HomeMy WebLinkAboutCC 1960-03-28 Minutes CITY OF NORTH RICHLAND HILLS REGULAR COUNCIL MEETING MARCH 28, 1960 The regular council meeting of the North Richland H~lls City Council meeting was held March 28, 1960, at the aivic Center, P'pe Line Road and Morgan Circle, and was called to order at 7:45 P.M. with Mayor Pro-Tem Kutilek acting in the absence of ~or Perry. Councilmen Zellers, Grener# Franklin, Rowe and Kutilek present alone with a large number of guest. Minutes of the 1st regúlaf council meeting were read and approved. The City Secreta~ reported that the four twenty mile an hour signs had been placed at the College Hills school,·and four of the same type signs had been ordered for the Snow Hts, school. Also the 2 roll-away stop signs, as desided upon at the meeting of March 14, 1960. Mr. Graner then asked Mrs. Norman for infromation as to how the library in Richland Hills was set up# and from what Bourse they obtained their books. Mrs. Norman stated that the oity furnished the space, paid the rent and the librarian's salary. She WaS unsure as to where the books were obtained, hut of the opinienthat the County supplied them. The Council still being interested in finding a way to help in the surport of the library. Councilman Zellers then brought up the matter of some $252.00 drawn from the City funds by Mayor Perry. $50.00 ot this Bnount drawn on September 24, 1959# as expense for a trdp to Texarkana, Texas, in connection with the water program. Another $100.00 drawn as _xpense for a trop to Dallas to the Texas Municipal League Convention, September 18, 1959. The remaining $102.00 drawn as car allowance on February 2, 1960. Mr. Zellers pointed out that the Mayor had been asked for an ii1imized Mount on each withdrawal in the meeting of Octoher 12, 1959, and in view of the faot that there had been no statement recieved at the city o1'lce# Mr. GråherJ:moved that the Mayor be instructed to submit suoh a statement and the remaining oash, if any, to the city office by April 11, 1960. Mr. Zellers seconded the motion, which pas sed unaminously. Mr. Zellers moved that in the future all oity council meetings be conducted in accordance with RobertsRule of Order, and to assist in doing this, six copie. of Roberts Rule of Orde~ be ordered to be used by the council members Ell d the Mayor and passed to their sucessors. Mr. GrEll er seconded and motion carried uaaminously. Mev or Pro-Tem Kutilek read to the council a letter from Mr. Dick Knowlton, City Engineer, outlin~ng five different steps prepared by him in an effort to help inform Developers and Contractors of the City's requirements for new subdivisions and to establish the various written agreements necessary for inforcement of Ordinance No. 54 and secure a valid and workable maintenance bond. The·five steps outlined were; 1. Procedure for Obtaining Approval of Planing and Development in North Richland Hills. 2.Developer-City Agreement. 3. Contract. 4. Maintenance Bond. 5. Stm. dard S~eoifications for Street and Drainage Im provements. After much discussion, during which Mr. Christopher stated that he had gone over the papers submite" by Mr. Knowlton and had found the Bond and Contract in order, Mr. Graner moved that the intire Page 2. March 28, 1960. outline of improvements, as submitted by Mr. Knowlton, be excepted for approval. Mr. Franklin seconded, and motion carried unaminously. Mr. Graner, ac~ing as spokesman for Mrs. Mickey Osborneþ City Secietary, advised the Council of her resignation, with regrets. Such to be effective Aprl 6þ 1960.Mrs. Osborne!šsreasons being of a personal nature, Mr. Graner moved that her resignation be axcepted. Mr. Zellers stated that he, with re1uotance, would second the motion. Motion Passed unaminously. Mr. Zellers moved that the City Council adopt a:cresolution to the effect that: The City Council of North Rich1and Hills through this resolution expresses it's gratitude ald appreciation for a job well done to Mrs. Mickey OSborne, during her term as city secretary. Mr. Grm. er moved thatMrs. Laura Ray be hired "åo serve as City Secretary, upon the completion of Mrs. Osborne'tt term. The position to be on an eit;ht hour a day, five day a week basis. The established salary to De $275.00 Monthly. With the one full time 6mployee only, therefore terminatiD8 the office of city clerk. Mr. Zellers seconded the motiæD. Mr. Franklin moved that the previous motion be ta'1Dled until next. council meeting and that llesþ Ulhorne be appointed as tempera:By City secretary until oouncil oan aot. Mr. Rowe seconded. Those in faver; Mr. Franklin and Mr. Ro:we. Those against; Mr. Zellers, Graner and Mayor Pro-Tam Kutilel. Motion did not car~ . ?: A vo~e on the oringinal motion made by Mr. Graner and seconded by Mr. Zellers, was then called. Those in favor; Mr. Grmr, Zellers and Mayor Pro-Tem Kutilek. Those against) Mr. Rowe end Mr. FrEllHin. Motion cArried. Mr. Graner moved that Mrs. Ray he notified as to her appointment ,p d start on March 30th. 1960. Mr. Zellers seconded tDa motion. Those voting for; Mr. Zellers,GrS19r, and Mayor Pro-Tem Kutilek. Those against; Mr. Rowe and Mr. Franklin. Motion Carried. Mr. Zellers moved that the Mrs. ulhorne be notified by the City Seoreta~, that her position as City Clerk will be terminated effeotive April 5, 1960. This action by the council bearing no reflection on Mrs. Ulhome personally, but due to cirouastances. The situstion as it now stands. with two part time employees, not being a aatifactory one. Mr. Graner seconded the motion. The voting being as followes; Councilmen Zellers,Grener, and Mayor Pro-Tem Kutilek voting for. and Councilmen Rowe and Franklin against. Moticm carried. Mr. GrEller moved that the Haltom City State Bankþ as depository for the funds of thii City be advised by the City Secretaryþ that suoh funds shall be withdrawn n*__ At this point Councilman Rowe and Franl1in wf4.lked from the meeting, stating no: reason. Councilman Graner continued with his motion; "* from said depository on the check of this city, signed by anjr two (2) of the following representives of this cityJMayor, Mayor Pro-Temþ or City Se cretary. Mr. Zellers seconded, with the remaining oounoilmen Grll9r and Zellers voting in favor with the motion alone with Mayor Pro-Tem Kuti1ek. ~-- Page 3. March 28, 1960. Dr. H. C. Allieen came before the oouncil with another one half mile petition from Smithfield for consideration. Mayor Pro-Tem announced that with the leaving of Councilmen Rowe and Franl:lin, there was no longer a ~uoremþ therefore they could not act on this request from the people of Smithfield. However there would be a special meetdmg held at the City Office on March 31, 1960þ at 6:30 P.M. for the purpose of honoring these petitions.
