The City Council of North Rioh1and Hills held a regular Counoi1 meeting at the
Civio Center, Pipe Line Road and MOrgan Ciro1e on ~ 23, 1960 end was called
to order at 7:45 P. M. with Mayor Pro Tem Zellers presiding and Counoilmen Bell,
Graner and Johns in attendance.

Mr. Paul Harmon was asked to take the minutes of the meeting because of the ex-
cused absence of the City Secretary.
Reverend Robert E. Young gave the Invocation after which the minutes of the last
regular meeting were read. After a oorrection, Mr. Graner moved to approve the
minutes with Mr. Johns seconding and motion carried.
mte minutes of the special Council meeting held May 16, 1960 at the City Office
were read with Mr. Johns moving to approve minutes with Mr. Bell seconding and the
motion carried.
Letter from Mr. MUsgrave was read and briefly disoussed with aotion defered until
Council has a ohance to study further.
Mr. Bill Frenoh advised Council to the effect that if one line and the inter-com-
munication system are eliminated from the phone setup at the City Offioe, a savings
of approximately $22.00 to $23.00 per month would result. Mr. Frenoh also mentioned
the neoessity for two men to operate equipment in spraying the area against misquitos.
Conoerning the streets in Richaven Addition, Yr. Frenoh told of talking with Mr.
Harry Bryant, who handles sales for builders in that area and that Mr. Bryant said
action would be taken i1lD1lediately to have cuts in streets repaired properly. Mr.
Graner moved that phone system be ohanged to two lines with buzzer and hold but-con
provided installation does not run over $50.00. Mr. Johns seoonded the motion which
carried.
Mr. Graner moved that Mr. Bill Frenoh be given the authority to hire one men to help
spray area at price to be negotiated by :Mr. French. Mr. Johns seoonded the motion
which carried.
Mr. Reconnu told Council of his willingness to adjust oommission on eleotrioal
inspeotions in oonneotion with C01lD1leroial wiring only and presented his proposal
to Counoil whioh reads I

I propose a limitl on oommission for Electrical inspeotion fees to
apply to Commeroial wiring only.
Where inspeotion fees exoeed $50.00 on ~ one building, that present
60% coJlDUission apply only on the first $50.00 of inspeo~ion fees colleoted,
then 10% allover $100.00.

night, May 25, for the Patrol boys of the North Richland and Snow Heights Elemen-

tary Schools. Mr. Bell moved to appropriate $55.80 to entertain the Patrol boys from
the above schools with liability clause. (Letters to be sent by school to parents of
the boys for them to sign absolving the schools and the City of liability in case of
accident.) Mr. Graner seconded the motion which carried.
The census for North Richland Hills was announoed as 8, 623 population.
Letter from T. S. Christopher resigning his position as City Attorney was read. Mr.
Graner moved to accept resignation with regret and reluctanoe. Mr. Johns moved to
amend motion to include that a let-ber of appreoiat ion be sent to :VI!'. Christopher.
Mr. Bell seconded the motion as am9nded and motion carried.
Mr. Graner moved that Mr. T. S. Christopher be appointed as speoial counsel for
hearing of Mayor Bill Perry whic~ would include any and all actions pertaining
thereto occuring in the future. Motion was seconded by Mr. Bell and carried.
After discussion and introduction of Mr. Marion Massey as possible appointee as
City Attorney, Mr. Bell moved to defer action on replacing City Attorney pending
further study. Mr. Johns seconded and motion carried.
Mr. Johns moved to employ Mr. Christopher as special counsel until new City Attorney
is approved with fee subject to negotiation on each pa1bioular case. Mr. Graner second-
ed and motion carried.
Mr. Johns recommended that zoning and sub-division aotions be attended to at speoial
meetings of Council rather than at regular meetings.
Mr. Johns suggested deferring action on the question of invoices until further study.
Mr. Johns moved to pay County Clerk $135.00 billed to the City for photostatic copies
of plats of additions in North Riohland Hills. Mr. Graner seconded the motion which
carried.
Mrs. Bell thanked the Counoil for furnishing the Stop signs for the Snow Heights
Elementary School.
JArs. Fitzgerald and Mrs. Thompson, both living on Manor Drive, told of a concrete
wall, 12" x 8", erected bJr a Mr. Roach between his property and Mrs. Fitzgerald fS
causing water to back up under her house to a depth of 11". After discussion by
Mr. Knowlton and Mr. Christopher and Council, it was pointed out the City had no
jurisdiction and advised Mrs. Fitzgerald to seek relief in Civil Court.
Mr. Graner moved to adjourn at 9:30 P. M. and Mr. Johns seconded the motion which
carried.
