HomeMy WebLinkAboutCC 1960-02-22 Minutes ;¡r~~~ CITY OF NORTH RlCHLAND HILLS REGULAR COUNCIL MEETING FEBRUARY 22, 1960 The regular council meeting of North Richland Hills, Texas, mee t at the Civic Center corner of Pipeline Road and Morgan Circle. The said meeting was called to order at 7:50 p.m. by the Mayor Perry with Aldermen Franklin, Graner, Kutilek, Rowe and Zel'ers present. The minutes of the last regular meeting were read, after one correction, werefapproved. The question of a Dog Poundmaster was brought up. The Mayor reported that he had found one elderly, retired man who would pick up dogs for $5.00 per dog. This was the cheapest the Mayor could find. After some discussion, Mr. Kutilek moved that the Mayor contact the man and hire him for a trial period of three months, to pick up dogs at $5.00 per dog, such .og calls must be taken from the city office. The motion was seconded and passed unanimously. Mr. Graner moved that the council ,pprove Ordinance No. 60, annexing certain territory. Mr. Zellers seconded motion which carried unanimously. Said ordinance is hereby attached and made a part of these minutes. Mr. Zellers reported a certain property owner of North Richland Hills, at 6627 Jerrell had a lot of old appliances such as old refrigeraters in his front yard and drive-way, which was unsightly. The Mayor said he had talked to the man on the 15th. the man promised he would have the ref rig- eraters moved inside his garage within thrity days. However, the Mayor pointed out that the man had been operation this repair business over two years, which was before such ordinance prohibidDg such a business was passed. There had been a request for street lights to be placed in the College Hills Addition by Mr. Price, the developer. Also Mr. Price requested 20 Mile Per Hour speed signs be placed in front of the elementary school on Bogart Drive. There had also been a request for a street light at the corner of Colorado Blvd. and Grapevine Hwy. 121 on the north side. Mr. Kutilek moved that the 20 MPH speed signs be placed in front of the school Such signs have already been purchased. Mr. Rowe seconded the motion which carried unanimously. It was pointed out that ordering street lights was an automatic thing, turn it into the Texas Electric Co. as requested. Mr. Christopher notified the Council about the boundary dispute with Hurst. Bedlflrd had, at one time, claimed west of Precinct Line Rd. to the eas. .i'e of Richeaven Add. However, Bedford city ordinances have been proven invalid^~rst had annexed the west and east side of Pricinct Line Rd. Mr. Christopher had talked with Mr. Johnson, City Manager of Hurst. Mr. "hnson wanted to set the boundary line according to the drainage pattern. Both Mr. Christopher and Mr. Knowlton have looked at the topograph on the area and Mr. Christopher felt that it would 'equire North Richland Hills to give up too much. Hurst and Mr. Christopher finally agreed on North Richland Hills relinquishing l500£eet for about 3/4 of a mile, from Bedford Rd. to Hwy. 121, which would make North Richland Hills city limits 2000 feet west of Precinct Line Rd. from Bedford Rd. to Hwy. 121. Then Hurst requested that North Richland Hills relinqush 15 feet west of privinct Line Rd. north on Hwy. 121 indefinitely. Hurst plans to develope that part of Precinct Line Rd. However, Hurst promises not to annex any land west of the projected line (15 feet west of Precinct Line Rd.) and North Richland Hills is not suppose to annex any land land east of said projected line. Mr. Zellers moved to pass the or'inance, Mr. Rowe seconded. There was some dispute as to whether this ¡ould prevent Colleyville and North Richland Hills from emeriing. After much discussion the council asked if Mr. Christopher would re-write the ordinance where-by the city limit line would come up to Precinct Line Rd. north of Hwy 121 or cross said road. In view of this Mr. Zellers ~~^'I.-ed his motion. \.A..) \ +1< Mr. Christopher said that the council owed Dr. H. C. Allison a note of thanks for all the time and work he had put into the petitions to re-annex Smithfield. The Mayor then recognized Mr. Morgan. Mr. Morgan asked if Watauga would de-annex his 160 acres now in Watauga City limits, or if Watauga disolved, would North Richland Hills annex the property. There is one family living on èhe property renting from Mr. Morgan and only 2 qualified voters in said family. Mr. Christopher suggested 881u.t.n with Watauga. No action needed at this time. /¡¡~t-,f..,-", The Mayor recognized Mr. Reconnu. Mr. Reconnu notified the council that the Electrical Board had meet February 9, 1960, and adopted a memorandum which Fort Worth had recently adopted. A copy of the memorandum is hereby made a part of these minutes. After Mr. Reconnu had read the said memorandum and discussion followe~ Mr. Zellers moved to adopt the memorandum and date it February 22, 1960. Mr. Franklin seconded motion which carried unanimously. Mr. Zellers moved to Cldj01iann. Mr. Rowe seconded the motion which carr:idd unanimously. CITY OF NORTH RICHLAND HILLS FEBRUARY 22, 1960 ELECTRICAL INSPECTION MEMORANDUM To: All Electrical COntractors and Sign Contractors 1. When the wiring in old residences only is altered, extended, revised or remodeled, it is requested that the load be figured on the three watts per square foot basis, (Example, in back of the NATIONAL ELECTRIC CODE BOOK, page 481), 1 plug every twenty feet around the walls of each room, not including doors or windows that reach to the floor, (picture windows). On figuring the service: llf the load is over sixty amperes, use 1%" riser and (3) #2 wire; if under sixty ampere load, use sixty ampere wire, (3) #6 and 1" EMT or( conduit, if over 300 square feet, and over 2 circuits.· If the building is under 300 dquare feet and 2 circuits or less, a 2 wire #6 service with 1" EMT or conduit may be used. 2. .. Hereafter all temporary services, over 200-amps, where TESCO transformers are installed temporarily for this specific service, TESCO will furnish all wiring to the meter. This equipment will be installed on TESCO poles and transformer racks at contractor', cost. 3. The Electrical Board interpreted the meaning of Article-220 Paragraph 220-3 (b), National Electrical Code, as meaning that the family room, den, and/or any other room adjoining the kitchen without a full partition between to be a dining area regardless of the lÅ“ation, and in this area the plugs or receptacle circuits are required¡ to be wired in 112 wire, 4 plugs to a circuit.
