proposed sign is much more suitable for visibility by automobiles at the 4-sided intersection
at this location.A smaller size of 75 sf is not ideal in allowing for the curved appearance and may limit visibility.
Third, respectfully,the monument sign 1/2 mile north owned by Gateway Church serves as precedence. It is V-shaped and
measures near 126 sf and located at Davis and Rumfield. In addition,the monument sign for Legacy Church on Mid-Cities is
126 sf(23 width x 5.5 height plus a 12 ft tower).And the monument sign for Walgreens at Davis @ Mid-Cites is 112 sf(12 ft
Fourth, our proposed sign (without size)is shown on the architectural plans for the future construction of additional facilities at
Center Point which have been approved.
