The regular council I:leeting of thG North Richlarnd Hills city
council Wf'S held ::'c'0ru.e.ry 8, 1960, at the Civic Ccnter, Pihpe
Line Road and lIorgsll \';:i.rcle, and was called to order at 7: 50
P.1T.with the Mayor and Councilmen Zellers, Rowe, Franklin,
Graner and Kutilek present.
Dr. David Pillow was then reconized by Mayor Perry, a..u¿ presented
a set of ple.ns of' the proposed Glenview Hospital. Also a request of
zoning change, for the four acre tracG hospital sica, from it's
present class flA" residential to class "C". -topy of the plat
is hereby attached shovling ¡netes and ':Jounds or tra.ct. 1,fuch
discussion followed as to the size of the Hospital and possitble
parking area. Dr. Pillow stated that there would be aDWle
parking area for the fifty bed hospital. The tentHive start;ing
dete being May 1, 1960, with the possil.ble completion Jan1.lary,196l.
lIr. Franklin moved that the requested zoning cha...'1.ge be granted.
A~. Kutilek seconded oold motion passed ~'1.aminously.

Minutes of the last regular council meeting weré "then rea.d and
approved as was the audit.
Mr. Zellers reported that with the present proposed site of the
hospital, he felt sure there would be no obDections froIJ. the
people of' the lff-ethodist Church.
Dr. !I.C. Allison of Smithfield Callle before the council to request
them to express their feeliugs on the posibility of iJorth RiGhllli\t--...)-
Hills taking Back tha.t p~~tion of Smithfield in the event the
Election being held there on the fifteenth showed that was
what the people wanted. li~ Franklin stated he would be in favor
of taking them back. Council agreed the..1 would wait for ,f\ltMr ~\t.."\.\WV'
developments before expressing ~l opinion.
I.1r. Graner moved that the city enter the maintenance guarantee
bond with the Monroe Calculating Machine Company, whereby that
company would maÍJ.1.'cain service on the adding machb,e at the 6ity
Office. The cost of the bond being $22.00 per year. Mr. Franklin
seiBonded the motion which passed unamL1.ously.
The City Secretary then pointed out that a certain }fiT. Lenu Jones
had paid a ~25.oo publ:i.c hearing fee at the city office for a
zoning change request. Si..."lce that time his property has reverted
to Smithfield and e. public het\ring was never held. The notice
was pub1ished, costing ,w2 .03. In view of this,. Mr. Jones had
requested a refund. 'Mr. Graner moved that the Sity make Mr. Jones
a refund in the amount of $22.97. Mr. Rowe seèónded and mo'tion
passed unaminously.

Mr. Zellers moved that Mr. J. Ray Reeves be granted a refund in

Those voting for: 1Ær. Franklin, Zellers, Rowe and Kutilek. Those
against: Mr. Gr~ler.

Then followed a discus don on the ma.tter of the drab8.c:e situation
on Rufe Snow Dr. in connection with the Haltom Ra...'1chland Add. Ira
action was taken.
Mr. Christopher pointed 01.1t that in his OplrllOn the City should
adopt an ordj~a...'1ce whereby the City would appoint a City Judge.
The intent being to give th. GU;y Inspectors the necessary
ba.cking th<J.t they need in :inforcing the City Ordinances. Council
agreed, and instructed Mr. Chr;i,stopher to prepa.re such an ordinance
for consideration a.t the next \'/ouncil Mee-ting.
There then followed a discussion on the differ ant la.w suits
pending. No a.ction necessary~ none wa.s taken.
Mr. Zellers moved C01J.l'lC i'- a.djourne. Mr. Framklin seconded and
meeting adjourned at 9:.5 P.M.
