The City Council of North Richl~~d Hills held a regular Council meeting June 13, 1960 at whe Civic Building, Pipe Line Road and Morgan Circle, and was called to order at 7137 P. M. with Mayor Pro Tem Clyde Zellers presiding. Councilmen Kenn Bell, Stanley Graner, Herbert Campbell and Kenneth Joh..'>1S were present. Reverend Ted Spencer of the Davis Memorial Methodist Church of North R:tch- land Hills gave the Invocation. Since copies of the minutes of the last regular Council meeting held May 23, 1960 had been mailed to the Council members previous to the meeting, 1tf:r. Bell moved to dispense with the reading of said minutes and to approve s~~e. Mr. Campbell seconded the motion which c~rried. The Financial Report for 1fuy was then read. Mr. Zellers introduced Mr. and lvirs. Bramlett, who live on Willman Ave. and explained he had asked them to canvas their neighbors as to whether they wished for their block to be de-annexed by North Richl~~d Hills and be an- nexed by Richland Hills. Mr. Bramlett told the Council that he and his neigh- bors have decided they do not W~'>1t to go into Richland Hills. A letter is to be written to the ~~yor of Richland Hills giving him this decision. The question of cuts in city streets by Utility Companies and plQmbers, etc. and means of enforcing Ordinances was discussed. The great need of activat- ing a Corporation Court and formation of a Police Department was stressed by Mr. .Joh.'Yls. Mr. Christopher informed the Council that taxes could be ]a vied but only on property in our City as of January 1, 1960. }~. Johns suggested deferring action and discussion on Police Dept. formation until after Mr. Zellers trip to Austin on June 23 and until rvir. K. B. Nace could be present to gl're Council any informat ion he may have. Mr. Bell moved to adopt I1œ. Afu.sgrave's recommendations: Mr. Johns seconded. After discussion, Mr. Graner moved to amend the recommendation concerning the paJT1D.ent of bills. Recommendation as amended by m.otion to read: That bills be paid only after an invoice has been rendered and approved by proper author- ity except as to fixed operating expenses which have had prior approval and as to any other expenditures which the Council has previously approved and such authorization reflected in the minutes of the Council. That the City Secretary and/or the Mayor or the acting !~yor have prior Council approval for small expenditures up to $25.00. Mr. Johns seconded and the motion c~.rried . Mr. Bell moved to amend recommendation as pertained to daily bank deposits to read: That wee~ly bank deposits be made except when monies or checks taken in exceed $lOO.fæ) and in that event, deposit is to be made immediately. 1~. Johns seconded and motion carried. Mr. Bell restated the original motion to adopt Mr. Musgrave's recommendations with approved ~~ndments and I~. Joh..~s seconded and motion carried. PAGE 2................................COUNCIL 1Œ~~ING~ JUNE 13, 1960. Mr. Johns moved tha.t the City Secretary pass out keys to the office to Mr. French, Mr. Reconnu and Mr. Knowlton. Mr. Bell seconded and motion carried. Mr. Johns moved that the City Offioe re:ma.in closed on Saturdays with the ception of those Saturdays that the Zoning Board holds their meetings at time Mr. French will be responsible to see that the Office will be open. Mr. Bell seconded the motion which carried. . The Council discussed expenses of the misquito spray project which came to $39.10 excluding overt ime p a¡v for Mr. French. Mr. Johns moved to authori ze payment of $6.80 in addition to the original amount of $50.00 allowed for said project in order to pay Mr. French $17.50 for his seven hours spent on project. Motion was seconded by Mr. Graner and carried. Representatives from the Smithfield Fire Dept. were present and upon being asked¡ stated they were in agreement to the sale of said Fire Dept. A special meeting between the representatives and the Council was set up for Monday night, 7:30 P. M. at the City Office at which time some sort of an agreement or contract will be worked out;. also, the proposed budget for next nine months will be studied further. It was suggested that 1~. Zellers visit the MUnicipal League Offices to obtain copies of any Peddler and Weed Ordinances they may have while on his trip to Austin so Council can study. After discussion concerning amount of ca.r allowance for Mr. French, Mr. Bell moved to raise said car allowance to $50.00 effective July 1, 1960 with the City paying for Public Liability insurance premium on his car. Mr. Graner seconded, motion carried. Mr. French was asked to get the cost of barracades for use at dry weather crossing on Onyx Dr. S. and present to Council at special meeting. Mr. Zellers and Mr. Johns offered to talk with Mr. Lamond concerning question of desk and chair. Mr. Johns moved for the City SecretalJr not to trade with Lamond's until the desk question is settled satisfactort,y. Motion died for lack of a second. }¡1r. Bell moved that five insurance companies in the North Richland Hills area be asked for bids on office equipment, supplies and monies-$2000.00 fire, $~;OO burglary. Mr. Johns seconded the motion which carried. Mr. Campbell moved to pay Eastern Tarrant Insurance Co. $50.00 billed the City for bond on Mr. Zellers. Seoonded by Mr. Johns and approved. Mr. Campbell moved to pay Mr. Christopher $250.00 as a retainer for Impeach- ment trial; also, $55.01 billed to the city for photostats and depositions for trial. 1~. Mr. Graner seconding and motion carried. 11r. Johns moved to refund $209.00 to Mr. George Jackson)l engineering fees paid prematurely. Mr. Campbell seconded and motion carried. Mr. Johns moved to PIW $24.00 billed to the City for photostats made for Impeachment trial by Tri Cities Service Co. Mr. Graner seconded motion which carried. Mr. Marion Massey and Mr. Glenn Goodnight were introduced to the Council as applicants for City Attorney. It waS explained to them that for the time being a new City Attorney would not be appointed. Mr. Massey give the Council a filled application form and one is to be sent to Mr. Goodnight. After study of linens of new map, Council asked for Mr. Hackney to change boundary lines of North Hills Addition to conform with Ordinance No. 48. After discussion on whether the City could spare Mr. Frenoh a weeJt: so he could be sent to Texas A & M for a Fire Marshalls school, expenses paid by Haltom City, Mr. Johns moved to inform Haltom City that our City can not spare him.
