REGULAR COUNCIL MEETING---------APRIL 25, 1960.
The City Council of North Richland Hills, Texas held a regular Council meeting
at the Civic League Building, Pipe Line Road and Morgan Circle on April 25,
1960 and was called to order at 7:36 P. M. with Mayor Pro-tem Zellers presiding
with Councilmen BelJ,., Graner, Campbell and Johns present. ~or Perry absent.
Councilman Campbell gave the èeneàie~iea.

The minutes of the last regular meeting were read, along with a corrected motion,
and approved as were the minutes of the special meeting held April 18, 1960.
The yearly Audit was read with Councilman Campbell moving to defer accepting
said Audit and III to be brought up again at the next regular Council meeting
to give Council time to study. Mr. Graner seconded the motion which passed.
Mr. Jack Watson pointed out an omission from the minutes of last regular
meeting whereby Council had requested an accounting and an itemized state-
ment of expenses for trips to Dallas and Texarkana from the Mayor. Said
statement was then read to the Council by the City Secretary and it reads
as follows:

To Dallas to Texas League for one week. Milage 630 miles with
9 round trips at 10¢ per mile-$63.00 Meals, including tips,
approx. $3.00 each at 2 per day on the average-$42 .00.

42.00 meals

Trip to Texarkana
Milage was 480 miles at 10¢ per mile-$48.00 with two meals
was $4.50. To the best I oan figure this is true & correct.

Said letter attached and becoming a part of these minutes. Mr. Graner
moved to defer action until such time that the Mayor was present. Mr.
Johns seconded the motion which passed. Mr. Graner also moved that the
Mayor submit an expense account for his trip to Austin on August 25, 1959
for check drawn in the amount of $150.00. Mr. Johns seconded the motion
which passed.
Mr. Johns moved to ask the Mayor for an exp1aination as to why minutes of
October 26, 1959, copies of an Ordinance and Resolution, minutes of November
9, 1959 as well as minutes of August 10, 1959 were taken out of the minutes
book, copies and notes from City files, and also a letter from the Mayor
to the Council that had been attached to the Oot. 26, 1959 minutes. Mr.
Graner seconded the motion which passed.
Letter from Marvin B. Simpson, Jr. ooncerning a County Wide Sewage Facility
Report was read. As the City had already contributed, no action was taken.

Letter from Mr. Jack L. Abbe, City Manager of the Chevrolet Motor Division,
asking for the latest 1960 population estimate for our City. As the City
has no such information available at this time, no action was taken.
Mr. R. A. Bossy of the Highway Department sent in a request for a Speed Zone
Ordinance and passage thereof with enolosed maps of area to be zoned and was
presented to the Council. While the Council studied the proposed Ordinanoe,
Mr. Zellers welcomed the large number of guests. Mr. Campbell moved to adopt
said Ordinance and Mr. Johns seconded the motion. Mr. Zellers asked the
oitizens present for their opinion or for questions with Mr. Graner explaining
the proposed speed limit changes. There being no objections, the Council
voted to approve said Ordinanoe, a copy of whioh is attached and becoming
a part of these minutes.

Mr. Jack Renfro read a report on a Public Hearing held at the City Office,
April 23, 1960, concerning a request for change of zoning d tim of some
parts of the proposed Hallmark Square Addition. A copy of this report and
the Cormnissions recommendations to the Council is attached and becomes a
part of these minutes. As no representative of the Hallmark Square Addi-
tion was present, no action could be taken.
Mr. Renfro told of request for rezoning certain blocks and lots in the
Nor 'East Addition and asked for legal ruling on need of a Public Hearing.
Mr. Christopher stated since one had been called for this Addition before,
he saw no need of calling another. Mr. Renfro then read the Commissions recom-
mendation to the Council concerning this Addition. A copy of which has been
attached and become a part of these minutes. Mr. Howell of said Addition then
introduced Mr. Henry, Mr. Davis and Mr. Randal who were connected with his
Addition and told his reasons for his request to be able to build smaller homes
in a class "A" area and asked for an amendment to the Zoning Ordinance No. 33.
Mr. Renfro presented a plat of the Nor'tast Addition. After \.engthy study
and debate, Mr. Johns moved to defer action until Monday night, May 2, 1960,
at which time the Council and the Zoning Commission will attempt to reach a
decision. All pertinent plats and Ordinances to be made available for study.
Mr. Campbell seconded the motion which passed.
Mr. Knowlton, City Engineer, presented a record plat of the Richland Plaza
Addition to the Council and Mr. Bell moved that the Counoil accept said plat.
Mr. Graner seconàd the motion. Motion passed. Mayor Pro-tem Sellers and
the City Secretary signed said plat.
The Council asked City Secretary to get the price of the Criss-Cross Directory
as they felt there was not enough need to purchase the City Directory.
Mrs. Paschall spoke for citizens of the Hillview Addition in connection with
bad drainage in that area and asked that the petition which had been presented
to the Council on Ootober 12, 1959 be re-read stressing that something had to
be done. This brought on lengthy discussion from the guests, Mr. Knowlton,
Mr. Christopher, members of the Council and Mr. Norman of the Birdville
School Board. During the discussion it was brought out that as a result of
this petition, the City Engineer WaS hired and Ordinance No. 54 adopted. It
WaS the consensus of the people present that they were ready and willing for
the City to instigate fa full scale Engineering Survey to be made of our City.

presented a resolution form to the Council and explained the procedure of

such a step. After discussion amoung the Councilmen, Mr. Campbell moved to
adopt Resolution Employing an Engineer, said resolution attached and becoming
a part of these minutes. Mr. Bell seconded the motion which carried.
Mr. French told of a request from Mr. Price of the College Hills Addition for
Mercury Vapor lights to be installed in said Addition. Council felt they oould
take no action on this request as that type of light they felt is too expensive
to install and maintain.
Mr. Frencþ: told of trenches dug across streets in the Riohaven Addition that
were not repaired properly. Mr. Campbell moved that Seaberry Inc. and repre-
sentatives be refused building permits until streets in the 7900, 8000 blocks
on Lazy Lane; 4800, 4900 and 5000 blocks on ColoradoBl vd. be repaired accord-
ing to Ordinance No.2. Mr. Johns seconded the motion whioh passed.
Mr. French told the Council that the Ma¥or had hired Mr. James Thorp as Pound
Master on April 12, 1960 and it was decided to leave the procedure as it is now,
which is picking up the animals upon call to the City Office.
Mr. Bell moved to raise Mr. Christopher's retainer from t25.00 per month to
t50.00 per month effective May 1, 1960. Mr. Johns seconded the motion, which
passed.
Mr. Graner moved that the City Secretary furnish City maps to each of the
Councilmen. Mr. Campbell seconded the motion which passed.
Mr. Bell moved that Artiole 4, Section 16 of Ordinance No. 52 be amended to
add phrase "except ones that empty directly into a three inch or larger stack."
Sentence to now read-Sink clean outs must be exposed on the outside wall
exoept ones that empty directly into a three inch or larger stack. Mr. Johns
seconded the motion which passed.
Mr. Bell asked that the Corporation Court Ordinance be presented on the
adgenda of the special meeting on May 2, 1960.
Mr. Bell moved to adjourn at 11:20 P. M. with Mr. Johns secondd.ng the motion
which carried.
