CALL TO ORDER Director Stefanie Martinez called the meeting to order on Wednesday,October 27,2021 at 09:05 a.m. ROLL CALL Present: Suzy Compton Council Member Stefanie Martinez Director,Neighborhood Services Jay Sabatucci Executive Director,TACA Absent: Dr.Russell Johnson,DVM Veterinarian Staff: Keane Menefee Animal Services Manager B.1 CITIZEN PRESENTATION An opportunity for citizens to address the Animal Adoption and Rescue Center Advisory Board on matters which are not scheduled for consideration by the Animal Adoption and Rescue Center Advisory Board or another City Board or Commission at a later date.In order to address the Animal Adoption and Rescue Center Advisory Board during citizen's presentation,a Public Meeting Appearance Card must be completed and presented to the recording secretary prior to the start of the Animal Adoption and Rescue Center Advisory Board meeting. No citizens present for citizen presentation to the Animal Adoption and Rescue Center Advisory Committee. B.2. Committee member Jay Sabatucci moved to approve the minutes for the September 22,2021 Animal Adoption&Rescue Center Advisory Committee meeting. Councilmember Suzy Compton seconded the motion. Motion to approve carried 3 -0. Current Animal Services Division staffing vacancies. 1) Vacancies- 1 P/T kennel tech positions a. E. PRESENTATION/DISCUSSION ITEMS E.1. Consideration and recommendation from Advisory Committee for providing pet microchipping for owner reclaims and public walk-ins. Discussion: Staff presented to the Advisory Committee the challenges of reuniting lost pets with their owners due to lack of identification. Roughly a third of impounded dogs and only 1%of impounded cats have some form of identification at the time of impound. Current City ordinances requires that animals adopted from the AARC be microchipped prior to release. Animals that are reclaimed or quarantined are not required to be microchipped upon redemption by their owner. Stray dogs/cats w/ID at the time of impound during FY21: • Total Stray Dogs: 427 o Total Stray Dogs with ID: 142 or 33% • Total Stray Cats: 432 o Stray Cats w/ID: 6 or 0.01% There are no low-cost microchip clinics offered by Animal Services to the general public. Staff presented information on 13 area DFW animal shelters that provide low-cost microchips to the public and the costs for these services. Polled 13 local DFW shelters:Average Cost:$16.31 • Arlington: $20.00 • Collin County Animal Services: $20.00 • Dallas: $10 • Fort Worth: $12 • Garland: $25.00 • Grand Prairie: $15.00 • HSNT: $15.00 • Hurst: $20.00 NORTH KICHLAND HILLS CITY OF NORTH RICHLAND HILLS ANIMAL ADOPTION AND RESCUE CENTER ADVISORY COMMITTEE MINUTES 7301 IRON HORSE BLVD NORTH RICHLAND HILLS, TX 76180 RICHLAND HILLS, TX 76180 WEDNESDAY, OCTOBER 27, 2021 • Irving: $10 • Keller: $15.00 • Plano: $15.00 • SPCA of Texas: $15.00 • Watauga: $20.00 o Average: $16.31 Staff presented 2 possibilities for the Advisory Committee to consider: • The first consideration is to offer owners reclaiming their animals to either purchase a microchip or substitute one-day boarding cost with the implantation of a microchip. • The second consideration would be to offer low cost microchipping to the public. Staff proposed that one-daya week,between the hours of LOAM-12PM,citizens could bringtheir animal to the AARC to be microchipped,prior to the Center opening at noon. Committee Action: The Advisory Committee recommended that Animal Services offer microchips to owners reclaiming their animals for either$15.00 or in lieu of one-day boarding costs. They also recommended that Animal Services offer the general public the opportunity to visit the AARC one day a week to have their pet's microchipped for the cost of$15.00/microchip. Director Martinez advised the Committee that an IOC would be prepared and sent to the City Manager's Office for final review and discussion. G.
