JANUARY 25. 1960
The regular council meeting of the North Richland Hills oity
council was held January 25, 1960, at the Civic Center, Pipe
Line road ad Morgc'n Ciro~e, and was called to order at 7:50
P.M. with the Mayor and ~ouncilmen Zellers, Kowe, Franklim.
Graner and Kutilek present.
Minutes of the last regular meeting were read and approved 8,S
was the audit for the mont~ of December.
Mr. Kutilek read to the council a le-vter from 11''11'. Brantley Pringle,
Att;orney for a group of six m.edical doctors who propose to acquire
aifuur acre tract of land out of the O.H. Galloway property, with the
intention of errecting a medical hospotal. The cost of which is
estimated at approximately $350,000.00. At the present the prOpErty
is zoned as class "A" residential. Mr. Pringle requested this be changed
to class "e".
Mr. Franklin moved that the zoning change be græt;ed with the stipulation
that the descirlbed property be ulted only as a hospital site. At this
poin't, Mr. Gral er stated that to his lmowledge. the Richland Hills M
Methodist Church haà not been informed of the intended Hospmtal,
and since it would he so neat th,;1r properl;y, it was his opinmon that
they should be consu18ed before ,the takrn60f action be Council.
Inview of thi3. Mr. Franklin withdrew his motion. Mr. Zellers and
Mr. Graner to meet with the Church officials and report the outcome
of their meetinE 'to the Mayor.
:M1'. Graner then brought to the attention of the council the maGter of
the $60.00 a month bebg paid to Mr. Walter Smith as pound master.
The Council bein{; in agreement that Mr. Smith had been émployed on a
temporary basis originally. and the date of termination of his employ~
mant passed some time back. in view of this. Mr. Zellers moved that 1~.
Smith be droped from the payroll effective the 31st. day of January.
The Mayor bebg given the authority to secure a pound master whose fee
will be based on the actual dog pick-ups made. Mr. Graner seconded the
mol:;ion which fa ssed unaminously.
After some general discusion on the Texas Mu.."1icipal League. it was
pointed out by the City Attorney. that the City had declined to '
enter as a member of this League some time ago. In view of the aid and
services rendered by the League to all cities, M1'. Christopher stated
it was his belief that' the City should check the possiabilities of
reentering the League. The yearly dues are $113.00. Mayor Perry ~~d thè
council mem bel's being in aGreement with this. the Mayor will check
into the mattero

Mr. Zellers moved that in view of the fe.ct 'that the number of City
employees has grown somewhat in size. tha City Secretary should be
authorized to make the necessary arrangements for setting up a
system whereby with-holding tax will be deducted from their salaries.
Mr. Graner seconded the motion. Motion carried unaminously.
Mr. Graner moved that the petty cash in the' City Offioe b, replenished
up to $25.00. Mr. Zellers seconded the motion, which passed
unaminously.
Mr. Knowlto. reported he had completed his approval as city engineer,
on the first filing o~ the Haltom Ranchland Addition.Mr. Kutilek
moved that the plat be approved. Mr. Rowe seconded the motion.
Motion oarried.
Mr. D .G. Stout,. of 8000 Lazy Lane, ask the council for aid in his
efforts to determain'" the responiable party or parties in the
damaged condition in which some fifty feet of Lazy Lane has been
left. He stated that some contractor left the street L~ the poor
condition after building three houses in the area. MII¥0r Perry
assured Mr. gtout that there would be a check made on the situa-
tion, and he 'would be informed as to the findings. Also the City
would do wha~ was necessary towards getting the oontractor to
repair the stree~.
Mr. Trice. speaking for the Haltom eity water authority, addressed
the Council. Members of the wàter authority board present were:
Mr. Trice, Mr. Crosby,. Mr. Haralson and Mr. Bock.
Mr. Tl!Ìce outlined a program by which the Haltom City water Autho-
rity is attempting to obtain water from Grapevine Lake. This wats-
WQuld be available to not only Haltom City,. but to the ajoining
municipalitues as well. The water authority board feels it has
reached the point in it's efforts whereby a court action is
necessary. In their checking on this, they find that the expense
is going to be considerable. Therefore, Mr. Trice and the Board
asked that the 6ities to be benifited by the profect aid in this
expense in the amount of $750.00 per City. Haltom City to carry
the remainder of the financial responsibility. According to the.
board findings the estimated cost will be between f've snd ten
thousand dollars.
In the event the bQard is successful in obtaining water. the
Cities having rendered aid in the venture would be assured of
getting water at the same rate as Haltom City. Also,. these Cit,iès
be alloted water on an equel share basis, as long as there was
my water available. The water could be sold to anyone owning the
water ficilities within the City.
Much àiscussion followed. during which ¥r. Trice stated there
would be a contract to the effect of the statements abo..e.
Council would like to see conteacts Rl ci statement of polecy n
before taking any action.

Council then tmaminously passed and approved Ordinance if 57. Acopy
of w1iich is herby attached, whereby certain parts and protions of a.reas and
territories included within annexation ordinances Numbered 39, 40,
44, 45# ~ld 46. were de-Wlllexed from, and sha.ll. from and after the
passage of said ordinance, no longer be a part of the L1.corporated area
of the City of North Richland Hills.
